The project was placed on hold on July 8, 2021 pending the receipt of an updated Traffic Impact Analysis (TIA) and taken off hold on August 2, 2021 after the subject TIA was received. During review of the submitted TIA, staff has determined that additional information is necessary in order to proceed further. The following comments from will need to be addressed in an updated TIA to be submitted before November 16, 2021 so that we may continue the review of the above subject application: 1. The distribution route proposed from the site to SR-167 shows trips being directed north to the SR167/I- 405 interchange, however based on City knowledge of the area, the faster route to SR-167 is south on Lind Avenue SW to the on-ramps at SW 41st Street and SW 43rd Street. Revise the trip distribution to the following: a. 35% of Site Volume to Raymond Avenue SW b. 65% of Site Volume to SW 19th Street i. A minimum of 30% of Site Volume, or 46% of volume directed to and from SW 19th Street, to and from SR167 ramps at SW 41st Street and SW 43rd Street ii. Remaining volume to be directed to NB and SB Lind Avenue SW. 2. The distribution route proposed from SR-167 northbound to the site shows trips being directed to the SR167/Grady Way intersection, however based on City knowledge of the area, the faster route to from SR-167 northbound the site is utilizing the SR167 northbound off-ramp at SW 43rd Street, left at SW 43rd Street, right on Lind Avenue SW, left at SW 19th Street, and then to the site. Revise the trip distribution heading northbound on SR167 to utilize the SR167 off-ramp at SW 43rd Street. 3. Based on the revised trip distribution, provide intersection analysis for the following intersections: a. Lind Avenue SW and SW 27th Street b. Lind Avenue SW and SW 34th Street c. Lind Avenue SW and SW 41st Street Paul Gierlach Page 2 of 2 August 16, 2021 d. SW 41st Street/SR167 on and off ramp and East Valley Road e. SR167 on and off ramp at SW 43rd Street f. SW 43rd Street and East Valley Road g. SW 43rd Street and Lind Avenue SW 4. Evaluate signal warrants at Lind Avenue SW and SW 19th Street. 5. Evaluate the need for an Adaptive Traffic Control System (ATCS) Split Cycle Offset Optimization Technique (SCOOT) to be installed at the impacted intersection to mitigate for the additional project trips that will exacerbate the delays at these intersections. 6. Revise TIA to incorporate the level of analysis identified in the City of Renton TIA Guidelines (see attached). For your reference, we have included a link to a TIA from another project in the City for reference as to the level of analysis we are looking for (Example TIA). 7. See attached memo prepared by Mike Swires, Maan Sidhu, and Christian Asuncion and dated August 4, 2021. At this time, your project has been placed “on hold” pending receipt of the requested information. The maximum time for resubmittal shall be within ninety (90) days of this notice. The proposed distribution facility will occupy an existing 114,850 square foot building and is planned to be constructed in 2021 at a limited capacity, with full capacity by 2024. Comments to the plans are offered as follows. General Thank you for including select state highway intersections in the updated TIA. From the analysis, it appears the proposed development will incur several state highway intersections that will exceed the 25 AM/PM peak threshold. This will require further analysis of the state highway intersections using WSDOT manuals and guidance. The following comments outlines the further analysis with reference to WSDOT manuals and guidance for analyzing state highway intersections. If there are any questions about process or details within the WSDOT Design Manual and/or the Development Services Manual, please feel free to reach out to WSDOT Local Agency and Development to schedule a meeting. 1. As we stated in the first comment memo, we are particularly interested in the intersections proximate to I-405/SR 167 and I-405/SR 181; however, the impact to intersections on state highway facilities with 25 added trips or greater needs to be analyzed per the Development Services Manual Chapter 4. Please identify all intersections with 25 added trips or greater and include in the analysis 2. For existing analysis, please do not include any projects that are not already under construction. I-405 Amazon Distribution Facility TIA Date 8/4/2021 Page 2 For future no-build, please do not include any projects that are not already funded and on a comprehensive plan or transportation improvement plan. 3. For analysis of development impacts within a traffic impact analysis, please see WSDOT Design Manual Chapter 320.10(1)(d) “Traffic Analysis” and Development Services Manual Chapter 4. 4. For the traffic analysis and models, please use Synchro/SimTraffic per WSDOT Design Manual Chapter 320.08 “TIA Methodologies” and the WSDOT Traffic Analysis Guidebook. CAP-X is not included in the approved traffic analysis software. 5. Please provide a safety analysis per WSDOT DM 320.10(1)(d) “Traffic Analysis.” Please see Design Manual Chapter 321 Sustainable Safety Analysis and the Safety Analysis Guide Section 8.3. The safety analysis can be a "basic level" analysis that reviews and tabulates 5 year crash history that identifies any safety issues. 6. For potential mitigation, please see WSDOT Design Manual Chapter 320.09 “TIA Mitigation Measures,” Chapter 320.10(1)(e) “Conclusions and Recommendations,” and Development Services Manual Chapter 4.
