The applicant is seeking a Conditional Use Permit(CUP)to construct a 12,000 gallon fuel tank on the southwest corner of the Renton Municipal Airport. From this tank the applicant will be conducting an on-site fueling operation for the general Mark Schoening Sound Flight Fuel Tank File No.: LUA-98-078,CU-H July 2, 1998 Page 2 aviation aircraft at the airport. There is one other such operation existing at the airport. The Environmental Review Committee(ERC)issued a Determination of Non-Significance-Mitigated on June 2, 1998. The mitigation measures pertained to the haul route and hours for construction,as well as the creation of fuel spill containment areas. These containment areas are where the fuel truck stops to fill from the fuel tank and also where the truck will stop that will be filling the aircraft. The tank itself does have secondary containment. Th major concern is that if there is any spill during the unloading or loading operation,that it be contained. The drainage facility for the Renton Municipal Airport feeds directly into the Cedar River, and it is a very short distance from this site. The Cedar River comes under a lot of scrutiny to protect the sockeye salmon and the quality of water flowing into Lake Washington. This operation is consistent with the Comprehensive Plan(CP). It is appropriate for aircraft fueling tanks to b in this location and also they will serve the existing use of the airport. The zoning is the P-1 (Public Use)zon which does require a CUP with a public hearing for approval prior to the construction of airport-related activities. There is a need for this fueling operation on the airport. The Airport Supervisor feels that this is 1, very appropriate and that it will also provide for a safer refueling of the aircraft. The concern is that if an operation like this does not exist on the airport,then the people will be bringing in small cans of fuel to fill th own aircraft with more potential for spillage when untrained personnel or small quantities are being transport and stored across the airport than if a single operator with trained personnel is conducting the activity. FAA regulations do require that the airport allow people to fuel their own airplanes,but the presence of a qualified 1 operator will greatly cut down on that. The applicant will be operating a shuttle truck which will go to various+ locations at the airport to fill up the aircraft. There are no plans for containment areas being built across the ti airport at this time. The airport does require that the truck contain various items that are used in the containment of any spills that do occur such as absorbent pads and materials. There are also some collar-type apparatus that could be placed around any drains if there is a spill of sufficient quantity near a drain. The fuel tank will be of minimal size,and this area has been paved in the past so there will be no new impervious area created. The placement of the fuel tank does meet the requirements for the setbacks and also , the height limits as established. The only requirement for parking with the fuel tank will be the fuel truck. applicant has recently received a letter from the Fire Prevention Bureau stating that applicant may use the 199 regulations concerning the setback between the building and the tank, and to that extent the location of the fue truck. Staff had originally recommended that the fuel truck,when not in use,be parked in the containment area that the ERC required for the loading and unloading operation. This may not be possible to meet fire codes. Staff at this time would recommend that if the truck cannot be parked in this location when not in use, that a small containment area be devised for the truck. If a spill was to occur from the truck when nobody wa9� at the operation,then it could be contained and would not enter into the drainage system. Noise,glare and traffic are not considered to be issues of concern. No new landscaping would be required. Public improvements appear to be onsite and adequate for the proposed operation. f Staff would recommend approval of the Sound Flight Fuel Tank project. Richard Hasslinger.243 West Perimeter Road,Renton,Washington,98055,representative for the applicant herein,stated that they were in agreement with staff. The only concern applicant has is the volume of the containment and the placing of the containment of the tank and the fuel trucks which is apparently not established in any codes at this time,but was brought up by environmental review. Applicant plans to provid: appropriate containment,but is uncertain at this time what the City's requirements are. Mark Schoening Sound Flight Fuel Tank File No.: LUA-98-078,CU-H July 2, 1998 Page 3 Mr. Hasslinger further testified that the bulk tank wagon which would deliver the product would carry as muc as 6,000 gallons. The tank itself is limited to 90 percent filling by the Fire Department rating. The maximum that would be onsite would be 10,800 gallons in the tank. There are also two smaller trucks which are the refuel vehicles which range from 750 gallons to 2,000 gallons. The Examiner called for further testimony regarding this project. There was no one else wishing to speak,an no further comments from staff. The hearing closed at 9:50 a.m. FINDINGS.CONCLUSIONS&DECISION Having reviewed the record in this matter,the Examiner now makes and enters the following: FINDINGS: 1. The applicant, Sound Flight,Inc.,filed a request for approval of a Conditional Use Permit to install a 12,000 gallon aviation fuel tank. 2. The yellow file containing the staff report,the State Environmental Policy Act(SEPA)documentation and other pertinent materials was entered into the record as Exhibit#1. 3. The Environmental Review Committee(ERC),the City's responsible official, issued a Declaration of Non-Significance-Mitigated(DNS-M)for the subject proposal. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. There was no opposition from the public regarding the subject proposal. 6. The subject site is located at 243 West Perimeter Road. The site is located at the southwest corner of the Renton Municipal Airport. 7. The City of Renton owns the airport and its underlying property. The City leases out parcels at the airport to various parties. The applicant has a lease interest in the subject site. The entire site is approximately 1.63 acres in size,although the site will be limited to an approximately 1,400 square foot area. 8. The subject site is currently zoned P-1 (Public/QuasiPublic). This zoning requires a conditional use permit for all uses. 9. The subject site was annexed to the City with the adoption of Ordinance 1300,enacted in February 1948. 10. The map element of the Comprehensive Plan designates the area in which the subject site is located a suitable for the development of airport related uses,but does not mandate such development without consideration of other policies of the Plan. There is a specific Comprehensive Plan for airport development. It supports a variety of aircraft related enterprises and suggests that smaller,non-Boein uses be located along the west side of the airport. 11. The proposed tank will be east of the Sound Flight building located in the extreme southwest corner o the airport adjacent to West Perimeter Road. The tank will be north of the existing parking lot. This new hangar also requires a Conditional Use Permit and its hearing was the same day as this subject tank application. 12. The applicant proposes establishing a fueling operation which involves an on-site 12,000 gallon holding tank and a distribution system involving two fuel delivery trucks. The tank would be filled to only 90%(10,800 gallons)capacity by a larger tanker that visits the airport. The main delivery tanker contains approximately 6,000 gallons so two trips would be required to fill it. In turn, smaller trucks would distribute fuel to aircraft located in different areas around the airport. Aircraft would not visit the tank site but would be serviced at their tie-down or hangar locations. 13. The applicant proposes installing a 12,000 gallon tank that holds aviation fuel. The tank would be located above the ground to avoid the types of undetected leaks that occurred with below grade tanks. The tank would be double-walled to avoid leaks. In addition,the tanks will be constructed within a ground level containment basin. 14. The tank is approximately 35 feet long and approximately 7 feet wide. The tank and its supporting equipment will be approximately 13 feet tall. The tank will be separated from potential damage by ne bollards that should prevent vehicles from getting too close. It will be located on a concrete containment pad approximately 40 feet long and 35 feet wide. A chain link fence will surround this concrete pad. 15. It appears that there is an unresolved question about containment for the trucks when they are parked all the base location. There appear to be different setback requirements from surrounding structures for the trucks and the tank. Two different versions of the Uniform Fire Code were cited. Depending on the final interpretation of these locational requirements,the trucks might have to be located on a separate area of the subject site. This would probably require separate emergency containment for the trucks. 16. The City is concerned about avoiding any hazardous materials spills at the airport. The storm water system in this area of the airport is conveyed directly to the Cedar River and then Lake Washington. Because the distances to the river are relatively short, it might be impossible to prevent any spills fro entering the river and endangering the fisheries resource as well as the water quality of the river and lake. Containment is designed as much as possible to prevent spills from reaching the storm system and ultimately surface waters. 17. As originally proposed the tank will be set back approximately 20 feet from the nearby Sound Flight Building. It will be approximately 10 or 12 feet from the parking area. 18. The use will not generate much traffic. The main delivery truck would deliver fuel to the tank,then t local fuel trucks would deliver to the aircraft located in different areas of the airport. 19. The capacity of the two smaller"shuttle"trucks is 750 and 2,000 gallons. 20. This corner of the airport is lower than areas to the west and is screened by vegetation. 21. Generally,uses at the airport are painted or have an external treatment that minimizes inappropriate light or glare to avoid creating hazards to pilots. The applicant for a Conditional Use Permit must demonstrate that the use is in the public interest,will; not impair the health, safety or welfare of the general public and is in compliance with the criteria found in Section 4-31-36(C)which provides in part that: a. The proposal generally conforms with the Comprehensive Plan; b. There is a general community need for the proposed use at the proposed location; c. There will be no undue impacts on adjacent property; d. The proposed use is compatible in scale with the adjacent residential uses, if any; e. Parking,unless otherwise permitted,will not occur in the required yards; f. Traffic and pedestrian circulation will be safe and adequate for the proposed project; g. Noise, light and glare will not cause an adverse affect on neighboring property; h. Landscaping shall be sufficient to buffer the use from rights-of-way and neighboring property;I where appropriate;and i. Adequate public services are available to serve the proposal. The requested conditional use appears justified. 2. Both the Airport Comprehensive Plan and the general Comprehensive Plan suggest that a variety of airport related services be established at the airport. The proposed fuel tank and delivery system is related to refueling aircraft that use the Renton Municipal Airport. Such services are necessary for th regular operation of the airport. 3. There is a need for such services. As a matter of fact,FAA regulations require that aircraft operators able to refuel their craft. This service will provide a safer method of refueling than having each individual operator refueling in any fashion whatsoever. While there is another similar service alread at the airport,another provider will offer pilots additional choices. It would appear that there is sufficient demand for this additional provider. An additional provider does increase the amount of aviation fuel at the airport and increases the risk of spill events proportionately. 4. The size of the complex will have little impact on the adjacent uses. While the facility is fairly utilitarian,most of the uses at the airport are spare in appearance. It would appear that the fuel storag facility has been designed to provide for the safety of surrounding uses including occupied buildings well as the nearby river and lake. The tank is separated and protected by fencing and bollards intende to deflect any possible impacts. The tank is double-walled and will be located in a containment pad. Spills, if they were to occur, should be contained and prevented from reaching the river and lake. 5. It would appear that the applicant's on-site trucks when parked will need to be protected in some fashion,both from impacts and from spilling their contents into the sewer system. The trucks do have;' spill prevention systems to prevent spills while filling aircraft and to contain spills if they were to occur. There is a hillside above the site between Perimeter Road and Rainier. The low-rise nature of the use,the topography and the distance* to any residential uses up on the West Hill of the City would counter any potential adverse appearances. 7. Except for the delivery of fuel to the site and the circulation of the "shuttle" fuel trucks that will offlo. fuel and deliver it to remote locations,there should not be much call for parking. Nor will there be much traffic generated by the proposed use. 8. It is clear that the smaller"shuttle"trucks will probably be parked with fuel in their respective tanks. When they are parked over night or for longer periods between use,they should be parked in an area with containment. As noted,all of the storm drainage systems in the area quickly convey their conten to the Cedar River. Any spill could have severe consequences on both fisheries and general water quality of both the river and subsequently the lake. 9. The tank, fence and other fixtures should be painted or treated in a fashion which minimizes inappropriate light or glare. 10. The airport discourages landscaping in certain locations to avoid debris interfering with flight safety. No landscaping is proposed and the location of this facility is such that landscaping appears to be inappropriate. 11. The site is served by adequate public services. The only issue is that the storm drainage system could convey fuel to the river and lake. Due precautions require adequate containment to avoid any unnecessary risk. 12. In conclusion,the proposed Conditional Use Permit is appropriate, subject to the conditions discussed DECISION: The Conditional Use Permit is approved subject to the following conditions: l. The applicant shall comply with the conditions imposed by the ERC. 2. The applicant shall be required to park the trucks in a location,whether an expanded tank pad or a separate pad,that provides containment for the largest potential spill of both trucks combined. 3. Use existing airport land primarily for direct aviation related use. Th r, fuel tank is directly related to the use of the airport. The tank will be used for the refue ing of aircraft that routinely fly into and out of the airport. (2) ZONING CODE The subject property is zoned Public Use (P-1). This zone allows for a wide variety of public buildings and facilities. Airports and airport related uses are allowed provided that a Conditional Use Permit is approved. The applicant has submitted the appropriate application with the required information. The P-1 zone requires a 30' setback from the street property line. In this ca:•a the proposed building will be located over 100'from the nearest airport property line. (58) COMMUNITY NEED: There shall be a community need for the proposed use at the proposed location. the determination of community need, the Hearing Examiner shall consider the following fa 3tors, among all other relevant information: (a) The proposed location shall not result in either the detrimental over concentratio of a particular use within the City or within the immediate area of the proposed use. The fuel tank and the resulting fueling operation will not cause an over concentration of this on the airport. There is one other operation that is based on the northwest side of the airport. Airport staff feel that the demand is there for a second operation that is based on the airport. (2) That the proposed location is suited for the proposed use. The proposed location in the Southwest corner of the airport is well suited for this type of facility. It is located well away from the more active areas of the airport (taxiway and runway areas) where there is not much potential from an aircraft striking the tank. It is also the farthest point on the airport from Lake Washington and the Cedar River. (5C) EFFECT ON ADJACENT PROPERTIES: The proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) Lot Coverage: Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. The P-1 Zone does not establish a maximum lot coverage for this area. The entire site is already paved and this project will not result in any new impervious areas. The majority of the site will still be open tie-down area for aircraft. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The P-1 Zone does establish a front yard setback which in this case is a 30' from the street frontage. This proposal is located over 100' from the nearest street. (3) Height: Building and structure heights shall conform to the requirements of the z ine in which the proposed use is to be located. Building heights should be related to surrounding used in order to allow optimal si night and ventilation, and minimal obstruction of views from adjacent structures. The tallest part of the tank is approximately 13-feet above the ground elevation. The adjacent building is 15-feet tall. The tank will be shorter than the existing structure 1 this area and well be the airport limit, of approximately 20-feet, for this area. (5D) COMPATIBILITY: The proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) The proposed fuel tank is compatible with the operation of the airport. (5E) PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent(75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord.3903, 4-22-85) The only parking required for the fuel tank will be the space for the fuel truck. The truck m st be parked fifty feet from the building and should also be located within a spill containment area. The truck could be parked in the spill containment area required by the Environmental R view Committee as long as this area is fifty feet from the nearest building. Otherwise a secon spill containment area would need to be created where the trunk would be parked whenever 0 was not in use. (5F) TRAFFIC: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. This proposal will not create any new traffic except for an occasional fuel tank required to fill the proposed tank. All other traffic would be confined to the airport and would not enter onto the public streets. (5G) NOISE, GLARE: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use on the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage areas. The fuel tank will not generate any new significant noise levels or glare. Fuel will be pumped from the truck into the tank but these pumps do not generate a noise level that would have a significant impact on the surrounding area. No landscaping is required by this project as it is on the airport and any landscaping you become a hazard for aircraft. (51) ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and spc activities, health centers, convents, preschool facilities, convalescent homes and others of similar nature shall be considered to be separate uses and shall be subject to the provisions the use district in which they are located. N/A (5J) CONVERSION: No existing building or structure shall be converted to a conditional use unless such building structure complies, or is brought into compliance, with the provisions of this Chapter. N/A (5K) PUBLIC IMPROVEMENTS: The proposed use and location shall be adequately served by and not impose an undue burdi on any public improvements, facilities, utilities, and services. Pywell,AICP SUBJECT: Sound Flight Fuel Tank LUA98-078,ECF,CU-H During the review of this proposed project the members of the Environmental Review Committee (ERC) raised two concerns. The ERC was concerned that during the fueling of general aviation aircraft a leak or spill of fuel could enter into the airport storm water system. The storm water system at the airport generally discharges directly into the Cedar River and potentially into Lake Washington. Any fuel spilled could quickly be in the River unless planned steps were available to mitigate the leak or spill. The second concern was where the vehicle would park when not in use. In discussing these issues with Gail Reed, the Airport Supervisor, and Ron Straka, Storm Water Utility Supervisor, it appears that the drain on the airport do not provide a containment system for fuel or hazardous material spills. They both concluded that this would not be a practical solution to impose on a single provider of aviation fuel. What they both recommended is that the operator be required have certain spill containment equipment on the vehicle at all times. This would include absorbent material and a "snake". A snake is long collar made out of absorbent material. The snake can either be circled around a drain or the spill area to ensure that the fuel is contained within the area and does not spread to the drain system. The applicant has submitted a list of spill containment equipment and procedures that his staff will follow in order to prevent spills whenever possible and contain the spilled material if an accidental spill occurs when they are fueling airplanes. No further requirements are recommended by City staff. A copy of the applicant's spill containment procedures and the airport requirements is attached to this report. The Airport Supervisor noted that it was his understanding that the applicant would not be allowed to park the vehicle adjacent to the fuel tank due to Fire Code restriction. In talking with the Fire Prevention Bureau staff, it appears that the truck must be parked over fifty feet from any building but there are no restrictions regarding parking the truck next to the fuel tank. The proposed location of the tank is 100 feet from the nearest building. Therefore, it would be logical to require that the truck be parked within the spill containment area when it is not in use. Appropriate spill cleanup materials must be stocked near fixed fueling areas and carried on mobile refueling vehicles. Fixed fueling areas are those established areas, such as fuel islands, to which aircraft or vehicles are taken for fueling. Mobile refueling vehicles include those vehicles used by aeronautical activities supplying fuel to the public and by leaseholders and/or subtenants to transport fuel for self-fueling. 2. Mobile refueler vehicles will be equipped with loose fuel absorbant material, fuel absorbant pads, or a combination of both, sufficient to absorb five gallons of fuel. Absorbant pillows or collars will be carried on the refueler vehicle to protect catch basins during fueling operations. One 30 pound bag of diatomaceous earth (an absorbant clay material), a one bushel bag of vermiculite (similar to kitty litter), or a bag of 50 absorbant pads, will absorb a 5-gallon spill. 3. Employees, and sub-tenants permitted by leaseholders to do self-fueling, must be educated about the need to perform refueling operations in such a manner so as to prevent fuel spills. 4. Employees refueling the public, and sub-tenants permitted by leaseholders to do self-fueling, must be trained on actions to be taken to prevent a spill and preventive actions to be taken to prevent any possible spill from entering into a storm drain. Training must also include immediate actions to be taken in the event of a fuel spill, notifications to be made and clean-up requirements. The responsible party shall call 911 whenever any spill is beyond the capability of the individual to clean up, or whenever any spill could result in an emergency situation, such as a fire. 5. Mobile refueler vehicles must be parked on concrete or other non-pervious pavement overnight and during long out-of-service periods. Drip pans should be placed under the vehicles to catch fuel nozzle and other small quantity drips which may occur. 6. During the time refueling is conducted near a catch basin which is not equipped with a filter, an absorbant pillow or an absorbant collar is to be placed at or around the catch basin so as to prevent the entry of fuel or oily runoff into the catch basin in the event of a spill during the refueling operation. The pillow or collar must be used whenever spilled fuel could reasonably reach a catch basin inlet from the refueling site. 7. Refueling of all aircraft, except float planes located on the launching ramp or in the water, will be conducted only over paved areas, with concrete areas preferred. If float planes are refueled while located on the launching ramp, either an absorbant collar will be placed between the aircraft and the water or a flotation collar will be placed in the water behind the aircraft so as to prevent the dispersal of any spilled fuel into the water. If float planes are refueled while in the water, a flotation collar will be placed around the aircraft to contain any spilled fuel. 8. Used absorbent materials must be retrieved from a spill site and properly stored while awaiting pick-up by a qualified disposal contractor. 9. All spills will be cleaned up, or reported to 911, recorded by the spiller and the leaseholder informed of the actions taken. n ADDITIONAL BMPs The following BMPs are not required, but they can provide improved pollution control: 1. An oiVwater separator or catch basin filter should be installed, and maintained, to treat runoff from a mobile refueler vehicle loading area, where refueler vehicles are loaded from storage tanks and leasehold areas where stored aircraft are customarily refueled. 2. Separators should be checked at least weekly during the wet season and cleaned at least quarterly and particularly in the fall before the first storm of the wet season (by October 15). Oil absorbent pads are to be replaced as needed, but should be replaced in the fall, prior to the wet season, and in the spring. 3. Any standing water removed from a separator during the maintenance operation must be disposed to a sanitary sewer at a discharge location approved by the local government. 4. Any standing water removed shall be replaced with clean water to prevent oil carry-over through the outlet weir or orifice. 5. Sand filters used in catch basin filters should be cleaned semiannually. 6. Catch basin filters should use two filters in series, with the second filter having smaller filter media than the first. Earth Impacts: The adverse impacts to the earth would be associated with the construction of the foundation for the fuel tank. Mitigation Measures: The applicant shall submit a construction plan indicating haul route and hours, constructior hours and traffic control plan to the satisfaction of the Airport Administration prior to the issuance of constructior or building permits. Nexus: Mining, Grading, and Excavation Ordinance, Environmental Ordinance (SEPA) 2. Air Impacts: Adverse air quality impacts are associated with fugitive dust during the construction of the concrete pad and the operation of construction vehicles. The fugitive dust will be mitigated by sprinkling the site during the time tt 3t the soil is exposed. Exhaust from the construction vehicles and equipment is already regulated by state and federal standards. No further site specific mitigation is required. During the operation of the above ground storage tank the impacts would be associated with the exhaust from s%'rvice vehicles and fuel vapors during the transfers of fuel. The applicant will need to ensure that all hoses used in the refueling operation meet state standards. Exhaust from the service vehicles is already regulated by state and f+ deral standards. Mitigation Measures: No site specific mitigation is required. Nexus: N/A 3. Water Impacts: Since asphalt will be removed to create an area for the fuel tank, the construction of the 1,400 sf conc ate pad will not create any new impervious area. Therefore, no new storm system improvements are required forth project. The project site is close to Lake Washington and Cedar River. The storm water systems on the airport flow into the Cedar River or directly into Lake Washington. The existing storm water system is designed to capture trace amounts of oil and other pollutants. The storm water system in itself, is not designed to capture larger amounts of fuel that would occur in the event of a spill. City staff is concerned that an accidental spill could occur while the tank is being filled or when fuel from the tank is being pumped into the delivery vehicle. The applicant will need to design the `uel loading/unloading area in a manner that will capture the spilled fuel without it entering into the storm water syste i. This plan will need to be submitted to the satisfaction of the Development Services Division. This can be accomplished by the installation of shutoff valves in the adjacent catch basins, the creation of a depression in thi fuel loading/unloading area with its own catch basin/fuel containment area, or a variation of these ideas suited to this particular applicant. Mitigation Measures: The applicant shall create a fuel spill containment area where the fuel trucks will stop to fill the fuel tank and to obtain fuel from the tank. Plans for this containment area will be submitted to the Development Services Division prior to the issuance of any permits for the installation of the tank. PROJECT NARRATIVE INSTALLATION OF A NEW BULK FUEL STORAGE TANK RECEIVE • The requested permit involves installation of new bulk fuel storage unit to support aircraft re-fueling services at the Renton Municipal Airport. The system components to be installed include a 35' x 40' concrete pad on grade; a 12,000-gallon above ground storage tank with related equipment for filling and dispensing; and, required electrical service for pump(s), monitors and area lighting. The pad will be constructed of reinforced concrete, designed to support and anchor the storage tank. The tank is a UL/NFPA/UFC approved storage tank, providing integral secondary containment along with fire and impact protection. The tank and completed installation will be subject to review by the Renton Fire Department. Electrical service will be extended to the site from the existing building. The storage tank will be isolated and secured by a chain-link, slat-screen fence, with a gate for access by delivery and re-fueler vehicles. Bollards will be installed to protect the tank from vehicle impact. The site of the installation, 243 West Perimeter Road, at the Southwest corner of the Renton Municipal Airport, is approximately 72,000 square feet, leased from the City of Renton by Mr. Bruce Leven. Its use is aviation-related activities, including but not limited to aircraft tie-down, charter and flight instruction. Both commercial and non-commercial operators store aircraft on the property. Sound Flight, Inc. has established a sub-lease on a portion of the property and building for the purpose of operating a charter and scheduled air taxi service and providing flightseeing tours and seaplane instruction. The proposed fuel storage tank will be located on that portion of the property leased to Sound Flight. The property is virtually flat, and approximately 90% paved with concrete and asphalt. An existing single story building is approximately 3,500 square feet. There is parking on site for approximately 30 vehicles. I.
