SUBJECT: Definition of Adult Family Home
BACKGROUND: Washington State recently adopted amendments to RCW 70.128
(effective on June 11, 2021) regarding regulation of adult family homes.
The amendment allows certain adult family homes to increase capacity to
eight (8) beds. Currently, the City of Renton’s definition of adult family
home limits the maximum number of adults to six (6) with approval from
the Washington State Department of Social and Health Services.
Therefore, the current definition provided in Renton Municipal Code is
not consistent with the maximum capacity permitted by Washington
State.
JUSTIFICATION: In order to be consistent with recent amendments to Washington State
Legislature, RMC 4-11-010 should be amended to revise the definition of
Adult Family Home to allow services for to up to eight (8) adults, provided
the Washington State Department of Social and Health Services
determines the home is of adequate size and the home and provider are
capable of meeting standards and qualifications as provided for in
chapters 70.128 RCW and 388-76 WAC.

APPEAL
PROCESS: To appeal this determination, a written appeal--accompanied by the
required filing fee--must be filed with the City's Hearing Examiner (1055
South Grady Way, Renton, WA 98057, 425-430-6515) no more than 14
days from the date of this decision. Your submittal should explain the
basis for the appeal. Section 4-8-110 of the Renton Municipal Code
provides further information on the appeal process.

DETERMINATIONS:
ADULT FAMILY HOME: A state-licensed facility providing personal care, room and board within
a dwelling unit to more than one person, but not more than four (4) adults, not related by
blood or marriage to the person(s) providing the service. A maximum of six eight (68) adults
may be permitted if the Washington State Department of Social and Health Services determines
the home is of adequate size and the home and provider are capable of meeting standards and
qualifications as provided for in chapters 70.128 RCW and 388-76 WAC.
