The City of Renton Hearing Examiner approved your project on July 2, 1998. This approval is normally good for two years only. If you have not already done so, you must submit for your building permit prior to July 2, 2000, or your Conditional Use approval will expire. Jennifer Toth Henning Principal Planner EXPIRE 1055 South Grady Way-Renton, Washington 98055 CONSTRUCTION MITIGATION DESCRIPTION LAKE UNION AIR / BRUCE LEVEN HANGER Permit Number B980602 PROPOSED CONSTRUCTION DATES: Site prep will start as soon as a Excavation Permit is approved. Completion is estimated at 2 and 1/2 months after the starting date. HOURS OF OPERATION: 7: 00am. to 5: 00pm. Week days only. PROPOSED HAULING/TRANSPORTATION ROUTES: Removal of concrete footing and foundation waste will be transported in covered 40yrd. container via Perimeter Road, Airport Way, Rainier Ave. and SR167 south to Auburn for Recycling. Construction materials will arrive via the reverse route, with the additional use of I405. We are estimating 2 loads of concrete waste departing the site, and 4 semi loads of building material arriving. As well as 5 to 6 Sub-Contractor crews spread out over the life of the project. ENVIRONMENTAL IMPACT: While tieing into the Sewer and water systems, excavated material will be stored and contained on site to minimize any loss of fill or creation of mud. During this part of the project, it is the only the time construction activity will be off Lease property. Flaggers will be used for safety and to minimize traffic impact. We are estimating 4 day for this phase of the project. During excavation sweepers will be used to collect dust while excavating and saw cutting the existing concrete slab. Excavation will be contained to Lake Union Air Lease property so no other noxious characteristics should occur. All loads originating from the building site will be covered prior to departure. TRAFFIC CONTROL PLAN: As stated above Flaggers will be used during the off site excavation. This should be the only time traffic would be impacted for any length of time. Trucks delivering material will Flagged by Contractor personal as needed. 98-0,8 4 EROSION CONTROL PLAN LAKE UNION AIR / BRUCE LEVEN HANGER PERMIT NUMBER B980602 General site slope are less than 2%. All surface area on and around the Lake Union Air lease property is excising concrete paving. Minimal fill as necessary to prepare for building slab and paving transition after excising concrete is saw cut and excavated for foundation, footings and utilities corridor. All excavated concrete waste will be removed for recycling. Fill being stored on site from utilities corridor will be reused. No other paving or fill will be disturbed. During excavation sweepers will be used to collect dust and waste. Excavation contractor will install and maintain straw bail dam through runoff and drainage paths to filter any soil/ fill particulate prior to entering Storm Sewer. SUMMARY OF ACTION: Development Services Recommendation: Approve with conditions DEVELOPMENT SERVICES REPORT: The Development Services Report was received by the Examiner on June 16, 1998. PUBLIC HEARING: After reviewing the Development Services Report,examining available information on file with the application,field checking the property and surrounding area;the Examiner conducted a public hearing on the subject as follows: MINUTES The following minutes are a summary of the June 23, 1998 hearing. The legal record is recorded on tape. The hearing opened on Tuesday,June 23, 1998,at 9:04 a.m. in the Council Chambers on the second floor of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered into the record: Exhibit No. 1: Yellow file containing the original Exhibit No. 2: Vicinity map application,proof of posting,proof of publication and other documentation pertinent to this request. Exhibit No.3: Site plan Exhibit No.4: Elevation/floor plan Exhibit No.5: Additional elevation drawing The hearing opened with a presentation of the staff report by MARK PYWELL,Project Manager,Development Services,City of Renton,200 Mill Avenue South,Renton,Washington 98055. The applicant requests a Conditional Use Permit(CUP)in order to construct a 10,850 square foot hangar. The underlying property is owned by the City and leased to the applicant. There is an existing 3,500 square foot office building on the Bruce Leven Leven Hangar Facilities File No.: LUA-98-068,CU-H July 2, 1998 Page 2 property. The project is located on the southwest corner of the Renton Municipal Airport in the vicinity of the intersection of Rainier Avenue and Airport Way. The present use of the site is aircraft tie-down. The use of the area as storage of aircraft will not change;the only change in use is the addition of the hangar which will provide covered parking for the aircraft. The proposed hangar will be 155 feet in length and 75 feet in width. The height is approximately 26 feet 7 inches above the surface of the ground. In the vicinity of the airport,the height of structures becomes critical. The height has been checked by the Airport Supervisor and fits the requirement. The Environmental Review Committee reviewed this matter and issued a Determination of Non-Significance- Mitigated with three mitigation measures attached to it which the applicant will need to comply with as part of the development of the project. The floor plans demonstrate the original location of the building. There are discrepancies in the actual measurements that exist in that area of the airport. As part of the construction the Airport Supervisor,the applicant and the City have agreed to get accurate measurements so that the building will be located properly. This project is consistent with the Comprehensive Plan(CP)and land use element policies. There is a relationship between an airport hangar and the airport so that this is an appropriate location. There is not an over-concentration of hangars at this site. The zoning code is Public Use(P-1)and it requires a CUP to be issued for any activities on the airport. The P-1 zone requires a 30 foot setback from the street property line. In this case it is over 100 feet to the nearest airport property line and therefore the location is consistent with the zoning code requirements. The applicant feels that their airport tie-down area has been used but not to the full extent. They believe that by providing covered storage that they will be able to offer an improved service to the people that lease or sub-lease areas for the storage of aircraft in this area. The P-1 zone does not have a maximum lot coverage and in this case the lot has been covered by impervious surface. The proposed building will not change that,but it will change basically the visual appearance of the area. The proposed hangar is compatible with the scale and character of the airport. The building will be constructed in an appearance similar to the other hangars at the airport. Hangars in themselves do not have parking requirements. There is already parking that is provided by the Sound Flight building and at this time staff would not be requiring any new parking. Changing this site from open aircraft tie-down to the hangar will not generate any new traffic. The hangar itself will not generate any new noise or glare beyond that already associated with the airport. There is no landscape requirement with construction of this hangar. Trying to place landscaping on the airport itself creates more of an aviation hazard than any improvement provided. Adequate utilities exist to serve the proposed building and no new lines are required at this time. The applicant has been requested to review the feasibility of constructing a gravity flow sewer line into the existing perimeter road sewer line. This would replace the existing force main. Staff would note also that the layout of the hangar as shown on the plans does indicate that there is at least the potential for a conflict with the existing gate that is used by Boeing employees. The applicant has agreed to complete some additional surveying to accurately locate the gate and the end of their lease line. Staff would recommend approval of the proposed Leven Hangar facility. Box 1877,Auburn, Washington,98071, representative for the applicant herein, stated that they were in agreement with the staff recommendations. The Examiner called for further testimony regarding this project. There was no one else wishing to speak, and no further comments from staff. The hearing closed at 9:30 a.m. FINDINGS,CONCLUSIONS & DECISION Having reviewed the record in this matter,the Examiner now makes and enters the following: FINDINGS: 1. The applicant,Bruce Leven,filed a request for approval of a Conditional Use Permit to erect an airplane hangar at Renton Municipal Airport. 2. The yellow file containing the staff report,the State Environmental Policy Act(SEPA)documentation and other pertinent materials was entered into the record as Exhibit No. 1. 3. The Environmental Review Committee(ERC),the City's responsible official, issued a Declaration of Non-Significance-Mitigated(DNS-M)for the subject proposal. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. There was no opposition from the public regarding the subject proposal. 6. The subject site is located at 243 West Perimeter Road. The site is located at the southwest corner of Renton Municipal Airport. 7. The airport is owned by the City of Renton. Parcels at the airport are leased by the City to various different parties. The applicant has a lease interest in the subject site. The entire site is approximately 1.65 acres in size. 8. The subject site is currently zoned P-1 (Public/QuasiPublic). This zoning requires a conditional use permit for all uses. 9. The subject site was annexed to the City with the adoption of Ordinance 1300,enacted in February 1948. 10. The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of airport related uses,but does not mandate such development without consideration of other policies of the Plan. There is a specific Comprehensive Plan for airport development. It supports a variety of aircraft related enterprises and suggests that smaller,non-Boeing uses be located along the west side of the airport. 11. An existing 3,478 square foot office building is located at the extreme southwest corner of the parcel. 12. The applicant proposes constructing a 10,850 square foot hangar. The hangar would be approximately 155 feet long(east to west)by approximately 70 feet wide. The hangar would have a slightly sloped Bruce Leven Leven Hangar Facilities File No.: LUA-98-068,CU-H July 2, 1998 Page 4 roof. At the top of the peak the roof would be 26 feet 7 inches tall. It would be approximately 19 feet 6 inches tall at the edges. 13. The proposed hangar will be approximately 160 feet north of the Sound Flight building. The hangar will be approximately 375 feet from the runway. A new aviation fuel tank(File No. LUA-98-078,CU- H)proposed by a separate applicant would be located southeast of the proposed hangar location. The fuel tank also requires a Conditional Use Permit and its hearing was the same day as this subject application. 14. There will be bi-fold doors located along the south facade. The building will be finished in utilitarian metal cladding like other similar buildings at the airport. It will be finished so that it does not create inappropriate glare that could interfere with aviation. 15. The hangar will be located where outdoor tie-downs for planes were located. It will not displace those users,only provide shelter for the planes. 16. A second hangar building was shown on some of the proposed plans. The applicant has indicated that there is no current plan for the second hangar. It is not part of this review and will be governed by existing regulations if the applicant proposes it in the future. 17. Parking is already provided for the existing tie-down spaces. Parking also is available adjacent to the office building. 18. It appears that the proposed hangar might encroach on the north lease line. The plans or lease line would have to be adjusted. 19. It also appears that the proposed hangar may interfere with a gate located at the northwest corner of the leasehold. There apparently is sufficient room to reposition the building. 20. The building's location and height appear to meet the safety standards established for buildings in the vicinity of the runway. The building meets the 7:1 slope ratio necessary. 21. Since the hangar will be replacing existing tie-down positions,no additional vehicular traffic is anticipated by the subject proposal. CONCLUSIONS: 1. The applicant for a Conditional Use Permit must demonstrate that the use is in the public interest,will not impair the health, safety or welfare of the general public and is in compliance with the criteria found in Section 4-31-36(C)which provides in part that: a. The proposal generally conforms with the Comprehensive Plan; b. There is a general community need for the proposed use at the proposed location; c. There will be no undue impacts on adjacent property; d. The proposed use is compatible in scale with the adjacent residential uses, if any; e. Parking,unless otherwise permitted,will not occur in the required yards; Bruce Leven Leven Hangar Facilities File No.: LUA-98-068,CU-H July 2, 1998 Page 5 f. Traffic and pedestrian circulation will be safe and adequate for the proposed project; g. Noise, light and glare will not cause an adverse affect on neighboring property; h. Landscaping shall be sufficient to buffer the use from rights-of-way and neighboring property where appropriate;and i. Adequate public services are available to serve the proposal. The requested conditional use appears justified. 2. Both the Airport Comprehensive Plan and the general Comprehensive Plan suggest that a variety of airport related services be established at the airport. The proposed hangar is compatible with aviation uses already established at the airport. In addition,the hangar merely replaces existing tie-down locations and will not be displacing any aviation related uses. 3. The hangar provides needed shelter for aircraft that use the airport and are necessary for the regular operation of the airport. 4. The erection of a hangar building does not appear to have any appreciable impacts on any adjacent uses,although its location may interfere with an access gate and may encroach on the lease line. A relocation should overcome any potential problems. The nature of the topography is such that the hangar will really not interfere with any of the properties located west of the site,above the airport. 5. The approximately 27 foot tall structure is compatible with surrounding uses. It is rather plain in appearance,but generally matches the spare architectural style predominating at the airport. The bulk, location and height more importantly comply with the required setbacks and height limits required to assure aircraft safety. 6. As noted,parking is available near the site and hangar stalls could be used for vehicles if that became necessary. 7. The building's exterior treatment is intended to minimize any interference with aircraft by avoiding glossy surfaces. 8. There will be no additional landscaping planted. Landscaping debris could jeopardize aircraft safety. 9. The site is served by adequate public services. 10. In conclusion,the proposed use appears to be reasonably designed to provide shelter for aircraft parked at the airport. DECISION: The Conditional Use Permit for one(1)hangar building as depicted in Exhibit No. 3 is approved subject to the following conditions: 1. The building shall be repositioned as necessary to avoid interference with either the gate or lease line established for the property. The lease may be altered as an alternative to avoid problems with the lease line. 3. A second hangar building is not part of this review. The issues that can be addressed at this time are incorporated into the body of this report. ENVIRONMENTAL REVIEW Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as amended), on May 28, 1998, the Environmental Review Committee issued a Determination of Non-Significance - Mitigated. 3 COMPLIANCE WITH ERC MITIGATION MEASURES 1. The applicant shall install and maintain temporary erosion control measures to the satisfaction of the Development Services Division representative for the duration of the project construction. The applicant will need to install and maintain temporary erosion control measures during the construction phase of the proposed development. 2. The applicant shall submit a construction plan indicating haul route and hours, construction hours and traffic control plan to the satisfaction of the Airport Administration prior to the issuance of construction or building permits. The applicant will need to provide the required report prior to the issuance of building permits. 3. The applicant shall submit a Fire Mitigation fee of$0.52 per square foot of new construction prior to the issuance of building permits. The Fire Mitigation Fee will need to be submitted prior to the issuance of building permits. 4. STAFF REVIEW COMMENTS Representatives from various city departments have reviewed the application materials to identify and address site plan issues from the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. CONSISTENCY WITH CONDITIONAL USE CRITERIA Section 4-31-36 lists 11 criteria that the Hearing Examiner is asked to consider, along with all other relevant information, in making a decision on a Conditional Use application. These include the following: (5A) CONSISTENCY WITH THE COMP. PLAN, ZONING CODE & OTHER ORDINANCES: The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. (1) COMPREHENSIVE PLAN LAND USE ELEMENT The proposed construction of a hangar is consistent with the Land Use Element and the policies that are contained within the Comprehensive Plan. Policy LU-197. Industrial uses with a synergistic relationship should be encouraged to locate in close proximity to one another. The airport hangar is directly related to the use of the airport and it is an appropriate location on the airport for this hangar. Parking should be located internally to the site and landscaped as appropriate to mitigate adverse visual impacts. The parking for this hangar is already provided adjacent to the existing Sound Flight building. Landscaping around the parking area is minimal, consisting mainly of turf in a couple of unpaved areas. This landscaping is appropriate in this location. If trees and shrubs were planted in this area they would produce debris that could become a hazard if it fell on a taxiway or runway. Further landscaping, consisting of trees, shrubs, and turf is located between W. Perimeter Road and the adjacent public roads. Policy T-46. Support the land base and seaplane base activities. The proposed hangar will support the land based activities by providing needed indoor storage space for aircraft. Policy T-48. Use existing airport land primarily for direct aviation related use. The airplane hangar is directly related to the use of the airport. The hangar will be used for the storage of aircraft that routinely fly into and out of the airport. (2) ZONING CODE The subject property is zoned Public Use (P-1). This zone allows for a wide variety of public buildings and facilities. Airports and airport related uses are allowed provided that a Conditional Use Permit is approved. The applicant has submitted the appropriate application with the required information. The P-1 zone requires a 30' setback from the street property line. In this case the proposed building will be located over 100' from the nearest airport property line. However, there is also the concern regarding the lease boundary of the site. It appears that the building may encroach on the north lease line. The Airport Supervisor has indicated that this may require a minor shift (one to two feet) in the location of the proposed building or a change in the lease line. This can easily be accomplished by a quick survey after the conditional use permit is approved but prior to the issuance of building permits. (5B) COMMUNITY NEED: There shall be a community need for the proposed use at the proposed location. In the determination of community need, the Hearing Examiner shall consider the following factors, among all other relevant information: (a) The proposed location shall not result in either the detrimental over concentration of a particular use within the City or within the immediate area of the proposed use. The construction of this hangar will result in the detrimental over concentration of the land use at the Municipal Airport. The land use, storage of aircraft, will remain basically the same in that the same aircraft parked in this area now will be stored inside the hangar. (2) That the proposed location is suited for the proposed use. The proposed location is suited for the hangar. There is plenty of room in which to locate the hangar and the storage of aircraft adjacent to the taxiway is an appropriate land use in this area. HEXRPT.DOC City of Renton P/B/PW Department Preliminary Report to the Hearing Examiner LEVEN HANGAR FACILITY LUA-98-068, CU-H PUBLIC HEARING DATE: June 23, 1998 Page 6 of 8 (5C) EFFECT ON ADJACENT PROPERTIES: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) Lot Coverage: Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. The P-1 zone does not establish a maximum lot coverage. In this case, the proposed building will be located in an area that has already been paved for a tie-down area. The amount of impervious area will not change due to the construction of this building. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The P-1 zone requires a street frontage setback of 30' and 5' on all other yard areas. The proposed building will be setback over 100 feet from the nearest property line. What is more critical in this area is maintaining the separation between buildings, lease lines and the circulation pattern for vehicles and planes on the airfield. The proposed building may encroach on one of the entrance gates at the north boundary of the lease line. It is possible to adjust the building to the South so that it does not encroach on the entrance gate. In a meeting between the applicant, City staff, and the Airport Supervisor it was agreed that as part of the building permit process the applicant would ensure that the proper clearances were provided. (3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Spires, belltowers, public utility antennas or similar structure may exceed the height requirement upon approval of a variance. Building heights should be related to surrounding used in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. There are two building elevations that are critical in determining whether or not the building height is acceptable. One is the height of the building at the east end. The building is 19'-6" tall at this point. The second critical elevation is taken at the peak of the roof. The peak of the roof is an additional 7'-1" above the end of the building for a combined height of 26'-7". The height of the building can not exceed a 7:1 ratio taken from a point 250' from the center line of the airport runway. In this case, the building height has been determined to fit within the 7:1 slope. (5D) COMPATIBILITY: The proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) The applicant has shown two proposed hangars on his lease area of the airport. He intends to construct the one labeled as "New Building - Phase I" under this conditional use permit. The plan also shows a second hangar labeled as "Future Building - Phase II". The Airport Supervisor noted some concerns regarding the full development of this property as proposed. A meeting was held between the Airport Supervisor, City staff, and the applicant. At the meeting the applicant stated that the only reason for showing the second building was that City staff had requested that he demonstrate how the site could be fully developed in the future. He further stated that at this time he only would construct the first building. He did not feel that he would be in a position to construct the second building within the two year time frame established by the conditional use permit. In the future, if he decided to construct the second hangar, he would apply for another conditional use permit. The building will need to be designed to address the Airport Supervisor's concerns regarding the arrangement of the buildings and the provision of a parking area. The Airport Supervisor agreed that this would address the concerns he had raised. HEXRPT.DOC City of Renton P/B/PW Department Preliminary Report to the Hearing Examiner LEVEN HANGAR FACILITY LUA-98-068, CU-H PUBLIC HEARING DATE: June 23, 1998 Page 7 of 8 The proposed hangar is compatible with the scale and character of the buildings at the Municipal Airport. The building will be constructed of metal and will appear similar to the other hangar buildings on the airport. (5E) PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent(75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord.3903, 4-22-85) Hangars in themselves do not have a parking requirement. Parking for this area is already provided next to the Sound Flight building. The present parking lot provides adequate parking for the area that is now under consideration as part of this permit. No new parking is required. (5F) TRAFFIC: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. The hangar will not generate any new traffic beyond that which was generated by the existing tie- down area. (5G) NOISE, GLARE: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage areas. The proposed hangar will not generate any noise or glare beyond that which is already associated with this section of the airport. The construction of the hangar will to some degree help to buffer the adjacent land uses from the noise generated on the airport. The hangar will be located between the adjacent land uses and the aircraft on the airport. (5H) LANDSCAPING: Landscaping shall be provided in all areas not occupied by building or paving. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. No landscaping is required for this permit. The hangar will be located in a paved section of the airport and will not impact the existing landscaping in the adjacent areas. (51) ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. N/A (5K) PUBLIC IMPROVEMENTS: The proposed use and location shall be adequately served by and not impose an undue burden on any public improvements, facilities, utilities, and services. Approval of a conditional use permit may be conditional upon the provision and/or guarantee by the applicant of necessary public improvements, facilities, utilities, and/or services. Adequate utilities exist to serve the proposed building. No new utility lines are required at this time. The applicant has been requested to review the feasibility of constructing a gravity flow sewer line into the existing perimeter road sewer main. This would replace the existing force main on the site and be a benefit to the applicant as he would not have to maintain the pump station. H. RECOMMENDATION: Staff recommends approval of the Leven Hangar Facility, Project File No. LUA-98-068,CU subject to the following conditions: (1) Compliance with ERC Mitigation Measures: The applicant is required to comply with the Mitigation Measures which were required by the Environmental Review Committee Threshold Determination prior to the issuance of a building permit. (2) The applicant shall locate the building so that it does not interfere with the existing entrance gate by the north side of the lease boundary. (3) The applicant shall shift the building or redefine the lease area to the satisfaction of the Airport Supervisor. Plans demonstrating the revised siting of the building shall be submitted to the satisfaction of the Development Services Division and the Airport Supervisor prior to the issuance of building permits. LOCATION OF PROPOSAL: Southeast corner of Renton Municipal Airport LEAD AGENCY: City of Renton Department of Planning/Building/Public Works Development Planning Section The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4-6-6 Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the environmental review process. Comments regarding the environmental determination must be filed in writing on or before 5:00 PM June 15, 1998. The existing sewer lift station should be abandoned and a permanent gravity drained connection to City sewer made, if possible. 4. Toilet facilities must be furnished for employees in the second hangar. 5. When permits for the second hangar are submitted for review it will need to include a development plan for the entire site, including plans from both sub-leaser's. Parking will need to be provided outside of the fence. With the construction of the second hangar, the orientation of the existing parking lot does not lend itself to best utilization of the property. If the lot is oriented N-S it would provide improved aircraft parking for the sub-lessor's aircraft. As planned the second hangar chops up the leased area. The placement of the Northwest corner of the building may block an existing gate. The building should be displaced South to provide free access. The legal description of the lease area may need to be adjusted. 2. Water lines that appear to be Boeing high pressure water lines may run under proposed second building. At the time the applicant submits an application to construct the second hangar, the applicant will need to consult with • Boeing to determine the status of this line. 3. The existing sewer lift station should be abandoned and a permanent gravity drained connection to City sewer made, if possible. 4. Toilet facilities must be furnished for employees in the second hangar. 5. When permits for the second hangar are submitted for review it will need to include a development plan for the entire site, including plans from both sub-leaser's. Parking will need to be provided outside of the fence. With the construction of the second hangar, the orientation of the existing parking lot does not lend itself to best utilization of the property. If the lot is oriented N-S it would provide improved aircraft parking for the sub-lessor's aircraft. As planned the second hangar chops up the leased area. The proposed fire hydrant (SE corner of first hangar) does not show how water lines will serve the hydrant. If a new water line is required, its placement should conform to airport utility corridor location. 6. Locations for grounding points, for use during aircraft refueling, should be shown. Such points must comply with Fire Code requirements and FAA requirements for refueling. No storm drains are shown between the hangars. Storm drain protection measures must be implemented. Slotted drains should not be permitted between hangar buildings unless automatic shutoff is implemented at the first catch basin. D. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. Has the applicant adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development? 1. Earth Impacts: The project site is currently paved with asphalt and used as a light general aircraft tie-down area. The applicant will need to remove the existing asphalt in the area where the foundation will be constructed. This will only be for a limited duration as the construction of the hangar foundation will start as soon as the asphalt is removed. Due to the location of this project, near the Cedar River and Lake Washington, and the fact that storm system outfalls directly into Lake Washington, City staff is concerned that appropriate temporary erosion controls are installed and maintained. Therefore, staff recommends that the applicant be required to install and maintain temporary erosion control measures, to the satisfaction of Development Services staff, for the duration of the construction activities. Mitigation Measures: The applicant shall install and maintain temporary erosion control measures, to the satisfaction of the Development Services Division representative, for the duration of the project construction. Construction impacts will include fugitive dust and exhaust from construction equipment. Fugitive dust will be controlled by the temporary erosion control measures required above. Exhaust from construction equipment is already regulated by state and federal standards. No site specific impacts were noted in the checklist and no site specific mitigation measures are required. Impacts associated with the operation of the hangar include exhaust from the heating source and exhaust from vehicles and planes accessing the hangar. These sources of air pollutants are regulated by state and federal standards. No site specific mitigation measures are required. Mitigation Measures: No further mitigation is required. Nexus: N/A 3. Water Impacts: The proposed construction of the hangar will not increase the impervious area on this section of the airport. The existing storm water system will be able to continue accepting the storm runoff from this area. As the project will not increase the impervious area subject to vehicle traffic no further storm water system improvements are required. Mitigation Measures: No further mitigation is required. Nexus: N/A 4. Transportation Impacts: The proposed hangar will not cause an increase in the level of traffic on this portion of the airport because the hangar is replacing an existing aircraft tie down area. Since the proposed development will not cause an increase in the level of traffic, no mitigation fees are triggered by this development. Perimeter Road, located in front of this development, is already improved and no further improvements are required. The project will require a number of vehicle trips to transport the asphalt and earth removed for the construction of the foundation and to import the required building materials. The peak hour traffic in this area of the City is extremely heavy. The applicant will need to ensure that these truck trips do not adversely impact peak hour traffic flows and that the trucks use roads that are designed to handle the weight of these trucks. Portions of the haul routes will cross the airport. The Airport Supervisor and FAA may need to set special conditions regarding debris on or near the taxiways and tie-down areas. The applicant will need to submit a construction plan indicating the hours and routes of the trips generated by the construction activities. The site is located at the southwest corner of the Renton Municipal Airport and is adjacent to the intersection of N. Airport Way & Rainier Avenue South. The site address is 243 Perimeter Road, Municipal Airport . The site is located in the N.E. 1/4 of Section 18, T23N, R5E, W.M. B. ENVIRONMENTAL ELEMENTS: 1. Earth: A.
