The project construction corridor would be approximately 4 to 6 feet wide, with staging anticipated to occur within the right-of- way. During construction, access to North 40th Street and Meadow Avenue North may be restricted to "Local Access Only"while work is underway. Access to private driveways would be maintained, except when construction needs to cross a driveway. The proposal would improve stormwater runoff in the surrounding residential area. The new stormwater system would replace the existing system which would be abandoned. The new system would connect into an existing system that is located in Lake Washington Boulevard, then runs downslope to connect into an existing manhole located next to the railroad tracks. From there, the system extends to a private system west of Lake Washington Boulevard and discharges to Lake Washington. The drainage area consists of about 31 acres, the majority consisting of single family residential buildings and road surfaces. The new stormwater system would connect into an existing system in Lake Washington Boulevard. The drainage area consists of about 31 acres. The majority of the area consists of detached single family residential structures. At the downstream end of the project in Lake Washington Boulevard, the peak flows for existing conditions from the proposed storm system are estimated to be 9.9 cubic feet per second for the 25-year, 24-hour storm e%ent. The project is intended to improve storm drainage problems that have caused flooding in Meadow Avenue North. The stormwater collected would be conveyed to an existing system (18-inch pipe) located in Lake Washington Boulevard. An existing 24-inch pipe conveys stormwater from Lake Washington Boulevard under the Burlington Northerr Railroad Tracks and ties into an existing private stormwater system (combination open ditch and 15-inch pipe) located on the Barbee Mill property to the west. The system ultimately discharges to Lake Washington. The private storm drainage system on the Barbee Mill property is undersized and does not have capacity for the existing 25-year peak stormwater flow. The City's proposal would increase the 25-year peak stormwater flow that is discharged to the private system by approximately 10°/0. City Stormwater Utility staff have held meetings with the property owner to discuss the downstream capacity problems. The soil in the area is classified by the Soil Conservation Service, King County Soil Survey, as Indianola ( InC ),which is made up of somewhat excessively drained soils that formed under conifers in sandy, recessional, stratified glacial drift. The soil is typically brown to light olive brown, loamy sand to sand. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. None known e.
