The Boeing Company has proposed a rearrange of it's existing
accessible parking stalls at the entrance to our 10-20 building. The 10-
20 building is located on Sixth Avenue North and North Wells Street.
Upon internal review of this proposed project, we have developed and
alternative that will not require a variance. Thank you for graciously
meeting with us and your attention, time and consideration. Attached is
a sketch of the proposed walk from our parking lot to the existing
sidewalk. This will not require any change in the existing length of our
stalls; hence there will not be any impact upon the existing planting
strip along Sixth Avenue North.

JUSTIFICATION FOR THE VARIANCE REQUEST
A. The 10-20 building was built before the American with Disabilities Act
became law and was part of any design criteria or local building codes. As a
result, the existing location of the accessible parking stalls is not ideal and
presents a potential pedestrian/vehicle conflict to the users of these parking
stalls. The existing site conditions present a 4% slope to negotiate for any
wheelchair bound stall user. This site condition requires a wheelchair, apron
exiting a car, to roll down a 4% slope, into a vehicle travel way. The
drainage pattern of the travel way incorporates an asphalt swale whose
longitudinal slope to the West, is close to the existing accessible stalls and
not down the centerline of the travel way. The wheelchair user must then
make their way along the vehicle travel way to the wheel chair curb cut at
the entry plaza of the building. The height of the existing entry plaza
precludes any potential ramp to be built and still allow accessible stalls to be
located close to the entry to the building.
The proposal is to move the existing accessible stalls across the vehicle
travel way. This will allow wheelchairs existing the car to enter onto to a
1% - 2% slope, to have direct access to the side walk and onto a striped
pedestrian crossing leading directly to the buildings entry plaza. This
requires the existing parking stall to be extended four feet into the existing
planting strip. The planting strip consists of grass and deciduous street trees.
The current set back requirement is 20 feet. The proposed setback will be
sixteen feet six inches for the width of the six accessible stalls.
The finish floor elevation of the existing building, existing cross slopes of
the parking and travel way, and the distance between the building entry and
the street right of way restricts the proposed design changes to be built
without a variance as existing codes will not allow a smaller landscaped set
back.

B. The property is presently zoned Industrial - Heavy. The building is part tPMENR�N ON
of a contiguous site that is known as the Boeing Renton Aircraft o 'G-C`l OF 199g
Assembly Plant. The building is an office building facing onto an NOv 2 �C arterial. The variance will not be materially detrimental to the public Ge`�
welfare. It will be positive as it will add direct sidewalk access to the ck`G
entry plaza where there is not any. To enter the building now will require
pedestrian conflict with vehicles in the vehicle travel way. The proposed
project will be an improvement in the zone. The proposed project will
only remove grass ground cover, existing deciduous trees will remain.
C. The proposed project is not a grant of a special privilege inconsistent
with limitation upon uses of other properties in the vicinity and zone.
The proposed project is a response to a potential safety and public
welfare concern over an existing design solution, instituted before ADA
legislation was enacted. To comply fully with the intent of the ADA, this
variance is requested.
D. The proposed project will cover the minimal amount of grass ground
cover necessary to incorporate the proposed design changes. This
includes covering 4' X 80' of ground cover for six stall widths, and three
concrete paths to the existing sidewalk.

Dear Mr. Hanson,
The Boeing Company respectfully requests a December special public
hearing date of the Renton board of Adjustment be held to review our request
for a variance. It was noted that the Board does not meet in December. The
nature of the request involves an alteration of an existing parking lot to provide
a design improvement of the existing accessible parking stalls location. The
issue involves specific safety and public welfare concerns over an existing,
pre-ADA ,situation that requires immediate attention. The proposed design will
require a 4 foot deep and 80 foot wide intrusion into an existing grass and tree
planting strip adjacent to North 6th Street. This intrusion will need a variance
from the Landscaping code. The Boeing Company would like to address this
situation as soon as possible if a variance is granted.
