PROPOSAL: The applicant seeks a Shoreline Exemption Permit
to allow for the reactivation of eleven aircraft pre-flight preparation positions. Pre-flight
preparation includes electronic work, engine installation, and testing prior to transferring the
aircraft to the flightline. The proposal includes the placement of above ground electrical
conduit and the placement of temporary production shacks at each location. Proposed
reactivation is intended to last one year or less with initial construction to take approximately
two weeks.

An exemption from a Shoreline Management Substantial Development Permit is hereby
granted on the proposed project described on the attached form for the following reason(s):

X Normal maintenance of repair of existing structures or developments, including
damage by accident, fire or elements.
1. "Normal maintenance" includes those usual acts to prevent a decline, lapse,
or cessation from a lawfully established condition.
2. "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration,
location and external appearance, within a reasonable period after decay or
partial destruction, except where repair causes substantial adverse effects to
the shoreline resource or environment.
3. Replacement of a structure or development may be authorized as repair
where such replacement is the common method of repair for the type of
structure or development and the replacement structure or development is
comparable to the original structure or development including, but not limited
to, its size, shape, configuration, location and external appearance and the
replacement does not cause substantial adverse effects to shoreline resources
or environment.

PROJECT NARRATIVE
AIRCRAFT APRON POSITIONS REACTIVATION
The proposed reactivation sites include a tow path for the movement of
commercial jet aircraft and former aircraft positions that, historically, are
intermittently used for aircraft pre-flight preparation. The project areas are
adjacent to Lake Washington and are part of the Boeing Renton
Commercial Jet Aircraft Assembly Plant. The Western site shoreline is
designated urban and consists of a concrete bulkhead and concrete ramp, in
one area. The Eastern sites area is adjacent to a shore, some 100 feet away,
is a sandy shore that is planted with ornamental plantings. There will be no
views obstructed as a result of this project. The proposal is to reactivate 11
previous aircraft pre-flight preparation positions (see attached historic
photos). The reactivation is planed to last a period of one year or less. There
will not be any runups performed at these locations. The primary work to be
done will consist of electronic work, engine installation and/or other testing
prior to transferring the aircraft to the flightline. The work will consist of
the placement of above ground electrical conduit, rawl bolted to the edge of
the existing concrete tow path. The placement of temporary production
shacks at each location. The electrical conduit will hold electrical and
computer fiber optic line. These temporary improvements will be removed
when these positions are deactivated in one year. Total square footage will
be approximately 106,000s.f. . The total cost of this reactivation is
approximately $500,000. The construction dates will depend on the
issuance of permits. Construction will take approximately two weeks.
The exemption is being requested based upon the City of Renton Shoreline
Master Program Section 2.03.01 "Exemptions from Permit System,
paragraph C.3.. This paragraph states that the "replacement of a structure or
development may be authorized a repair where such replacement is the
common method of repair for the type of structure or development and the
replacement structure or development is comparable to the original structure
or development including, but not limited to, it's size, shape, configuration,
location and external appearance and the replacement does not cause

PROJECT NARRATIVE ADDENDUM
AIRCRAFT APRON POSITIONS REACTIVATION
The history of the Boeing Commercial Airplane Croup's use of the Renton
Assembly Plant's Lake Washington waterfront tow path and temporary
aircraft preflight positions goes back to the 1940's with the preparation of
B-17's. In the last ten years the preflight positions have been used
intermittently. From 1989 to 1992 the positions were used for some
assembly and preflight preparation of the U.S. Airforce A_W.A_C.'s . These
were the military version of the four engine Boeing 707. They had a
distinctive round radar dome on the top of the plane and are used for
surveillance _ In 1992 to 1994 the area was used for preflight preparation of
some Boeing 757 and 737 aircraft. With the partial down turn in the aircraft
industry in 1994, the positions have not been used until recently last year.
There have always been utility stands in this area. They have been used for
preflight power up.
Prior to 1989 the area was used, much like today, when the hot selling
Boeing 727 trijet was being manufactured in the early and late 1960's.
When demand for the Boeing 737 twin]et first appeared in the late 1960's
and early 1970's the area was, again, filled with jet aircraft Since the
opening of the plant in 1941 the area always had preflight aircraft
