Investment Grade Audit Proposal

Subject: City of Renton Energy Upgrades Ph 3 - Investment Grade Audit Proposal
Project Description: The City of Renton is interested in improving the infrastructure and
efficiency of multiple facilities through a performance-based contract with McKinstry. This
proposal will provide the guidelines for which McKinstry will provide the following tasks:
Target Facilities:
1. City-wide Parking Lots
2. Henry Moses Aquatic Center, 1719 SE Maple Valley Hwy, Renton, WA 98057
3. Liberty Park Building, 1101 Bronson Way N, Renton, WA 98057
4. Public Work Shops, 3555 NE 2nd Street, Renton, WA 98057
5. Renton City Hall, 1055 South Grady Way, Renton, WA 98057
6. Renton Community Center, 1715 Maple Valley Hwy, Renton, WA 98057-3900
7. Renton Senior Center, 211 Burnett Ave N, Renton, WA 98057
Tasks:
1. Conduct an Investment Grade Audit at the target facility.
2. Develop a comprehensive Energy Services Proposal for selected measures. Initial target
measures are the following (563,957 sf plus parking lot areas):
City-wide Parking Lots
i. Upgrade to LED Lighting
Henry Moses Aquatic Center (6,320 building sf)
i. Provide Thermal Solar Heat for Pools
Liberty Park Building (future ~5,000 sf Science Building)
i. Provide Solar Photovoltaics
Public Work Shops (Five, 10,480 sf buildings)
i. Upgrade Air Handlers
ii. Upgrade Electric Heaters in Work Bays
iii. Full lighting upgrades to LED, improved control
Renton City Hall (262,844 sf)
i. Provide Clean Buildings Act Compliance Analysis
ii. Commissioning and Test and Balance of Building HVAC Systems (not
updated in prior Phases)
iii. Upgrade Remainder of HVAC Controls
iv. Upgrade HVAC Terminal Units
v. Full lighting upgrades to LED, improved control
Renton Community Center (36,000 sf)
i. Air Cooled chiller replacement
ii. Full lighting upgrades to LED
Renton Senior Center (22,150 sf)
i. Full lighting upgrades to LED

2022.

The investment grade effort is intended to lead to the implementation of energy improvement
measures. The audit will provide all the details necessary for implementation of viable initiatives
detailing all the associated savings, costs, potential utility funding, and return on investment
scenarios, as well as loan details (if applicable) and construction schedules.
This will be a collaborative effort with the City of Renton and the Washington State Department
of Enterprise Services (DES). The study will be a product of the direction McKinstry receives and
it is anticipated that the information contained in the resulting Energy Services Proposal will form
the basis of contracting documents for implementation. The specific deliverables associated with
this professional services endeavor can be found in Attachment A.
Requested Information: For effective execution of this proposal, we ask that the City of
Renton provide access to the following:
Historical utility bills for the last 24 months.
All mechanical, electrical, architectural, and structural drawings.
All operational and maintenance manuals, balancing records, & specifications.
Operational records related to the cost of maintaining specific equipment.
Information with regards to any on-going maintenance contracts.
Access to individuals that have relevant information pertaining to the day-to-day
operation of energy using systems on site.
Access to the building automation systems, including remotely, if available.
Prior energy studies for related systems, if applicable.
Any available hazardous material survey reports.
Timeline and Milestones: McKinstry will initiate this scope of work immediately upon
execution of a Professional Services Contract and notice to proceed. Formal progress review
meetings will be conducted regularly throughout the study phase. During these review meetings,
McKinstry will recommend measures based on preliminary analysis, while the City of Renton will
provide final direction regarding recommended measures. The goal of these review meetings is
to focus engineering efforts, budgeting, and savings assessment on those measures that possess
a high probability for implementation. McKinstry will target completion of the IGA within 150
calendar days of a notice to proceed. The following are proposed milestones following notice to
proceed:

Criteria for Implementation: It is the City of Renton’s intent that McKinstry will implement all
approved projects that meet the project criteria:
Project shall include measures that are life-cycle cost effective. Savings will include utility
and hard-cost operational savings.
McKinstry will work with the utilities to secure conservation grant funding for applicable
initiatives.

WA Commerce Energy Efficiency Grants (around 12/2021)
Corona virus relief funding to the City (50% now, 50% later), could use for ventilation
projects
Stimulus Funding (American Jobs Plan), Q3-Q4 2021
WA Commerce Solar Grants (Aug. 2021)
Utility rebates
City Capital Funds
Target budget: ~$2 mil budget total target of Capital + outside grant funding
Investment Grade Audit Fee: The City of Renton will reimburse McKinstry for a lump sum of
$82,500 for this scope of work. All fees assessed under this proposal will be included in the final
implementation costs. In the event that McKinstry is unable to recommend projects that meet
the criteria above, the City of Renton has no financial obligation to McKinstry. However, if the
recommendations meet or exceed the Criteria for Implementation and the City of Renton chooses
not to enter into an agreement with McKinstry to install the projects, the City of Renton will
reimburse McKinstry for the Investment Grade Audit fee. All associated information, including
deliverables, will become the property of the City of Renton upon final receipt of payment.

Attachment A
Investment Grade Audit Deliverables
The Investment Grade Audit will include the following elements:
1. A description of the systems which shall receive new Equipment and Services;
2. The cost-effective Facility Improvement Measures (FIMs) to be installed or caused to be
installed by McKinstry and a description of the FIMs analyzed but disqualified under the
cost effectiveness criteria;
3. A description of the services that McKinstry will perform or cause to be performed on or
in the infrastructure, including but not limited to engineering, construction management,
the operations and maintenance procedures for use on Equipment, training for
personnel, warranty service provided, and equipment maintenance provided;
4. The Maximum Allowable Project Cost, itemized in detail, which may be amended to
represent actual costs;
5. Recommendations for replacement of existing equipment, along with recommendations
for improvements to existing equipment and operating conditions;
6. The service standards appropriate for the infrastructure;
7. The baseline energy consumption, including the data, methodology and variables used to
compute the baseline, and the baseline calendar period which shall not be less than
twelve (12) months;
8. The estimated energy savings and energy cost savings that are expected to result from
the installation of the Equipment and from the Services, and an explanation of the
method used to make the estimate;
9. The method by which Energy Savings and Energy Cost Savings will be calculated during
the term of the Energy Services Agreement;
10. A description of how project financing (if required) will be completed;
11. A description of how the Energy Savings will be guaranteed by McKinstry;
12. A description of how McKinstry proposes to be compensated;
13. The schedule for project completion;
14. The nature and extent of the work and equipment that McKinstry anticipates it will
receive from other firms under subcontract;
15. Detailed Measurement and Verification Plan
