T ie site is presently developed with an industrial building used for a steel component assembly plant. The proposal would result in the installation of an 100-foot high antenna support structure (monopole) which would support an antenna array. The array includes 9 panel antennas which are a >proximately 5 feet long by 6 to 8-inches wide by 3-inches deep. An overall height of 109 feet would result from the installation of the monopole plus antenna arrays. The lightening rod at the tc p of the structure would extend the height of the overall structure. The Airport Manager e;timates the total height of the complete structure at elevation 129 feet. The applicant will need to s ibmit a Notice of Proposed Construction to the FAA. It will be the responsibility of the applicant to rr aintain any required navigational lighting or painting of the structure. Tie subject property is zoned Medium Industrial as are the surrounding properties. This area of the City has developed as a medium industrial/office complex area. The monopole will be visible from that portion of Grady Way that is developing as the automall, office areas, and a hotel. The project site is located on the North boundary of the subject property and just East of Seneca Ave. The area is currently unused and is covered by grass and asphalt. The proposed development will only require an additional 250 sf of paving in order to provide a base for the tower and the electrical equipment cabinets. ['ART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The site is presently covered with asphalt and turf. No erosion is expected to result from site preparation and construction of the 600 square foot equipment compound area. However, the applicant would need to install and maintain temporary erosion control measures during the construction phase of the project, per City Code requirements. Mitigation Measures: No additional mitigation measures required. Construction of this project will occur in a limited time frame, which is expected to last no more than two weeks. Fugitive dust will be controlled through compliance with the methods required by the City, such as sprinkling the site and the use of erosion control measures. Exhaust from construction equipment is regulated by state and federal standards. Mitigation Measures: No further mitigation measures required. Policy Nexus: N/A (3) Water Impacts: There will only be a small increase in the impervious surface area on the subject property. The increase of approximately 250 sf will not cause an increase in the amount of runoff sufficient to require new stormwater facilities. It is anticipated that the existing facilities will be able to accept the increase in storm water runoff. Mitigation Measures: None required. Policy Nexus: N/A (4) Aesthetics Impacts: The proposal would introduce an additional man-made vertical element to the landscape. The proposed monopole plus antenna array would be a maximum of 100+ feet above the existing ground surface. The appearance of the monopole would be similar in appearance to existing light standards located along the public right-of-way abutting the subject parcel, but would be taller. Photo-simulations provided by the applicant illustrate before and after views of the facility as modeled for several locations: from Seneca/SW 7th Street looking South; from Oakesdale Ave. looking East; from SW 10th looking North; and from Grady Way at Rainier Ave. looking West. The photo-simulations demonstrate that the monopole would be visible, but they do not show the facility to be obtrusive, or blocking existing views. It is clear that visual complexity of the area would increase, and that the monopole in combination with light standards and signs would add to the visual clutter of the area. This is not considered to be a significant impact though, nor, is it one that can be easily diminished or eliminated without denying the applicant's request, or decreasing the height of the pole. The City's goal is to require collocation to ultimately reduce the number of monopoles in the City. This facility would allow one other purveyor to collocate at this location, thus eliminating the need for an additional monopole of equal or less height. The applicant is proposing a monopole with a finish that would not produce glare. The applicant has indicated that they will paint the pole any color that the City may require. However, the flat gray color that has become the industrial standard is the most appropriate color in this area. There is already a landscape buffer along the boundary of the proposed site that was part of the original development in this area. There is no need for the applicant to duplicate the existing landscaping. The applicant will also be installing a chain link fence behind the landscaping. Slats will be installed in the fence to further obscure the view of the equipment cabinets. No further buffer or landscaping is required. The applicant has requested a waiver of the landscaping along the North boundary of the site. This is not necessary as the existing landscaping in this area already meets the requirement. Mitigation Measures: No further mitigation is required. Policy Nexus: N/A E. Project Description/Background: The applicant, GTE Wireless is proposing to install a wireless communications facility consisting of an 100- foot high monopole, with 12 antennas and an equipment cabinet (approximately 8 feet in length and 6 feet high and 2 feet in width). The facility would occupy a 600 square foot area of the existing Ryerson building site. This area is generally referred to as the Valley industrial area. The overall height of the facility would be between 100 and 109 feet, and the monopole would be visible from off-site areas. The existing ground elevation is assumed to be elevation 20 feet or in other words 20 feet above sea level. The applicant has stated that the height of the monopole was determined in order to meet engineering requirements and to provide an opportunity for other purveyors to collocate, while allowing adequate separation of facilities. The site is zoned IM (Medium Industrial). This facility is considered to be a Monopole II facility based on definitions in the City's recently adopted Wireless Communications Ordinance. Findings 1) CONSISTENCY WITH CONDITIONAL USE CRITERIA Section 4-31-14 lists 10 factors that the governing authority shall consider in determining whether to issue a conditional use permit (although the governing authority may waive or reduce the burden on the applicant of one or more of these criteria if the governing authority, concludes that the goals of this ordinance are better served thereby). The 10 factors are as follows: 1. HEIGHT OF THE PROPOSED TOWER The project site is designated as IM (Medium Industrial) Zoning on the City's Zoning Map. There are no height limits in this zone except for the limits established by the site's proximity to the Renton Municipal Airport. The Airport Manager has stated that the Airport Horizontal Surface establishes a height limit at elevation 179 feet in this area. The proposed development with the lightening antenna would reach a maximum height of elevation 129. Therefore, the proposed structure is consistent with the height limitations established for this area by City Ordinance. 2. PROXIMITY OF THE TOWER TO RESIDENTIAL STRUCTURES AND RESIDENTIAL DISTRICT BOUNDARIES The applicant states that the proposal is located within a industrial/commercial office area. There are no residential structures or residential district boundaries near the project site. The proposed hotel at the corner of Oakesdale Ave. and SW Grady Way is considered to be a commercial structure and not a residential structure, such as a single family home or apartment building. The nearest residential structures to the project site are located approximately 1/3 of a mile to the North of the subject property. Existing trees, buildings, and other structures will obscure the view of the tower from the residential area. The proposed tower will not substantially alter the view from this residential area. 3. NATURE OF USES ON ADJACENT AND NEARBY PROPERTIES The subject site is developed with an industrial use. The existing building is used for the assembly of steel components. All of this work is conducted within the building. The proposal would occur on a portion of the site that is partly impervious surface and partly turf. The equipment compound would be located on the north boundary of the subject property, away from the ongoing industrial use of the site. This 600 square foot compound area would not measurably increase lot coverage of existing development. Permitted lot coverage in the IM Zone is not limited. However, all unused areas are to be landscaped. For the most part the applicant has left these areas in turf for ease of maintenance. There is also a requirement that 2% of a site be retained as wildlife habitat area. This was addressed at the time of the original development of the site and no further wildlife area is required as part of this project as the wildlife area is determined by the size of the site not the amount of area used for the industrial development. The proposed location is part of an industrial/commercial area with zoning that a variety of industrial and commercial uses. Wireless base stations are defined as medium utilities, which are permitted in the IM Zone with an Administrative Conditional Use Permit. The site appears to be suitable for the proposed use. SURROUNDING TOPOGRAPHY The project site and the surrounding area are relatively flat. The topography rises towards the North of the project site. This slope starts approximately 1/3 of a mile from the project site and continues on into King County. The adjacent area to the East, West, and South of the site are at approximately the same elevation as the subject property with only minor changes in the elevation. 5. SURROUNDING TREE COVERAGE AND FOLIAGE Both deciduous and coniferous tree cover is present in the surrounding area. Most of the trees are located along property boundaries and along streets. Further to the north there is a band of trees located on some larger parcels and along the steep slopes. A band of evergreen trees along the north boundary of the subject parcel will help to screen the land use from the adjacent parcels. 6. DESIGN OF THE TOWER, WITH PARTICULAR REFERENCE TO DESIGN CHARACTERISTICS THAT HAVE THE EFFECT OF REDUCING OR ELIMINATING VISUAL OBTRUSIVENESS The 100-foot monopole and attached 15-foot high panel antennas would have an overall height of approximately 110-feet. The proposed monopole would be visible from on- and off-site locations. Photo-simulations have been provided which show before and after views of the proposed facilities from several vantage points. The monopole would be located on the northern boundary of the property, backing up to the existing landscape strip which consist mainly of evergreen trees. The existing tree cover would provide some absorption of the lower portion of the facility when viewed from off-site areas to the North. No alternate locations on the subject property are proposed for the monopole. Any movement of the monopole to other locations in the immediate area would not measurably diminish the view of the facility. The monopole would remain in the foreground view area for parcels to the North. 7. PROPOSED INGRESS AND EGRESS Access to the proposed facility would be from Seneca Avenue. Access would be needed during construction and any necessary or scheduled maintenance. The proposed facility would not displace parking or require additional parking. Maintenance of the facility would require a visit to the site approximately once each month, and existing parking would be utilized to accomplish the maintenance. The occasional service vehicle should not require the addition of any additional on-site parking. 8. POTENTIAL NOISE, LIGHT AND GLARE IMPACTS. The monopole, antennas and equipment cabinet are not expected to generate noise, light or glare. The facility would have a small fan which would generate negligible noise. The Federal Aviation Administration (FAA) will need to be consulted to determine whether or not lighting or marking of the proposed 100-foot high is needed. If lighting is required, glare is not anticipated from the navigational lighting due to its low level of light and the location of the lighting on the top part of the monopole. Glare from the monopole itself is not expected to result, as it would be painted with a non-glare finish. 9. AVAILABILITY OF SUITABLE EXISTING TOWERS AND OTHER STRUCTURES There are no suitable towers or other existing structures in the immediate area of the proposed location. It might be possible to locate a facility on one of the adjacent buildings in this area but whereas there are no buildings with the height of the proposed tower it would only eliminate the bottom portion of the tower. The applicant would still need to construct a tower type of structure on the roof of a building in order to achieve the same height as the proposed tower. COMPATIBILITY WITH THE GENERAL PURPOSE, GOALS, OBJECTIVES AND STANDARDS OF THE COMPREHENSIVE PLAN, THE ZONING ORDINANCE AND ANY OF THE PLAN, PROGRAM, MAP OR ORDINANCE OF THE CITY. (A) COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES The proposed telecommunications facility is consistent with the following Comprehensive Plan policies: Policy U-1: Utility facilities and services should be consistent with the growth and development concepts directed by the Comprehensive Plan. The City of Renton's business, industrial, and residential development is growing. The expansion of the Personal Communication System within the City is to ensure that a high quality of service can be offered to the local and regional community. Policy U-5: Encourage the appropriate siting, construction, operation, and decommissioning of all utility systems in a manner that reasonably minimizes impacts on adjacent land uses. The applicant has stated that the proposed facility has been located and designed to minimize aesthetic impacts of the community while providing a valuable communication service. The design of an 100-foot high monopole with antennas would allow for the collocation of one additional carrier, thus reducing the total number of monopoles that would likely occur in the vicinity over time. The nearest residential dwellings are at least 1/3 of a mile from the proposed structure. Policy U-100: Require that the siting and location of telecommunications facilities be accomplished in a manner that minimizes adverse impacts on the environment and adjacent land uses. The monopole has been proposed for location on an existing developed industrial property in the Medium Industrial (IM) Zone. No environmentally sensitive areas would be disturbed to construct or operate the facility. The 100-foot monopole height with antennas was determined to satisfy engineering requirements of the applicant and to provide an opportunity for one additional purveyor to collocate on the monopole, consistent with the City's Wireless Communications Ordinance. Photo-simulations provided by the applicant show the monopole location from several vantage points, although the tower is noticeable in the pictures it will not dominate the view of the surrounding area. Policy U-101: Require that cellular communication structures and towers be sensitively sited and designed to diminish aesthetic impacts, and be collocated on existing structures and towers wherever possible and practical. The applicant states that the specific location was to provide the required coverage in this area of the City and along the 1-405 corridor. There are several areas of poor coverage and some areas with little or no coverage within the area intended to be served by the proposed tower. The tower will allow GTE to provide the level of service in this area required by federal regulations. The proposal would allow the collocation of an additional one additional purveyors on the monopole, which would meet the intent of the Comprehensive Plan policies for collocation. (B) ZONING CODE The project site is zoned IM (medium Industrial). The IM zoning allows for medium utilities provided that an administrative conditional use permit is approved. The proposed tower has been located in accordance with the development standards contained within the IM Zone. No setback from the property is required as it is a rear property line. The IM zone does not provide for a height limitation. However, the Airport Zoning does establish height limits due to the proximity of the site to the airport. The proposed antenna is within the height limit established for this area of the City. Monopole facilities of greater than 60 feet but less than 150 feet in height are considered to be Monopole II facilities. The proposed structure would is permitted in the IM Zone, subject to an Administrative Conditional Use Permit. 2) REQUEST: The Applicant, GTE Wireless of the Pacific, has requested approval for Administrative Conditional Use Permit for a proposed Personal Communication Services (PCS) facility at 600 10th Street. The proposal includes the installation of an 100-foot high monopole with an 12 antennas and a lightening rod resulting in an additional 10 feet of height, for an overall height of 109-feet (elevation 129). Two radio equipment cabinets are also proposed. 3) ADMINISTRATIVE CONDITIONAL USE: The applicant's administrative conditional use application generally complies with the submittal requirements for a Conditional Use Permit. The applicant's site plan and other project drawings are entered as Exhibits No. 1 through 6. 4) COMPREHENSIVE PLAN: The subject proposal is consistent with the Comprehensive Plan designation of Employment Area - Valley. 5) ZONING: The proposal complies with the zoning requirements and development standards of the IM (Medium Industrial) Zone. 6) WIRELESS COMMUNICATIONS ORDINANCE: The proposal as presented, complies with the requirements and standards of the Wireless Communications Ordinance. 7) EXISTING LAND USE: Land uses surrounding the subject site include: North: industrial and commercial office; East: industrial and commercial; South: industrial and commercial; and West: industrial and commercial. E. Conclusions 1) The subject proposal complies with the policies and codes of the City of Renton. 2) Specific Land Use (e.g. Administrative Conditional Use Permit) issues were raised by various City departments as follows: a) Airport Manager commented that the proposal requires that a Notice of Proposed Construction must be submitted to and approved by the FAA. The base of the facility is at elevation 20 feet. PROJECT DESCRIPTION INTRODUCTION GTE's Personal Communication Service (PCS) is a public utility licensed to operate in Washington by the Federal Communications Commission (FCC). GTE is currently designing its network in the King County and Renton areas to establish telephone service and provide wireless capacity to its subscribers. This proposal describes the scope of the proposed project by providing specific information regarding the project location, zoning, specifications, and required services. It is GTE's desire to work with the City of Renton to ensure that our project is consistent with local ordinances and zoning regulations while providing the PCS coverage that is critical for emergency,business and personal use. Project Goals The goal of the GTE PCS Earlington (WA0366) facility proposal is to provide PCS coverage for personal and emergency purposes for the commercial and residential areas immediately surrounding the project site, including Interstate 405, consistent with all policies and ordinances of the City of Renton. Application Request Plan The applicant is requesting the following: • Approval of an Administrative Conditional Use Permit pursuant to City of Renton Ord. 4689, Section 4-38-11-D, which regulates Monopole II facilities in an IM zone. DE,"[' (gyp rE:NT PI G;4` vv CITY OF RCi`1 APR21 d°'a RECEIVED 1 GENERAL PROJECT DESCRIPTION Project Overview The applicant proposes to construct a wireless communications facility on a portion of the Ryerson Steel property located at 600 SW 10th Street. The applicant, GTE Wireless, proposes to lease approximately 600 square feet on the property. The lease area would be developed with two equipment cabinets which house radio equipment and batteries. In addition, three (3) antenna arrays are proposed to be mounted on the top of a 100' galvanized steel monopole. Each array is composed of four (4) antennas, for a total of twelve (12) antennas. GTE is in the process of securing a lease that would allow for construction and maintenance of these facilities, necessary utility connections, and provisions for access to the site. Facility Specifications • Radio Equipment Cabinets - Two cabinets are proposed for this project. Each cabinet contains radio equipment and batteries and measures approximately eight feet (8') long by two and one half feet (2.5') wide by six (6') ft tall. • Antennas - Three (3) arrays of four (4) antennas are proposed to be mounted on the roof. The monopole and antennas will be painted as directed by the City. The color after galvanization is a grey color which matches the typical Washington skyline. Each antenna is roughly five feet (5') long and six to eight inches (6- 8") wide. Please see the plan elevations for further information. • Fencing- A six foot (6') chainlink fence with three (3) strands of barbed wire will surround the facility to discourage vandalism and trespassing. GTE proposes to install privacy slats in the fence to minimize public view of the lease area and radio equipment. • Landscaping - The applicant is requesting a partial waiver of the landscape requirements. The applicant proposes to install a 5' wide landscape buffer consisting of fast growing leylandi cypress trees on three sides of the facility. The north side of the facility is already screened by existing evergreen trees. • Facility Maintenance - The facility is generally serviced once a month by one to two employees to the site for an average four (4) hour maintenance check. This check is typically for preventative maintenance purposes. In the event of a problem, a crew is dispatched to the site immediately. 2 GENERAL SITE ANALYSIS Zoning General Plan Designation The site is currently zoned IM (Medium Industrial) by the City of Renton. The applicant has submitted an application for an Administrative Conditional Use Permit and a Building Permit to be reviewed by the City Development Services Division. Existing Use The subject area is currently in use as a steel component assembly plant. The proposed telecommunications use is in an undeveloped portion of the property and will not take up any existing parking area. Access/Circulation The project site area would be accessed from Seneca Ave SW. No further road improvements are proposed. Visual and Environmental Resources Because of the line of sight nature of wireless communications, antennas are often visible to surrounding communities. However, if desired, the proposed antennas will be painted any color the city feels will minimize any visual impacts. The pole will appear grey as proposed. The proposed site is located within a industrial/commercial district of the city, and will not substantially alter any public viewsheds. Trees to the north will screen the equipment and lower portion of the monopole from that direction. GTE proposes to use privacy slats in the chainlink fence surrounding the use to minimize public view of the radio equipment. Due to the heavy commercial/industrial flavor of the surrounding properties, GTE is requesting a partial waiver to the landscape provisions of the Cit Ordinance No. 4689. The city has preliminary agreed (see Memorandum) tha t request see nable. The areas in the vicinity of the project are commercial and industrial in nature, and there are no residences abutting the site. Surrounding zoning types are almost exclusively IM (Industrial) and CA (Commercial). 3 Conditional Use Criteria A. The proposed use shall be compatible with the general purpose, goals objectives and standards of the comprehensive plan, the zoning ordinance, and any other plan, program, map or ordinance of the City of Renton. The overall goal of the General Plan, as implemented through the Zoning Ordinance, is to provide an arrangement of land uses, circulation and services which will encourage and contribute to the health, safety , welfare and convenience of the people who live and work in this area. The proposed project would not be in conflict with any provisions of the Comprehensive Plan or any other city ordinance or plan and would promote public health, safety and welfare by providing wireless telecommunications services to the area. PCS mobile phones are becoming a necessary emergency service device and business tool, as well as being convenient for personal and family use. Additionally, the proposed project will not adversely affect any element of the Comprehensive Plan in that the primary use of the subject site as an industrial facility will remain unchanged. The proposed wireless telecommunications facility will be ancillary to the primary established use. No adverse impact to the character of the existing neighborhood would occur due to the construction of this PCS facility. The use will not generate any smoke, odor or other adverse impact to the adjacent land uses. It is an acceptable use and the facility is located in a non-residential zone. Being unmanned, the proposed use requires no parking, has no impact on traffic, circulation or density and will not utilize any leasable space. The Federal Communications Commission (FCC) licenses all wireless telecommunications facilities, including PCS. The American National Standards Institute (ANSI) and the Institute of Electrical and Electronics Engineers (IEEE) establish operational safety standards for radio frequency electromagnetic fields. The FCC currently requires cellular, ESMR and PCS providers to comply with these ANSI/IEEE standards. This installation will comply with all FCC rules and standards. B. There shall be a community need for the proposed use at the proposed location. The requested use at the proposed location will provide reliable wireless telecommunications services to the residents of Renton and the surrounding areas. The proposed site, as part of a larger PCS network, will provide improved access to wireless communications in the event of emergencies (traffic accidents, crime reporting, etc.) and natural disasters (earthquakes, fires, etc.) by providing reliable 4 wireless telecommunications in these situations. This service will be used by public safety entities and virtually any entity which must have reliable, portable communications for emergency situations. The proposed use will also provide a reliable and convenient means of communication for everyday personal and business use. After comparison of other potential site locations in the surrounding area, the Ryerson Steel property at 600 SW 10th Street offered the most desirable location in the interest of public convenience and welfare. The height of the project site will allow the antennas to be individually mounted on low poles which will serve their intended function without being unsightly or causing adverse impacts to surrounding properties. Additionally, the location and height of PCS facilities are based on technical requirements and, as such, must be placed according to those requirements. This site is critical to establishing a seamless high quality network for providing wireless telecommunications services to the region. GTE's PCS facilities will bring the communities in Renton access to new types of digital wireless communication services. These wireless services will increase the opportunities to conduct business, reach family members and assist in times of emergency. The effect of competition will likely result in lower prices and broader affordability of services. 1. The proposed location shall not result in either detrimental overconcentration of a particular use within the City or within the immediate area of the proposed use: GTE's PCS facilities will bring the communities in Renton access to new types of digital wireless communication services. These wireless services will increase the opportunities to conduct business, reach family members and assist in times of emergency. The effect of competition will likely result in lower prices and broader affordability of services Currently, GTE has an unacceptable level of service in this region of Renton. In order to remain competitive and bring the fruits of competition to the residents of Renton, GTE must be able to enhance the service to this region. Please see the accompanying system map which shows GTE facilities in and around this area. 2. That the proposed location is suitable for the proposed use: After comparison of other potential site locations in the surrounding area, the Ryerson Steel property at 600 SW 10th Street offered the most desirable location in the interest of public convenience and welfare. The surrounding land uses are composed exclusively of industrial and commercial uses and will not be negatively impacted by the presence of a 5 communication facility. Effect on Adjacent Properties: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The PCS facility will not generate noise, odor or other nuisances. Activities associated with the facility will not create any significant impacts, nuisances or in other ways disrupt the ongoing functions of the neighborhood -- the facility will typically only require one maintenance visit per month. The PCS facility will add new wireless services to the surrounding community which may assist the public and emergency service providers. The facility will use electrical and phone services that are provided adjacent to the site and will typically only require one maintenance visit per month. The facility is unmanned and will have no detrimental impact on existing utilities, transportation systems, education, police and fire facilities or social and health services, except once again perhaps to enhance the effectiveness of emergency response teams through the use of effective wireless communications. The proposed radio equipment will be screened from the view of neighboring properties by privacy slats in the proposed chainlink fence as well as a 5' landscape buffer. The equipment will meet all bulk requirements as required by the City of Renton and the pole may be painted any color to minimize the visual impacts of the use. Listed below and attached on several sheets are our preliminary findings. Although every attempt is made to ensure that the comments are complete, a more thorough examination of the project at the time of application submittal may reveal additional issues that may alter these comments or require additional comments. The proposal is subject to City of Renton Wireless Communications Facilities Ordinance 4689. The comments that follow reflect standards and regulations of this ordinance. Permit Requirements The Proposal is for a 100 foot monopole and three antenna arrays mounted on top of the monopole. Each array is composed of four antennas. The proposed facility will be located behind Ryerson Steel located at 600 SW 10th Street. Monopoles which are 60 feet or greater in height are classified as a Monopole II facility. Monopole II facilities may be allowed within an Medium Industrial zone (IM) with an administrative conditional use permit. Wireless communication facilities 60 feet or greater in height also require SEPA environmental review. The environmental review and conditional use permit review are concurrent and generally take about 6 weeks to complete. Refer to section 4-38-14 of the Ordinance for conditional use permit review criteria that are specific to wireless communication facilities and would be considered in evaluating the conditional use permit application. The applicant should address these criteria in a "justification" statement. Application Submittals Section 4-38-5 of the Ordinance lists submittal requirements. These requirements are in addition to, and intended to supplement, the standard submittal requirements for conditional use permits. They include a map of the view area, photosimulations, map of the service area, a detailed inventory of existing facilities within Renton city limits, site plan, landscaping plan, agreement to collocate, draft lease agreement, report describing technical design of structure, and, documentation establishing the structural integrity for the support structure. \\TS SERVERSYS2:\COMMON\-H:\DIVISION.S\DEVELOP.SER\DEV&PLAN.INGUI-I\PREAPP2.DOC\jmh March 10, 1998 Page 2 Development Standards Section 4-38-11 of the ordinance lists development standards for Monopole II facilities. The maximum permitted height is 35 feet higher than the maximum allowed height in the underlying zone, or 150 feet, whichever is less. The IM zone does not specify a maximum height therefore 150 feet would apply as the maximum height allowed. Antenna mounted on the support structure may extend an additional 15 feet in height. The Wireless Communications Facilities Ordinance requires a minimum 15-foot wide landscaped area surrounding the facility. The applicant has requested a modification from the required landscaping to allow instead, only 5 feet of landscaping and a 6 foot high chain link fence with privacy slats to minimize public view of the equipment. Since the site is surrounded by industrial uses and located in an area with existing natural landscaping, this request seems appropriate. The modification must be approved by the Administrator. The request for modification must be submitted with the land use application and accompanied with supporting materials. The submitted site plan illustrates the proposed facility approximately 7 feet from the north property line. It is unclear whether the location will be considered along the street frontage of Seneca Ave. SW. Service Area The attached Radio Frequency (RF) propagation study is a computer modeled study of predicted coverage from a monopole placed at the proposed site on the Ryerson Steel property. The model takes into account much of the surrounding topography including significant trees hills and buildings to predict the level of service which can be expected after the installation is complete. The map has been color coded to express the decibel level prediction for areas surrounding the site. Other sites in the GTE network have been mapped in (note: Sites WA0146 and WA0057 were NOT mapped), and the coverage which results from these sites has also been plotted. The goal of GTE Wireless is to achieve a decibel level of -80 or higher (towards zero). This level of coverage will allow the user of a handheld set to receive reliable coverage inside a building or car. As you can see from the propagation map, the area which surrounds the project site is predominately red and yellow, which represents coverage levels between -85 to -100. This is a significant and unacceptable level of coverage, especially on heavily traveled transportation corridors in downtown Renton and Interstate 405. In fact, some areas to the northwest of the site have no coverage at all. The proposed Earlington (WA0366) site will alleviate most of these coverage gaps and GTE to pursue virtually seamless wireless coverage in the areas in and around Renton. An equipment storage room will be constructed adjacent to the monopole tower. The approximate location of the site is shown on the Vicinity Map, Figure 1. Plans for the antenna were not available at the time of our study. However, we understand that the monopole antenna will be about 100 feet high. A typical monopole foundation consists of a four to six- foot diameter drilled concrete pier. We expect that transient overturning loads on the monopole structure will result in moderate lateral loads imposed on its foundation. The recommendations in the following sections of this report are based on our understanding of the above design features. If actual features vary or changes are made, we should be informed and requested to review them in order to modify our recommendations, as required. 2.0 SCOPE OF WORK On March 6, 1998, we drilled two test borings at the site to depths of 34 feet and 14 feet below existing surface grades. Using the soil information obtained, we performed analyses to develop geotechnical recommendations for project design and construction. Specifically, this report presents the findings of our field investigation and addresses site preparation and tower foundation design considerations. 3.0 SITE CONDITIONS 3.1 Surface The site is located north of the Ryerson Steel building at 600 SW 10th Street in Renton, Washington. The approximate location of the proposed antenna is shown on the Schematic Exploration Location Plan, Figure 2. An office building and associated parking lot exist north of the proposed site. The ground surface at the site is level and covered with grass. March 16, 1998 Project No.T-3903-1 3.2 Subsurface The subsurface soils consisted of medium dense fine sand, silty fine sand, and sandy silt and soft silty clay to depths of about 18 feet, followed by medium dense to very dense sand and sandy gravel. Wood pieces were encountered in the sand and sandy gravel layers between 18 and 27 feet below grade. The Boring Logs in Appendix A provide a detailed description of the subsurface conditions encountered. The approximate locations of the borings are shown on Figure 2. 3.3 Groundwater Groundwater was encountered in the borings at a depth of about seven feet below grade. Upon completion, groundwater was noticed at depths of 7.5 to 8 feet below grade. It is likely that groundwater seepage levels will fluctuate seasonally. Seepage levels are expected to be highest during the wet winter and spring months (October through May). 4.0 DISCUSSION AND RECOMMENDATIONS 4.1 General Although design loads are not available, we expect that the tower will impose moderate overturning loads on the drilled pier foundation. The native dense to very dense sand and sandy gravel soils, encountered below a depth of 23 feet, should provide suitable support for the anticipated tower loads. Specific parameters for foundation design are presented in the Monopole Drilled Pier Foundation section. 4.2 General Grading and Soil Strength Parameters If needed, the existing inorganic near-surface soils may be used for site grading; however, these soils contain a significant amount of fines (silt and clay size particles) and may be difficult to compact if they are too wet or too dry. For site structural fill, if needed, we recommend importing a granular fill soil that meets the following grading requirements: U.S.Sieve Size Percent Passing 3 inches 100 No. 4 75 maximum No. 200 5 maximum* *Based on the 3/4 inch fraction Page No. 2 March 16, 1998 Project No. T-3903-1 Structural fill should be placed in uniform loose layers not exceeding 12 inches, and compacted to a minimum of 95 percent of the soils' maximum dry density, as determined by ASTM Test Designation D-698 (Standard Proctor). The moisture content of the soil at the time of compaction should be within two percent of its optimum, as determined by this same ASTM standard. Continuous strip foundations constructed on the natural medium dense silty fine sand are judged suitable for support of the proposed equipment room. Careful probing and visual observations should be made during construction to make sure foundations are not constructed on any fill soils. For foundations bearing on the natural medium dense silty fine sand, we recommend a maximum net allowable soil bearing pressure of 1,500 pounds per square foot(psf). Page No. 3 March 16, 1998 Project No. T-3903-1 Trench footings (earth-formed footings) may not be suitable in the natural sand soils due to the potential for caving and sloughing of these materials. Rather, the footing excavations may have to be sloped back and the footings formed in these soil conditions. The wall foundations should be situated a minimum of 1.5 feet below final site grade for protection against frost heave during normal winters. Also, for bearing capacity considerations, the footings should be at least 16 inches wide. Foundation settlement of one inch and less should be expected. 4.4 Monopole Drilled Pier Foundation The monopole antenna may be supported on a drilled pier foundation. We recommend the bottom of the pier bear in the dense to very dense sand and sandy gravel encountered below a depth of 23 feet. The drilled pier can be designed for the allowable end bearing capacity listed below. Additional load carrying capacity and resistance to uplift forces will be provided by soil friction against the pile shaft. The ultimate lateral capacity of the drilled pier can be determined by considering the passive earth pressure resistance to the applied lateral force. Therefore, the contractor should be prepared to case the hole or use appropriate slurry methods to prevent its collapse during drilling. To prevent heave of the bearing layer, if cased, the water level in the shaft should be maintained and appropriate construction techniques used to construct the pier below the groundwater level. 5.0 ADDITIONAL SERVICES Terra Associates, Inc., should review the final design and specifications to verify that our recommendations have been properly interpreted and incorporated into project design and construction. We should also provide geotechnical services during construction to observe compliance with the design concepts, construction specifications, and recommendations. Soil samples were obtained at regular intervals in accordance with ASTM Test Designation D- 1586. Using this procedure, a two-inch O.D. split-barrel sampler is driven into the soil using a 140- pound hammer. The number of blows required to drive the sampler 12 inches after an initial 6-inch set is referred to as the Standard Penetration Resistance Value (N value). This is an index related to the consistency of cohesive soils or the relative density of cohesionless soils. The N values associated with each sample interval are listed on the Boring Logs,Figures A-2 and A-3. The boring locations were approximately determined in the field by measuring with a tape from known landmarks. The approximate boring locations are shown on Figure 2. An engineer from our firm monitored the field exploration. Our representative classified the soil conditions encountered, maintained a log of the borings, obtained representative soil samples, and performed a surface site reconnaissance. All soil samples were visually classified in the field in accordance with the Unified Soil Classification System described on Figure A-1. Representative soil samples obtained from the boring were placed in closed containers and taken to our laboratory for further examination and testing. The testing program consisted of determining the moisture content of each sample. The results of the moisture content tests are shown on the Boring Logs.
