My neighbor, Carol, mentioned that you might be able to require Frank Snyder to remove the
boat from his front yard and cut down the weeds in his back yard now that his fence is literally
falling down.
I believe the weeds in the back yard pose a safety issue in addition to being unsightly. Any
help you can provide in resolving these issues would be most appreciated.

Subject: Warning of Violation CODE19-000584
With respect to Violation 1: Weeds
I've been attempting to address violation one. I was injured in May sustaining rotator cuff tears to both shoulders and
severely aggravating a groin injury sustained in my youth. At the age of 71, soft tissue joint injuries take months to
heal. I can't voluntarily comply with the order by the date given 10/8/2019.
On days with mild weather I have put in the effort to turn the tide of the problems and I'm requesting additional time to
make progress on the weed issue.
With respect Violation 2: Protective Treatment
It is coupled with the violation 1. My intent is to repair the fence as needed but I need to bring down the shrub that
pulled down the fencing including one of the posts.
With respect to Violation 3: Junk Vehicles — Private Property
This was addressed in the hearing and I was given relief from the complaint.
The vehicle in question does not meet the RMC 4-011-220 DEFINITIONS V stated in the warning.
A. Vehicle Large - the boat and trailer has a GVW less than 10,000 pounds.
A. Vehicle Small — it is not a small motor vehicle.
I'm requesting additional time, and I'm willing to provide your office with timely updates in changes of status so that you
can inspect to see if I've made suitable progress. I'm willing to provide your office with photos as I make progress on the
issues.
Sincerely,
Frank R. Snyder.

Donna,
Thank you for your understanding. I have pretty much maintained the weeds and blackberries in my front yard. The
fence got pulled down by a vine with that was very heavy. I was in the process of removing that vegetation when I got
your Waring of Violation. A couple weeks ago I resumed work on that vegetation and made some headway. I will have
to replace one fence post and some of the fence planking. It is my intent to do so once I have cleared the remaining
vegetation that pulled the fence down.
Unfortunately, I haven't been able to do much lately as I suffered a fall and I broke my pinkie on my left foot and injured
my knee on my right leg. Those injuries and the ones I sustained in May are starting to recover enough where I should
be able to resume work within the next week. I went to move my boat but was unable to locate my receiver hitch which
I may have left my prior tow vehicle. I will purchase one soon and the boat will be moved and I will resume work on
restoring it to being fully operational.
I recently suffered a $7,000 casualty loss and I presently can't afford to hire help as I have a $3,000 property tax bill this
month.
I'm unclear as to what you mean by "The boat still has not moved and I will re -work that violation to outdoor storage."
I'll send you a couple of pictures prior to my restarting work and some applicable follow-up pictures showing the
progress I've made.
Sincerely,
Frank R. Snyder

Thank you for the update.
The weeds & berry vines have been a problem for quite a while. The fence hid a lot of the overgrowth and now that the
fence is failing it is worse. The boat still has not moved and I will re -work that violation to outdoor storage. The
compliance time may be adjusted as needed, however, your neighbors deserve to not have to look at the lack of
maintenance on your property. You are aware of the codes and continue to violate them. By October 31, 2019, there
needs to be progress on the back yard and the fence, or fines will be assessed.

Hi Donna,
I haven't posted any update, because I've been unable to do the physical work.
I keep aggravating my groin injury which has been relatively crippling since May. In the past 4 weeks I've been
combating the onset of acute Congestive Heart Failure which leaves me breathless upon light to moderate amounts of
physical exertion (i.e., e.g., climbing the single flight of stairs to my bedroom). I've been on a daily regimen of 40 mg
Atorvastatin, 50 mg Metoprolol, 5 mg Lisinopril, and 81 mg Asprin for the past 3.5 years to help alleviate a number of
chronic heart disease problems (high blood pressure, CHF, cardio arrhythmia, peripheral artery disease).
I'm kind of in a Catch-22 situation in which I need physical exercise to strengthen the heart muscle and one where over-
exertion can lead to sudden catastrophic heart failure. This past weekend the shortness of breath got so extreme (I
gained almost 10 Its through water retention) My cardiologist has -prescribed a diuretic for reducing swelling in my legs
as needed but this sudden massive shift in water retention is quite alarming and potentially life threatening.
I saw my Cardiologist two weeks ago and although my vitals were within norms at a resting state, he has subsequently
ordered additional bloodwork and has provided referrals to a Primary Care Physician and to Neurology for a 2 year
follow-up on my craniotomy and resection of a cavernoma procedure from Jan 2017.
If my condition gets any worse I'll need to make a trip to the ER to address needed changes in my health care
regimen. After this past weekend I've become suddenly more committed to making the essential changes in my diet
and exercise.
I'll keep you posted with any changes. Fortunately, the cold weather has put the vegetation in a relative dormant state
so things aren't getting worse.
Sincerely,
Frank Snyder
