OF RENTO T -PEvauflov.i. ;. , NNING DEVELOPMENT SERVICES DIVISIO CI OF ENT N ENVIRONMENTAL CI CKLIS AY 1 , 8 PURPOSE OF CHECKLIST: RECEIVED The State Environmental Policy Act(SEPA), Chapter 43.21C RCW,requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An Environmental Impact Statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checkl,st is to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts fr nn the proposal,if it can be done)and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of. EIS. Answer the questions briefly, with the most precise information known,or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not kn.w the answer,or if a question does not apply to your proposal, write"do not know"or"does not apply". Complete answers the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonab related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for nonproject proposals, even though questions may be answered"does not apply." IN ADDITIO , complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions(actions involving decisions on policies, plans and programs),the references in the checklist to the words"project," "applicant,"and"property or site" should be read as"proposal," "proposer,"and"affected geographic area, respectively. A. BACKGROUND 1. Name of proposed project, if applicable: Renton Auto Mall Expansion Proposal Zoning Text Amendments 2. Name of Applicant: City of Renton 3. Address and phone number of applicant and contact person: 200 Mill Avenue S.,Renton,WA; Contact: Don Erickson @ 425-277-618 4. Date checklist prepared: May 5, 1998 5. Agency requesting checklist: City of Renton 6. Proposed timing or schedule(including phasing,if applicable): Begin Construction Not Applicable End Construction Not Applicable 7. Do you have any plans for future additions, expansion, or further activity related to or connected to this project? 11011621 ❑ No. If yes, explain. Proposal includes future Public Right- of-Way Improvement Plan for major gateway arterials in area. Proposal is a non-project action 8. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. None known 9. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal.ago ❑ No. If yes, explain. Environmental Checklist City of Renton may be issuing construction related permits for project actions in the affej:ted area. 10. List any governmental approvals or permits that will be needed for your proposal, if known. Council approval required for Zoning Code text amendments 11. Give brief, complete description of your proposal, including the proposed uses and the size of the pr .ect and site. This non-project action would amend three existing zones in the area along SW Grady W y between Powell Avenue SW on the west and S 7th Street(if extended) on the east, and aloing S Rainier Avenue between I-405 and the BN railroad tracks on the north to create exceptions that would help create a regional auto mall that has a cohesive appearance for improved retail activity. Under the exceptions that would apply to the CA Zone, the IM Zone, and he IH Zone, uses in Area"A"would be limited to vehicular uses such as auto and truck sales as a primary permitted use and car rentals, public parking and licensing bureaus as a permi ed secondary use. Within Area"A" and Area"B" special landscaping developing standards would apply to all vehicular sales/rental/service establishments although a new provision allows the Zoning Administrator to modify these provisions where it can be shown that th.ir strict application would create a hardship. Uses in the IM and IH zones would also be required to participate in an Automall Improvement Plan along with uses in the CA Zone. 12. Location of the proposal. Give sufficient information for a person to understand the precise location 6, your proposed project, including a street address, if any, and section, township, and range if know. When answering these questions,be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. 1. How would the proposal be likely to increase discharge to water; emissions to air;production, storage, or release of toxic or hazardous substances; or production of noise? This non-project action would likely create a greater opportunity for future vehicular oriented dealerships to develop, particularly in the expanded Area"A" between Lind Avenue SW and Raymond Avenue SW. Because auto and truck dealerships, including service facilities do use toxic and/or hazardous materials for some of their operations there would most likely be an increase in the amount of materials now stored in the area with a slight increase in the potential for an accidental spill. Likewise, because dealerships often use speaker phones to contact sales staff on their lots, ther_ might be a slight increase in noise during normal business hours from future development this non- project action might foster. C:\WINWORD\DOCUMENTIAUTOSUPL.DOC Page q Environmental Checklist Proposed measures to avoid or reduce such increases are: Since future development is speculative at this point mitigation measures would be better applied at the project level where impacts can be better ascertained. 2. How would the proposal be likely to affect plants, animals, fish,or marine life? This non-project action is unlikely to affect plants, animals, fish or marine life. No threatened or endangered species are believed to occupy the auto mall expansion area. Some urban plants such as grass, shrubs and trees may be removed from vacant sites when they develop. Proposed measures to protect or conserve plants, animals, fish, or marine life are: No measures are proposed at this time for this non-project item. If impacts are detected at the project level, that would be the most appropriate time to propose mitigation measures. 3. How would the proposal be likely to deplete energy or natural resources? Neither these non-project text amendments or subsequent development they might foster in the auto mall expansion area are likely to deplete energy or natural resources. It should again be noted that most of the auto mall expansion area is already developed. Proposed measures to protect or conserve energy and natural resources are: None are proposed for this non-project action. At the time of project level actions if potential depletion of energy or natural resources is indicated, this would be the most appropriate time to propose mitigation measures. 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated(or eligible or under study)for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, floodplains, or prime farmlands. No environmentally sensitive areas were designated other than an area which is primarily paved for parking within the Renton Village which is within the 100 year flood plain. The proposed text amending allowing for the expansion of the Auto Mall might allow more dealerships than not exist and some of these might locate in portions of the 100-year floodplain. It is unlikely that the primary use of these areas for vehicular parking would change. Proposed measures to protect such resources or to avoid or reduce impacts are: None are proposed for this non-project action. At the time of project level actions if potential impacts to the 100-year floodplain are identified, this would be the most appropriate time to propos mitigation measures. None being proposed now. 5. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The subject non-project proposal is not anticipated to have any impact on shoreline uses. It would however, affect land uses since the proposal encourages vehicular oriented uses in the Auto Mall expansion area. This is consistent with the policy direction outlined by the proposal. Proposed measures to avoid or reduce shoreline and land use impacts are: None are proposed now for this non-project action. At the time of subsequent development when potential impacts can be measured at the project level measures may be proposed if land use impact are identified. C:\WINWORD\DOCUMENPAUTOSUPL.DOC Page(0 Environmental Checklist 6. How would the proposal be likely to increase demands on transportation or public services and utilities? This non-project action itself will not impact existing public services or utilities. Subsequent development, particularly in the expanded Area"A" west of SW Lind Avenue might result in a slig increase in the demand on public utilities and services. Proposed measures to reduce or respond to such demands(s)are: If impacts are identified at the project level it is likely that mitigation measures will be proposed if t projects are not SEPA exempt. 7. Identify,if possible, whether the proposal may conflict with local, state,or federal laws or requirements for the protection of the environment. The subject proposal is not believed to conflict with local, state, or federal laws or requirements for the protection of the environment. AUfOAREA.DOC 5/12/9834/9S PROPOSAL SUMMARY - RENTON AUTOMALL EXPANSION • This proposal is to expand Renton's successful automall overlay zone to reflect existing auto dealerships and vehicular related uses in the area along Grady Way between Powell Avenue SW on the west, Benson Road S on the east, I-405 on the south, and SW 10th on the north in much of the area west of Rainier Avenue South. Between Hardie Avenue SW and Rainier Avenue S the Burlington Northern Railroad right-of-way on the north, between Rainier Avenue S and Shattuck Avenue S • approximately S 7th Street on the north, and between Shattuck Avenue S and Talbot Road S, SW 10th (if extended) on the north. Areas to be expanded include Area "A"to the block to the west between Lind Avenue SW and Raymond Avenue SW, and Area `B"to the west, north, east and south. By far the largest area to be expanded is Area `B"which nearly quadruples, whereas Area "A"doesn't quite double in size. Area "A"which only allows auto, motorcycle and passenger truck dealerships as primary uses is amended to include small motor vehicles as well. Existing landscape requirements which include the provision of a 30 inch high landscaped berm and red maples planted 25 feet on center have been retained for Area "A". In addition the financial incentives for street vacations have been retained in Area"A". The provisions for Area `B"have not changed that much. Automobile dealerships and related uses including other dealerships are required to comply with the same landscape requirements as for Area "A"except when this would create a hardship for existing uses. Another major change is that whereas Areas "A"and Area 'B"were previously both in the Commercial Arterial Zone, now these expanded areas include the Industrial Medium Zone. Also,a portion of the newly expanded Area`B also includes a portion of the Industrial Heavy Zone. As a result the automall overlay zoning provisions have now been included in both the IM and HI Zones, as well as the CA Zone. DEVELOPMENT PLANNING CITY OF RENTON MAY 13 1998 RECEIVED Document2/
