Meeting Minutes
April 10, 2012
4:30 p.m. – City Hall – 7th Floor Conferencing Center
I. CALL TO ORDER
Roll call was taken:

Chair, Larry Reymann, called the April 10, 2012, meeting to order at 4:30 p.m. Roll call
was taken; all members were present.
II. APPROVAL OF AGENDA
Mike O’Donin made a motion, seconded by Marlene Winter, to approve the agenda
with the addition of a report on the Golf Course by Kelly Beymer. All were in favor,
motion carried, the April 10, 2012, agenda was approved.
III. APPROVAL OF MINUTES
A motion was made by Al Dieckman and seconded by Mike O’Donin to approve the
March 2012 minutes as written. All were in favor, motion carried. The minutes were
approved as submitted.
IV. ORAL COMMUNICATION/PUBLIC COMMENTS
Larry Reymann, Chair, recognized guest Dan Hanham and asked him to introduce
himself. Mr. Hanham explained he is a member of the Renton Sailing Club. It is the

Club’s hope to have a member in attendance at each month’s meeting. He currently is
the main lead for the Club. Their hope is to keep the Board current on their activities.
Right now, classes are ramping up. The Club looks forward to participating in the
Renton River Days Parade and has just instituted the Women’s Sailing Club. Pete
Maas, guest, inquired about whom to contact to donate a sailboat.
V. CITY COUNCIL
Terry announced that at Monday’s Council meeting, April 16, 2012, reaccreditation
and Arbor Day/Earth Day will be on the agenda. If schedules allow, Terry invited all
the members to attend.
VI. DISCUSSION/ACTION
Partnerships
In Tim Williams’ absence, Terry reported on partnerships Recreation is working on.
One is with Renton Housing Authority and their request to possibly use North
Highlands Neighborhood Center. The YMCA is investigating running day camps out of
Teasdale Park. This is an area we discontinued programs in during budget cuts.
Additionally, programs for teens at Tiffany are being looked into. Mike O’Donin noted
the economy has led us in this direction but it makes good business sense to share
these responsibilities and associated costs.
Golf Course Report
Kelly Beymer gave an update on the golf course. A new manager has assumed duties
at the RiverRock and is doing a great job. Business is struggling in the current
economy and the restaurant has requested assistance. Kelly stated she is always
looking for feedback on the service at the golf course and welcomes any comments.
VII. ADMINISTRATOR’S REPORT
Library Update
Terry gave an update on the Library. She applauds the Mayor and Council for their
efforts to work with the community on this issue. The Library Building Steering
Committee will do a presentation on Monday, April 16, 2012, at 5:30 p.m. to the
Committee of the Whole. A public meeting and open house on the new and expanded
Renton Highlands Library will be held on Thursday, May 3, from 6:30-8:00 p.m. The
public is invited to make comments on the current designs for the new and expanded
library as presented by the architectural team from THA Architecture.
Representatives from KCLS and the City of Renton will be available to hear comments
and answer questions.
Larry Reymann commented there is lots of misinformation out there. Terry outlined
the process, time line, and requirements to get the issue on the ballot. Mike O’Donin
asked what would happen if the vote goes to leave things as they are. Terry explained
next steps, including the Steering Committee recommendation to Council.

Grant Update
Leslie Betlach reviewed four grants for three projects. We recently returned a
$250,000 King County Conservation Futures Grant for an acquisition near the
Edlund/Korum property. The property owner would not accept the appraised land
value. Staff applied for an $112,500 King County Conservation Futures Grant that will
fund up to 50% of the costs incurred with the Tiffany-Cascade connector property
acquisition. We also are applying to King County for a $75,000 King County Youth
Sports Facility Grant for the Inclusive Playground to be co-located on Renton School
District’s Hillcrest Elementary property and North Highlands Neighborhood Center
property. The application is in partnership with the Rotary Club of Renton and other
service clubs.
We applied for an additional grant to the Recreation and Conservation Office for a
state Aquatic Lands and Enhancement Account (ALEA) Grant to remove and replace
the Riverview Park bridge, install habitat improvements, and add an interpretive sign.
The amount can be up to $500,000 and will be used as a match for another grant from
Recreation and Conservation Office for a Federal Land and Water Conservation Fund.
Staff is securing letters of support from the Puget Sound Partnership and Friends of
the Cedar River Watershed and hope to secure letters of support from the
Muckleshoot Tribe and Washington Department of Fish and Wildlife by May 1.
VIII. OLD BUSINESS
Employee Survey
Copies of the employee survey results were given to the Board members. Terry
indicated this was the first employee survey done. The City’s intention is to do this
approximately every two years. She explained the breakdown of the results. Staff
was very happy with the results. A sampling of questions included length of service, if
the City is a great place to work, communication, if ideas are heard and given
consideration and covered a broad area. It was the intention to focus on anything
that received less than 70% and address those specific issues. Overall the employees
feel the City is a great place to work and their opinions are not only solicited but
valued and heard.
IX. INFORMATION
The Volunteer Banquet will be held on April 19, 2012, and Arbor Day/Earth Day is April
28. Anyone wishing to volunteer, there are sign-up sheets available.
Troy Wigestrand asked if this summer we could resume moving the location of our
meetings. Terry agreed she and Larry will work out some new sites for meetings.

A motion was made by Cynthia Burns and seconded by Mike O’Donin to adjourn the
April meeting at 5:45 p.m. All were in favor, motion carried, meeting adjourned.
