CALL TO ORDER
Acting Chair Robert Spitzer called the meeting of the Renton Airport Advisory Committee to
order at 5:15 p.m.

AIRPORT STAFF ITEMS
Public Works Department Administrator Martin Pastucha provided an update on the
status of recruitment for the new Airport Director.
Acting Airport Manager Jason Anderson provided an updated on the status of Airport
projects, abandoned aircraft, derelict aircraft removal and staffing. He mentioned
some runway maintenance got delayed, but was able to replace the concrete in Alpha
7 during the days when wildfire smoke rolled into the area. Alpha 7 was down five
days while the concrete cured and required a restriction on large aircraft exceeding
12,500 pounds for 28 days.
Mr. Anderson provided an update on the Seaplane Base dredging project and
explained the FEMA requirements for work to occur during the fish window.
Mr. Anderson noted the airport was not selected for a Hazard Mitigation grant, but
advanced to the second round of the BRICK grant competition.
The airport is among the top six candidates begin considered to possibly host electric
aircraft development. WSDOT will be conducting a survey of the sites and make
recommendations based on that survey.
Mr. Anderson concluded his comments by introducing the new Airport Business
Coordinator Manny Cruz.
CORRESPONDENCE RECEIVED
Acting Chair Spitzer pointed out the open letter from the Washington Seaplane Pilots
Association included in the meeting packet. The letter was included for informational
purposes only.
AUDIENCE COMMENT
Those wishing to address the Renton Airport Advisory Committee will be called upon.
Each speaker is allowed three (3) minutes.

Please note, the following questions were raised by panelists during the Audience Comment
portion of the meeting. During future meetings panelists will be asked to reserve comments
and questions pertaining to non-agenda items until the Committee Member Comments
portion of the meeting.
Chuck Pepka: Question regarding status of Boeing 737MAX.
Thomas Imrich: Mercer Island is interested in obtaining a response to the city of
Mercer Island's letter dated February 18, 2020 pertaining to the FAA development
priority for "East Channel" required navigation performance instrument procedures.
CONSENT AGENDA
a) Approval of Committee Meeting Minutes of February 11, 2020.
Committee Concur.
MOVED BY MEMBER KROEGER, SECONDED BY MEMBER STEMWELL, COMMITTEE
APPROVED THE CONSENT AGENDA AS PRESENTED. CARRIED.
UNFINISHED BUSINESS
a) Update to Master Plan Phasing and Timelines: Public Works Administrator Martin Pastucha
gave an update on the status of next steps regarding the Airport Master Plan. Impacts of the
delays from the 737MAX and COVID-19 pandemic have delayed the Airport Master Plan. City is
in the process of working through strategy for moving forward. Exploring options and
consequences of implementing the Master Plan. The Master Plan continues to be on hold and
not moving forward at this time.
NEW BUSINESS
The following items are for information/discussion and/or action by the Committee.
a) Presentation from Chuck Pepka, Washington Seaplane Pilots Association.
The Committee received an informational presentation from Chuck Pepka, Alternate
Member, Washington Seaplane Pilots Association about his business Renton Coil Spring. No
action was taken.
b) Amended 2021 Meeting Schedule
February 9
May 11
September 14
November 9
c) Committee Vacancies and Membership Terms Expiring May 7, 2021
Members with terms expiring, or interested in transitioning from an alternate position to a
primary voting position should submit an application before March 31, 2021.
COMMITTEE MEMBER COMMENTS
Alternate Member Thomas Imrich stated he emailed a copy of the letter
from the city of Mercer Island dated February 18, 2020 to

RentonAirport@Rentonwa.gov. Acting Airport Manager Anderson
acknowledged receipt of the letter.
Acting Chair Spitzer asked about the timeline for the hiring of the Airport
Director.
Administrator Pastucha explained the process of recruitment and hiring.
Acting Chair Spitzer offered to have a RAAC member involved in the selection
process.
Member Devine asked about level of turnover the Airport has experienced.
Administrator Pastucha explained the recent reorganization of the Airport
and how the reorganization will impact the operational level of the Airport.
Alternate Member Pepka asked for an explanation of use of the Required
Navigation Performance (RNP) to which Mr. Imrich referred earlier in the
meeting.
COMMITTEE CHAIR COMMENTS
Acting Chair Spitzer stated he is willing to serve as RAAC Chairperson until a new Chairperson
is elected during the February 9, 2021 meeting.
