The removal of the t uilding is required in order to allow the construction of Oakesdale Ave. to be completed in this area. Location: Adjacent to t"le extension of Oakesdale Ave and SW 27th Street. Comments regarding the environmental determination must be filed in writing on or before 5:00 PM May 18, 1998. Any aggrieved person feeling that the environmental determination of the Environmental Review Committee is based on erroneous procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the time of th determination may submit written comments. After review of the comments, if Environmental Review Committee finds there is n sufficient evidence to amend its original determination, then there will be no further extension of the appeal period. Any person wishing to take further action would need to file a formal appeal within the original 15-day timeframe. Ford: This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform you that they have completed their review of the environmental impacts of the above-referenced project. The Committee, on April 28, 1998, c ecided that your project will be issued a Determination of Non-Significance. The Cif y of Renton ERC has determined that it does not have a probable significant adverse impact on the environment. An Em ironmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made by the ERC wider the authority of Section 4-6-6, Renton Municipal Code, after review of a completed environmental checklist and other information, on file with the lead agency. Earth Impacts: The subject property is located in an area of soils classified by the USDA Soil Conservation Survey as "Urban Land". Urban Land is soil modified by distribution of natural layers with addition of fill material. Soils are believed to be predominantly inter-layered silt, sandy silt, sand and sands underlain or interbedded with marine (Estuarine) organic silt and fluvial sand. The project site is relatively flat. The applicant will be importing approximately 50 cubic yards of fill to this site. The fill material will be used to fill in any holes left by the demolition of the building. No further work is proposed as part of this application. Mitigation Measures: None required. Air Impacts: Air quality impacts would be associated with the actual demolition of the building and exhaust from the construction vehicles. The demolition of the building could cause some fugitive dust to be released into the air. This will be mitigated by sprinkling the site as needed in accordance with the requirements of the Municipal Code. Exhaust from the construction vehicles is already controlled by state and federal regulations. No further, site specific, mitigation measures are required. Mitigation Measures: None required. Nexus: N/A 3. Water Impacts: The site is located in a low soil erosion hazard zone. However, storm water runoff could cause soil erosion if the applicant does not provide and maintain adequate temporary erosion control measures. The applicant will provide and maintain temporary erosion control measures during the demolition of the building. These measures will be reviewed and monitored by City staff. This building is an old wood frame structure, circular in configuration and having a sunken viewing area in the center. The size is approximately 23,000 sq. ft. The foundations will be left in place and the utilities capped in place. After demolishing the site will be graded and seeded with naturally occurring plant types. 12. Location of the proposal. The demolition site is located in an area of soils classified by the USDA Soil Conservation Survey (1973) as "Urban Land". "Urban Land" is soil modified by distribution of natural layers with addition of fill material. Soils are believed to be predominantly inter-layered silt, sandy silt, silty sand and sands underlaid or interbedded with marine (Estuarine) organic silt and fluvial sand.
