Re: Archaeology - Monitoring Requested; Develop Monitoring & Inadvertent Discovery Plan
Dear Alex Morganroth:
Thank you for contacting the Washington State Historic Preservation Officer (SHPO) and
Department of Archaeology and Historic Preservation (DAHP) and providing documentation
regarding the above referenced project. As a result of our review, our professional opinion is that the
project area has the potential to contain archaeological resources. The project is located in an area
determined to be at very high risk of containing archaeology according to the DAHP predictive
model. In addition, historic GLO maps show the project in close proximity to the historic shoreline of
the Black River. The geotechnical report for the project shows that the original ground surface,
located below historic fill layers, will likely be impacted by this project. In particular the construction
of an underground detention vault, and other storm water and utility infrastructure could impact the
original ground surface. Therefore, we recommend that a Monitoring & Inadvertent Discovery Plan
(MIDP) be developed and utilized during ground disturbing activities associated with the project.
Providing the professional archaeologist with a copy of the geotechnical report and detailed depth
plans will aid in the development of the MIDP.
We also recommend continued consultation with the concerned Tribes' cultural committees and staff
regarding cultural resource issues.
These comments are based on the information available at the time of this review and on behalf of
the SHPO in conformance with Washington State law. Should additional information become
available, our assessment may be revised.
