I am sending this letter to confirm our telephone conversation of December 11th and to
document the close out of the above-referenced application file.
As you know, it has been over 4 years since we received the original 1999
application/plans for this project and there has been no activity on the project since your
client opted to place the matter on hold years ago.
I understand that the matter has now been resolved to your satisfaction via other legal
means and you no longer need to pursue this lot line adjustment application. We will
now close out the application as inactive.

On behalf of my client, Gary Merlino Construction Co., Inc. ("Merlino") and at the
request of The Quadrant Corporation ("Quadrant"), this letter is being forwarded to you as
verification that Quadrant is both (1) under contract to purchase 120 of the 138 proposed La
Colina residential lots and (2) is authorized by Merlino to apply for the various permits necessary
to begin the marketing and construction of their proposed homes within the plat. Please assist
Quadrant in its permitting efforts.

is planned as part of the La Colina residential subdivision. This letter is to advise
the City that The Quadrant Corporation ("Quadrant") has our permission to apply for
permits necessary for the siting of a temporary sales office on our portion of the La
Colina site.

Project Narrative
La Colina Lot Line Adjustment
September 16, 1999
The lot line adjustment has been prepared to reconfigure the three existing tax parcels to
accommodate the three proposed model homes for La Colina. The models will be located
in the northeast corner of the site with access provided by a 20 foot wide access easement
from the right-of-way for Edmonds Avenue NE. The reconfigured lots in the northeast
corner conform with the lots shown on the approved preliminary plat and the approved
construction plans for the plat. The model homes will be constructed as soon as possible
following the recording of the lot line adjustment and the issuance of building permits, and
will meet the R-8 zoning requirements.
La Colina is a±37 acre, 138 lot subdivision currently under construction at the south
terminus of Edmonds Avenue NE, north of the Maple Valley Highway. The zoning
designation for La Colina is R-8,while the surrounding zoning consists of the following:
East - RMH
South - RC/COR
West - COR
North - R-8
The La Colina site does have steep slopes adjacent to the Maple Valley Highway along the
south boundary.
The soils type and drainage conditions are discussed in detail in the City's file for La
Colina,the SEPA checklist for the preliminary plat, and in the Threshold Determination
issued by the City. There are no offsite improvements,no fill or excavation proposed,no
trees to be removed, and no land to be dedicated as part of this lot line adjustment. There
is no estimated construction costs or estimated fair market value for the lot line adjustment.
