The design concept involves images that speak to the history of Renton and the Farmers Market/urban farming culture of Downtown Renton (Attachment A). The banner will be oriented to face Gateway Park and will be visible from S 3rd St, the neighboring gravel lot, and Gateway Park (Attachment B). The artist, Bruce McIntyre, was selected through a public call for art conducted by the RMAC in collaboration with the South Renton Connection and the congregation at King’s Chapel. City staff plan to install the hardware to hang the banner via a cable system with several anchor points that will attach to the banner. The banner is proposed to be up until the end of the year and will be swapped out with a more seasonal scene at the end of November. CODE AUTHORITY: RMC 4-9-160F gives the Department of Community and Economic Development authority to grant exemptions from the sign code for 'objects of art' provided an Exemption Certificate for Public Art is issued. The code defines 'objects of art' as sculptures, wall paintings, murals, collages or banners by artists recognized by the Renton Municipal Arts commission. EVALUATION CRITERIA: Per RMC 4-9-160C, the Department of Community and Economic Development may determine that objects of art are exempt from the requirements of the City's Sign code when: a. Sited in a manner as to be readily accessible to pedestrians for passive viewing; b. Sited in a manner so as not to unduly divert the attention of motorists from the roadway; c. Stationary and do not revolve or otherwise move; d. Not illuminated; e. In good taste and reasonably reflect acceptable community values; f. Of sufficient durability so as to have a life expectancy of at least ten (10) years; g. Not used or referred to in the media or by the owners of the premises or operators of businesses contained thereon for business advertising purposes. An appeal of the decision must be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The process was described to me by Eric Cutshall as, “a cable system with only 2 or 3 anchor points. You would then attach the banner to the cable.” The banners will likely be up through the end of the year, but I would like to swap them out for a more seasonal scene end of November/December if possible Is that enough? Let me know if there is a timeline that we need to stick to for removal.
