Mr. Faraf s property has been out of compliance with city codes off and on since 2019.

May 3, 2021: A site inspection noted vegetation growing over the sidewalk area and
grass and weeds over 12" in height. A black Audi with a driver side rear flat tire, a silver
Kia Sedona with a towel in the driver front window and temporary license expiring on
May 5, 2021. Garbage containers along the driveway and in front of the Audi.
RMC 1-3-3 B.19.g.iv: Remedies and Penalties: Nuisances: Vegetation
RMC 1-3-3 B iv. Vegetation:
a) Vegetation exceeding twelve inches (12") in height (exclusive of plants and flowers within a
flower bed or container, shrubbery, or trees) located in any front, back or side yard, adjacent
public right-of-way or planting strip, or any vacant property;
(b) Vegetation such as overhanging limbs or branches that are less than eight feet (8') above a
public walkway or sidewalk, or less than fourteen feet (14') above a public street;
(c) Vegetation that obstructs or hinders the use of any public walkway, sidewalk, or street, or
that obstructs or obscures the view of traffic or traffic control devices;
(d) Cut vegetation that is left on property, including but not limited to trees, shrubs or plants, that
has not been placed in a yard -waste or otherwise disposed of lawfully;
(e) Dead, decaying or diseased trees or branches that pose a threat to human life or property;
(f) Fire hazard grass(es), plant(s), or weed(s); or
(g) Noxious weeds or any toxic vegetation growth;
RMC 4-4-085.D.2 General: Disabled or Unlicensed Vehicles and Boats
2. Disabled or Unlicensed Vehicles and Boats: It is unlawful for any person to keep, store or park,
or to permit any other person to keep, store or park, any disabled vehicle or boat, or unlicensed
vehicle or boat, on any residentially zoned property within the City unless that vehicle or boat is
stored and parked outside public view within a fully enclosed building at all times. Vehicles and
boats which are kept on site and outside of an enclosed building shall be operational and
currently registered.
RMC 8-1-4 Unlawful Storage, Deposit, Disposal, Scavenging, and Hauling of Solid Waste:
Unlawful Placement and Removal of Garbage Cans
RMC 8-1-4 K
Unlawful Placement and Removal of Garbage Cans, Recycling Bins and Yard Waste Carts: It
shall be unlawful for a person residing in a single-family residence to place garbage, recyclables,
or yard waste at the curbside for collection by the City's collection contractor more than 24 hours
prior to the regular collection date for his or her single-family residence. It shall also be unlawful
for a person residing in a single-family residence to leave garbage cans, recycling bins or yard
waste carts at the curbside more than 24 hours after collection by the City's collection contractor.
Further, it shall be unlawful for a person residing in a single-family residence to maintain, place or
store any garbage cans, recycling bins or yard waste carts at a location other than adjacent to the
residential structure or within a fully enclosed building or garage.
May 4, 2021: Warning of Violation 1 was sent to Mr. Faraj via USPS Regular Mail, USPS
Certified Mail and Email for the violations noted on May 3, 2021. The compliance date
was May 19, 2021.

June 4, 2021: A follow up site inspection on noted the black Audi has not moved from its
original location in the driveway (tire is now inflated). Garbage containers along the
driveway and in front of the black Audi remain. Grass and weeds have been mowed.

June 10, 2021: Warning of Violation 2 was sent to Mr. Faraj via USPS Regular and USPS
Certified Mail for the violations noted on June 4, 2021. The compliance date was June
25, 2021.

expired March 2020 and does not appear to have moved from the driveway. The

tenant of home is not moving garbage/recycle/yard
waste cans to street on garbage pick up day. They are
oveflowing, garbage is in yard and on street. This has
been ongoing since August. This home is a rental and it
is possible that landlord/homeowner is unaware of
situation or ignoring it and not paying for garbage
service. This is turning into a problem for residents on
street as we end up picking up what blows down street.
There seems to be a large bit of neglect of property as
well, lots of cars and people coming and going in and
out of house. I have not been successful in finding name
of landlord. Please help

Three cars pulled in today to 1606 Glenwood Ave SE
Renton 98058 and changed out their tires. This is a bi-
monthly activity! Something's fishy, drugs hiding in
tires, stolen property, IDK. The garage has tires and
trash bags everywhere. Its Les Schwab all the time.
9:30pm Friday Feb 21 and another car pulled in changing
its tires!!

Breaking noise ordinance of 10pm. Loud music,cars
parking in middle of street,yelling and complete

It's almost 10:30pm and the neighbors at this address
are making a lot of noise. They are yelling and have
multiple cars coming and going with loud music. They
have no regard for the rest of the neighbors who are
quiet and trying to get to sleep. Many of us would
appreciate it if the Renton Police would take all the calls
and complaints seriously. They are effecting our quality
of life.

2021 13:48 really are separate issues. Also, there are different request forms for the
different categories (vegetation, vehicles, garbage). Are the submittals
sent in acceptable? Please let me know if I need to resubmit. My neighbor
at 2709 SE 16th St (Kevin Rose), who is also greatly bothered by 1606
Glennwood nuisance property, mentioned to me that a city of Renton
vehicle came by today, looked at 1606 Glennwood, and took some pictures.
Is that correct? If so, I really appreciate it. Please send me any updates.

May 03, 2021 Yes, your submittals were acceptable. The reason we use one form is ease Code
06:58 for the requestor and city being able to track their request. If there are Compliance
violations on a request that are not addressed on the form the inspector South
will address all code violations whether or not they are on the form.
A site inspection was completed on the 30th and a case will be opened.

May 03, 2021 Thank you for explaining. I'd like to mention something else. If anyone Daniel
10:26 comes by again, they will notice that the gutter is at a large tilt, totally not
working, on the right side of 1606, facing 1608. This problem has existed for
over six months. The gutter could fall to the ground at any moment. It is
held in place by one nail.
The point is that Radwan, the 1606 owner, is an absentee landlord who
repeatedly fails to maintain the property. One would be hard pressed to
find another property in the neighborhood anywhere near the run-down,
dilapidated condition of 1606 Glennwood,
realize the terrible condition of 1606 might be beyond your purview. I just
thought I would mention the facts in case helpful, and in the hope that we
residents can get relief from this awful nuisance property situation. Thanks

June 29, 1 would like to add that the overgrown 1606 Glennwood Ave SE backyard is Daniel
2021 10:20 a fire hazard. With the hot weather, a fire in that backyard would spread
extremely quickly. Given the irresponsible behavior of the 1606 tenants, for
example repeatedly burning trash and plastics in their fireplace, fire is a
real concern any time of the year. Also, the extreme low maintenance of
the property by the owner (essentially a slum lord), for example the large
dead tree branch in the back yard remaining on top of the patio structure
for more than a month, further increases the fire risk.
With July 4th approaching, the threat is even greater. On a previous July
4th, 1606 had another street party, this time made even more disruptive by
shooting off fireworks. This could happen again this year. On the previous
July 4th, I asked them not to shoot off fireworks. For my trouble, I was
verbally abused and threatened, with their usual disrespect for neighbors.

because this is a new incident, as I already explained and you ignored.
CODE21-000182 was reported 4/30/2021. Are you saying the blackberry
bushes have been blocking the sidewalk for almost three months? Yes or
no, please. If so, what is the fine assessed against the property?
You know this is a new violation and that these are separate incidents.
Three weeks ago, the blackberry bushes were steadily growing, but not
blocking the sidewalk. Recently, they blocked the sidewalk. What's your
answer to that?
I demand that you stop covering up and protecting this terrible nuisance
property. You protect them by lumping the multiple 1606 violations into
one global permanent violation. Stop protecting the blatant offender, and
help the victims (we neighbors).
I also demand that you visit the property, and do yourjob to enforce the
code. The owner and tenant are thumbing their nose at the neighbors and
you. They have repeated wild, irresponsible behaviors. We want the tenant
out for years of disrespectful behavior escalating into recent vandalism.
We want the run-down, very poorly maintained property inspected for
possible condemnation as not suitable for habitation. If you cannot do it,
get help from others in the city.

15:44 eight vehicles apparently belonging to 2707 SE 16th St: 1) BAJ9788 GMC
Yukon (only vehicle not junk), 4) BYH0686 dark VW VR6 (currently parked
over four days on street, reported to 911), 2) 44850 white VW (supposed
"collector vehicle"), 3) 2833C black truck (supposed "collector vehicle"), 5)
91296 truck (in driveway) (supposed "collector vehicle"), 6) BNE5823 white
VW Trek, 7) BOS6168 white vehicle (backyard on jack stands), and 8) red
"levin" (cannot read plate or tell anything about model) (backyard on jack
stands). The BNE5823 white VW Trek is currently in driveway, but
previously abandoned on street as proved through 911 records and by still
visible marking on windshield.
July 30, 2021 1 spoke with the owners at 2707 SE 16th St tonight. We talked for about one Daniel
23:37 hour. There remains a strong difference of opinion concerning the
vehicles. The owner was quite angry, as I believe he would admit.
Unfortunately, it made it difficult to have a rational conversation. I did my
best to keep the conversation civil, otherwise the conversation could have
easily escalated. They were not very open to dialog, and used "gotcha"
arguments like "do you agree it is wrong to sneak around your neighbor's
property, yes or no". Not helpful to discussing the issue. To me, the owner
has a hobby of accumulating junky -looking vehicles, is basically a packrat
for vehicles, to the distress of neighbors. Perhaps the only positive so far is
that the large amount of trash and debris in the 2707 Glenwood gutter has
finally gotten cleaned up, after many years. Here are some key points from
the conversation, and I apologize for the length of this post. 1) The owners
say that many of the vehicles that I call "junky -looking" are very valuable.
For example, they say that the 2833C black truck is worth some $50,000!
Based on common sense and my knowledge of cars, I disagree. I asked the
owner to provide evidence of the high values, but he declined. There is no
evidence. If what the owner asserts is true, then old rusting cars similar to
many at 2707 would not be scrapped, but instead sold for high values. But
they are scrapped. In their current condition, most of the vehicles are
worth a few hundred dollars. If the idea is that some parts are valuable, as
the owner stated, in that case they would be running a parting -out
business, of course illegal in a neighborhood. And even if the vehicles were
valuable, that are obviously junky -looking. 2) The owners say there are
many junky -looking vehicles on the street in the neighborhood. I asked for
some other examples. They did not offer any. I walk the neighborhood for
exercise. I can attest that there is no occupied property in the
neighborhood similar to the vehicle situation at 2707. Even if there were,
two wrongs do not make a right. 3) They complained that I did not contact
them first. I admitted that might possibly have been a mistake, and did my
best to explain. However, given the way the conversation went, I am pretty
sure it would not have helped to try to discuss with them first. If I had
talked with them, they would have disagreed just as much, and they would
have probably tried to dissuade me from reporting, causing even more
friction. I am pretty sure I did the right thing by reporting to the city. 4)
They said there were code compliance problems all around the
neighborhood, and that I was picking on them. But their knowledge of the
city code was very poor. For example, they said that grass growing out of
cracks on the sidewalk in front of 2707, about half an inch high, was a
violation of city ordinance. I believe that to be false. Again, they said
owners can do whatever they want in their back yard, as long as not
viewable from the street. I believe that to also be false. 5) They said that
3,800 complaints have been filed on the 2707 property. I have a hard time
believing that, but have no way of knowing. 6) They say "junky -looking" is
just my opinion. Well, many other neighbors have complained. And when
they asked me what I meant, I told them: broken windshields, inside
strewn with litter and debris, rusting bodies, on jack stands, etc. To any
reasonable person, a rusting car on jackstands is junky -looking. Their
response was that I was being "hypocritical". There was no way I could
respond to that, as it made no sense. 7) They said there was someone else
on the block with a car on jack stands. I pointed out that the vehicle was
inside a garage. Again, 2707 owner's poor knowledge of code. 8) 1 hold that
"collector vehicles" are in good condition, suitable for display in a parade.
They say that any vehicle, no matter how bad, can be a "collector vehicle".
I believe RCW 46.18.220 supports my interpretation: "A collector vehicle
registered under this section may only be used for participation in club
activities, exhibitions, tours, parades, and occasional pleasure driving."
Even if the state lets them cheat the licensing system, they have too many
vehicles, most junky -looking, some inoperable in their back yard, and may
be running a business. 8) 1 suggested they fix up or sell some of the cars,
which is what any reasonable person would do.

Carts The City of Renton Municipal Code regulates the placement of garbage cans for curbside
collection. The code specifically states "it shall be unlawful for a person residing in a single family
residence to place garbage, recyclables, or yard waste at the curbside for collection by the city's
collection contractor, more than 24 hours prior to regular collection date for his or her single family
residence. It shall also be unlawful for a person residing in a single family residence to leave garbage
cans, recycling bins or yard waste carts at the curbside more than 24 hours after collection by the
city's collection contractor. Further, it shall be unlawful for a person residing in a single family to
maintain. place or store any garbage cans recycling bins or yard waste carts at a location other than
adjacent to the residential structure or within a fully enclosed building or garage."
Corrective Action: Do not place or store any garbage cans, recycling bins or yard waste carts at curbside, more than
twenty-four (24) hours prior to pickup and remove the cans within twenty-four (24) hours after pickup.
When garbage cans, recycling bins and yard waste carts are not located at curbside for collection
thexontainers must be kept adjacent to a building on the property or within a fully enclosed building
or garage.

I am hopeful someone from your team can reach out to a resident of our city, Mr. Daniel Goldman. Mr. Goldman resides
at 1608 Glennwood Ave SE and has been dealing with a rather unruly neighbor who resides next to him at 1606
Glennwood Ave SE. There have been several calls for service requiring Renton Police Officers to respond to the
residence in question and address complaints such as vandalism, harassment, and parking complaints. A history check
revealed there have been approximately ten (10) calls for service at this residence in the last year. Based on my
conversation with Mr. Goldman yesterday, I did not develop probable cause for any crime, however, Mr. Goodman
reported several Code Compliance issues that may need to be addressed by your team.
Additionally, I wanted Mrs. Morris to be aware of this address for tracking purposes in case this residence continues to
be a nuisance property. Ultimately, Mr. Goodman would like to have a representative contact him regarding some
options for a long-term solution.

Thanks for your email. As you say, it is "long running". This bad situation has been going on for years. The most recent
code violations have remained unfixed for months.
The owner and tenant have been disrespectful to neighbors for years. Aren't they doing the same to you now? Does the
city have additional tools and escalating measures? If yes, could you please escalate? How many complaints do you have
to get before you escalate?
As you say, the owner (Radwan) does not step up. He is a slumlord concerning 1606 Glennwood. Radwan rarely visits,
and does very little maintenance. For example, there is a giant tree limb crashed into the backyard patio structure for
months. Please go into my 1608 backyard and see the 1606 backyard fire hazard. Now is the time to prevent the future
fire.
Months ago, during a rare visit, in response to our appeals, Radwan told Tino (at 1609) and me that he (Radwan) would
get the tenants to move. However, nothing happened.
I don't have Radwan's phone number and address. Can you provide it? I believe this is a Section 8 property. Jill Vaughn
at KC Housing Authority told me it must be under Renton Housing Authority. I have called Wayneisha Thomas at RHA
multiple times and sent multiple emails. No response. Maybe she is on vacation, but her phone message promised a fast
response, which did not happen. I cc'ed her.
Can you talk with RHA and help get this terrible situation corrected? How much rent is the slumlord receiving from this
dilapidated property? How many people are on the lease? When was the last inspection? I have already spent significant
time and energy, but so far have failed to navigate the RHA bureaucracy. Could someone please help get cooperation,
and a united effort to fix the problem?
Recently, the unruly 1606 behaviors have turned more violent. Around July 6, at 10:20 pm, there was a group of 10-20
visitors to 1606 Glennwood (friends and extended family) screaming and yelling on the front sidewalk. I heard it, went
outside, and saw a confrontation with neighbors that ended with eggs being thrown from 1606 to vandalize neighboring
cars. 911 was called and police came. But the next day, girls from 1606 rode around the street, throwing more eggs,
apparently feeling emboldened.
You say "assess fines". How much? This has been going on for years. Wouldn't you admit that what you are doing is not
working? The City, in a past Renton Reporter article, promised to work with neighbors concerning nuisance properties, but
that seems not to have happened here. Could you please help?
Are you maximizing fines? If not, could you please? So far, it seems the only people suffering are me and my neighbors.
The owner and tenant seem to pay little or no price. Are there other legal steps you can take? This has already wasted
huge amounts of my time and energy. The city has lawyers on call, and knows how to use the legal system to get property
owners and tenants to stop harmful behaviors.
Often now, when I step out of my front door, Monica (1606 tenant) screams and shouts a stream of verbal abuse, curse
words and racial epithets at me, in the presence of girls who also live in the house, possible foster kids. Tino (1609
neighbor) has been similarly verbally abused by Monica. She also fills her loud cell phone conversations, easily heard
across the street, with vile language directed against me and Tino. In her conversations with friends and family, Monica is
stirring up hatred toward Tino and me.
Beyond the cursing, I have been verbally threatened by visitors to 1606 and by the owner. I fear harm to my person and
property. My safety is at risk through no fault of mine. And there is a psychological toll living next door to such a nuisance
property. How would you like being adjacent to an eyesore property where the tenant is screaming filthy language at you?
I believe you would be afraid.
Besides having a tenant, 1606 Glennwood is a party house and transit center. Days can go by with nobody living there. At
other times, up to 40 people descend on the property for wild and noisy street parties. At times, people live there a few
days, and then move on. Tino can confirm.
There is a reasonable chance that one of the visitors, incited by Monica's hate speech, might harm me or Tino. And
Monica apparently has many other places she could live, with her large extended family. Monica and her family have
sufficient funds to smoke huge amounts of marijuana, in the presence of kids. I and other neighbors can smell the very
strong odor when walking by the house.
I and my neighbors have spent a lot of time and energy dealing with this nuisance property, including calling 911 and
reporting the blatant code violations. We are willing to do more. But we desperately need the help of the city to fix this
terrible situation. Could you please help?
It is very possible the house is not suitable for habitation. I have looked at the RHA inspection criteria, and the house
obviously fails many of them from the outside. Tino (1609 neighbor) has seen the inside when Radwan was last here, and
reports that the 1606 inside is pretty awful. It seems very possible there are conditions within 1606 endangering the health
of Monica or other occupants. An electric inspector for a previous electrical explosion at 1606 remarked that the property
did not seem liveable. Could we please get the property fully inspected for compliance with city and RHA codes?
As you say, the 1606 Glennwood tenants do not take care of things. They violate many norms of behavior. For example,
they went over a year with no garbage service, and to my knowledge, got away with it. Instead of putting out trash, they
burned trash and plastics in their fireplace, emitting a toxic health -endangering smoke over the neighborhood. How would
you like your neighbor burning trash and plastic? When we complained to the city, the response was basically "complain
to someone else".
All this may be hard to believe. If needed, please talk with my neighbors Rex and Rachel, Tino, Manny and Gloria, Matt
and Sarah, Nancy and Noel, Kevin, and others I could name. They are also repulsed by the nuisance situation at 1606
Glennwood. Over a year ago, seven households wrote letters and supporting documentation (much more detail than
space allows here) to code compliance demanding action. Unfortunately, we got no helpful response.
We have a multi -cultural, mixed -ethnicity block and we like that. With the exception of the hate speech Monica spews out,
everybody on the block seems to get along. Other people on the block want to have a safe and basically clean area. In
contrast, 1606 is a dump, with basically no respect for neighbors.
I don't want to be baby-sitting the nuisance property. I don't want to be their unpaid social worker. I don't want to continue
wasting my time reporting, reporting, reporting, with no change in basic behavior. I want the tenant Monica out. She never
learned basic rules of behavior, and is not going to learn them now. As shown by profanity -laced shouting, she hates my
guts for reporting code violations. Her extended family is "in your face" to neighbors. Monica has encouraged them to hate
me and Tino.
Given the owner's (slumlord's) long and terrible track record, I would much prefer Radwan sell the property, as he has
shown himself unwilling to comply with code requirements or manage tenants. Also, the property is in awful condition.
Radwan has made my life hell, and I will unfortunately have to continue wasting my time complaining about code
violations, under threat from him. I resent it.
I apologize this is so long. But there is much more I could have said, related to both tenant and landlord. Could you please
help with concrete steps to at least get the tenant out, and get the property inspected for compliance with city and RHA
standards, and condemned if not compliant? Tino and I would be happy to schedule a phone call and discuss, or
communicate more via email.

When appeals are untimely I will dismiss unless the City waives objection. In this case Ms. Locher said she has no
objection to hear the appeal. Since Mr. Faraj was untimely due to medical reasons I'll allow the appeal to move
forward. However, Mr. Faraj will have to confirm under oath at the appeal that he was not aware of the Notice of
Violation because he was ill. Lying under oath is a criminal offense so I trust Mr. Faraj will be truthful at the

Mr. Faraj's case was opened May 4, 2021. The first Warning of Violation was sent
regular, certified mail and via email. Since this date he has not contacted the city
regarding the violations. A Finding of Violation is only issued when the violation(s)
remain and there is no contact with the property owner.
While I have no objection to hearing Mr. Faraj's appeal, his past attention to this
property has been zero. This property has been in and out of violation since 2017.
The surrounding homeowners deserve to have their neighborhoods in good
condition and in compliance with city codes.
A site inspection today noted the property is not in compliance at this time.

Please have the Hearing Examiner dismiss Mr. Faraj's appeal as untimely.
Renton Municipal Code ("RMC") Section 1-3-2E2b requires an appellant to file and serve an appeal of a finding of
violation "within fifteen (15) days of the date of the Finding of Violation" and RMC 1-3-2E2a requires the filing of
the appeal within 15 days of the date of "issuance" of the Finding of Valuation, and
Construing the "issuance" date from RMC 1-3-2E2b as three days after mailing as set by Superior Court Civil Rule
6e for deadlines based upon mailed documents, the filing deadline for the Finding of Violation mailed on July 15,
2021, was August 2, 2021. (August 15Y would be the actual date but it is a Sunday)
Mr. Faraj's appeal was sent on August 6, 2021, per the USPS post mark on the envelope. This is four days over the
appeal period timeline.
The appeal was received at city hall on August 10, 2021.

Code Text: RMC 8-1-4.K Unlawful Placement and Removal of Garbage Cans, Recycling Bins and Yard Waste
Carts The City of Renton Municipal Code regulates the placement of garbage cans for curbside
collection. The code specifically states "it shall be unlawful for a person residing in a single family
residence to place garbage, recyclables, or yard waste at the curbside for collection by the city's
collection contractor, more than 24 hours prior to regular collection date for his or her single family
residence. It shall also be unlawful for a person residing in a single family residence to leave garbage
cans, recycling bins or yard waste carts at the curbside more than 24 hours after collection by the
city's collection contractor. Further, it shall be unlawful for a person residing in a single family to
maintain, place or store any garbage cans recycling bins or yard waste carts at a location other than
adjacent to the residential structure or within a fully enclosed building or garage."
Corrective Action: Do not place or store any garbage cans, recycling bins or yard waste carts at curbside, more than
twenty-four (24) hours prior to pickup and remove the cans within twenty-four (24) hours after pickup.
When garbage cans, recycling bins and yard waste carts are not located at curbside for collection
the.containers must be kept adjacent to a building on the property or within a fully enclosed building
or garage.

Thank you. It has been miserable for me and other neighbors living next
to this non -compliant nuisance property. No yard care over last 6 months.
Repeatedly burning trash and toxic plastics in fireplace. Went entire year
with no city trash pickup. Gutters falling off over last 9 months. Frequent
screaming, cursing and threatening at neighbors. Wild, loud, late -night
parties, over 20 people spilling into the street. Frequent abandoned
vehicles and parking violations. Dishonest, uncommunicative, non-
compliant landlord. Apparent unsafe living conditions for tenant.
