Equipment to be used: Crawler tractor. Work is planned to occur between August 25, 1999 and August 27, 1999. CONDITIONS OF PERMIT APPROVAL: • No trees (having a caliper of six inches or greater) can be removed/cleared • Applicant shall comply with all applicable sections of the Tree Cuttinn and Land Clearing and Noise regulations of the City of Renton. • Only very minimal soil scraping will occur(no more than 50 cubic yards)--A separate grading permit is required for additional soil/earth moving or grading. • Appropriate erosion control measures will be provided during the duration of the work. • No work is to be performed within 25 feet of a lake or stream shoreline or within a wetland or wetland buffer. • No work is to be performed in areas where slopes exceed 40% or in areas in excess of 25% slope where class II or III'landslide hazard potential exists. • Tree trimming/topping requirement: No more than 40% of the live crown of any tree shall be removed under this permit. • No equipment, trees or vegetation will obstruct a City',sidewalk or street. Street and sidewalk to be kept clean of debris at all times. • Cut vegetation shall be removed from site within 30 days of cutting. PERMIT EXPIRATION: This permit is good from the date of issuance (noted below) for a period not to exceed one year. Any work performed after this time will require either a permit extension or a separate permit. I , The following Scope of Work and associated Fees are based upon our knowledge of the project,a site visit, discussions with City staff,and the meeting with you. SCOPE OF WORK I. Preliminary Plat A. Engineering Services 1. Preliminary Project Planning: Research code,site,end technical issues relevant to site development approval process. 2. Pre-application Meeting: Prepare required submittal end attend a pre-application - meeting with the City of Renton to define the extent of improvements required.The scope and fee may require adjustment if the pre-application meeting results in an expanded scope of work.Any such change will be proposed in writing for your approval. 3. Site Plan/Preliminary Plat Submittal Drawing: Develop and submit preliminary plat drawing with dimensioning, proposed utilities,and annotations as required by City. Provide preliminary engineering evaluation and preliminary reports for utilities-water, sanitary and stormweter systems. 4. Attend Preliminary Plat review meeting with the City of Renton. 5. Surveying Services 1. Topographic Survey: Complete a topographic survey of the site plus the adjacent street improvements on NE 24th Street.Prepare a map at an appropriate scale with one-foot contours and spot elevations.Underground utilities will be mapped by locating surface features,calling utility locates and referring to public records. RCA/Huitt-Zollars will not do any excavating. RCA/Huitt-Zollars will use the City of Renton or King County vertical datum to control the site. 2. Boundary Survey: Find or set the corners of the aggregated site.It will be the owner's responsibility to provide us with a current title report for the property.The title report will be the basis for the property description and easements that affect the property. II. SEPA Documentation For projects of this type and scale,the City usually issues a mitigated DNS,based on an expanded SEPA checklist.We assume the expanded sections will deal only with traffic and storm drainage. RCA/Huitt-Zollars will prepare a draft SEPA Checklist,coordinate inclusion of expanded sections, and make revisions requested by the City.Checklist will support planning approval and grading permit requirements. We assume expanded discussion of storm drainage will be covered by the engineer's report scoped elsewhere in this proposal.Scope for the traffic study will be defined by the City at the pre-application meeting.We suggest budgeting $3500 for a traffic scoping letter and Traffic Impact Analysis. III. Final Design The Final Design Scope of Services is preliminary in nature. Final determination of Scope and related Fee will be developed upon completion of the Preliminary Plat Phase. A. Engineering Services 1. Clearing/Demolition Plan: Prepare a clearing/demolition plan for the removal of the existing buildings,vegetation,surface features and utilities as required for construction of the new homes and utilities. 2. Grading and Drainage: Design a grading and storm collection system to convey runoff from the site to an approved discharge point. Plans will be prepared including pertinent details, notes and sections as necessary for grading and storm drainage improvements.We are assuming underground storage for detention and that easements will be obtained to route discharge by gravity to City system,i.e.no pumped discharge. 3. Temporary Erosion Control: Prepare drawings in accordance with the City of Renton for control of erosion and sedimentation during the construction phase. 4, Drainage Report: Prepare engineer's report on existing storm drainage conditions, project design and downstream impacts of development, per City of Renton guidelines.Will be basis for SEPA supplement. 5. Sewer and Water: Prepare drawings in accordance with the City of Renton for construction of sewer and water services. We assume that water is not looped and that easements will be obtained to connect sanitary to the City system by gravity, i.e. no pumped system. Project Management: Project management will be provided throughout the project for meetings,correspondence, and conversations with the Client and City Staff. The construction drawings shall be provided in AutoCAD®Version 14.Specifications shall be limited to necessary sheet notes and details.The plan shall be based on City of Renton or King County vertical and horizontal datum. IV. Final Plat RCA/Huitt-Zollars will set monuments and lot corners,and prepare the Final Plat document for filing with the City of Renton.We assume approximately 20-24 lots will be developed within the plat. ASSUMPTIONS This proposal does not include: 1. Payment of fees, assessments,or testing services. 2. Coordination with end/or obtaining easements for the respective utilities. 3. Off-site transportation and signalization issues. 4. Illumination plans. 5. Geotechnical services or any subsurface exploration/excavation.RCA/HZI can recommend suitable consultant. 6. Wetland mapping and report.We believe no wetlands encumber this site.RCA/Huitt-Zollars can recommend suitable consultant, if needed. 7. Offsite utility extensions or improvements. 8.
