NOTICE OF RENTON MUNICIPAL CODE VIOLATION
The City has elected to establish a non judicial hearing and determination system to enforce Renton Municipal Codes(RMC)civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs,fees or assessments.
You may respond in the following manner:
I deny creating, permitting to exist, maintaining or failing to eliminate the violation(s)and I am requesting a hearing to contest this
Finding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
Violation. Please send me a hearing date.I promise to appear on that date.The administrator must prove by a preponderance of
the evidence that I committed the violation. I understand that under RMC 1-3-2.G that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both.The city is not required to call witnesses to testify at the hearing.
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and I may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any

Good morning- I hope this finds you both well!
We've received the following complaint for this property in your jurisdiction:
Accumulation of junk and debris, Storage of junk cars,
Substandard dwellings, and several dogs without collars roam and are dangerous.
Large Semi parks on street when owner does not even live in community. dilapidated
structures on east side and blackberry bushes was over grown. garbage cans on
sidewalks constantly.
Complainant is Bradley Fine and he would like contact. Phone is 651-247-1791, or by
email: bradfinne(amsn.com. He did not request to be confidential or anonymous.
Please feel free to send any complaints you folks receive for properties within

May 3, 2021: 9:30 am inspection noted a structure attached to the house that was
covered in tarps and being used as a carport. The construction of the carport did not
appear to meet building code due to the nature of the lumber and placement of the
lumber and tarps. There was a vehicle parked in the carport with a BMW WA license
#BVE1104 parked behind it. This structure is in violation of the following code
RMC 4-5-060 Construction Administrative Code
A b. Adopts the 2015 International Residential Code — WAC 51-51;
The City of Renton Municipal Code requires building permits to be applied for and
obtained by any person, firm, or corporation to erect, construct, enlarge, alter, repair,
move, improve, remove, convert or demolish, use, occupy or maintain any building or
structure in the city.
During this inspection I also noted windows, tarps, camper shell, buckets, barrels and
other items stored outside in the front and side yards. This property is in an R4 zone
which allows for 200 square feet of outdoor storage in the backyard only as listed
below. The outdoor is in violation of the following code:
RMC 4-5-130.B.4 Outdoor Residential Storage
The Renton Municipal Code has specific regulations governing outdoor storage, the
amended IPMC code states that:
308.2 Allowed residential outdoor storage: For RC and R1 zoned properties, a maximum
of 400 square feet of area may be used for outdoor storage. For R4, R6 and R8 zoned
properties, a maximum of two hundred (200) square feet of area may be used for
outdoor storage. For R-10 or R-14 zoned properties, a maximum of 100 square feet may
be used for outdoor storage.
308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on
residentially zoned property in the following areas: Front yards, Side yards, Slopes
greater than IS%, Designated open spaces or restricted areas, critical areas, including
wetland, streams and associated buffer areas
308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to
the residential structure or any other building.
308.5 Business related storage: Materials stored outdoors on residentially zoned
properties shall not be owned by or used in any business or industry including a home
occupation business.

308.6 Height limitations: Materials stored outdoors on residentially zoned properties
shall be neatly stacked and not exceed a height of six feet (6'). Tarps may not be utilized
for screening outdoor storage.
During this inspection I also noted an unlicensed vehicle WA license #C72910K. Per WA
Department of Licensing the license tab expired June 2018 which is in violation of the
code section below:
RMC 4-4-085.D.2 General: Disabled or Unlicensed Vehicles and Boats
It is unlawful for any person to keep, store or park, or to permit any other person to
keep, store or park, any disabled vehicle or boat, or unlicensed vehicle or boat, on any
residentially zoned property within the City unless that vehicle or boat is stored and
parked outside public view within a fully enclosed building at all times. Vehicles and
boats which are kept on site and outside of an enclosed building shall be operational
and currently registered.
May 7, 2021: A Warning of Violation was sent to the property owners for the May 3,
2021, inspection via USPS Regular and Certified Mail. The compliance date was May 24,
2021. (See Photos Taken May 3, 2021)

June 4, 2021: 10:22 pm inspection noted the property remained in violation of the
above city codes. In addition to the unlicensed white Ford pickup truck WA license
#C72910K, the brown BMW WA license #BVE1104 has an expired license plate. Per WA
Department of Licensing the license tab expired May 2021. The BMW appears not to
have moved and the vehicle inside the carport remains.
June 8, 2021: A Warning of Violation Second Notice was issued to the property owners
for the violations of the June 4, 2021, inspection, via USPS Regular and Certified Mail.
The compliance date was June 23, 2021. (See Photos Taken June 4, 2021)

June 15, 2021: 1 spoke with the owner on the telephone & he wants to remove the roof
off shed & plant grapes. I explained that the structure is attached to the house that is
why it requires a building permit. We discussed the outdoor storage, vehicles and wood.
He is also going to fix the broken window.

above city codes.
A building permit application has not been submitted for review and approval and the
structure remains on the property.
Outdoor storage remains in the front and side yard.
Per WA Department of Licensing the white Ford pickup truck WA license #C72910 and

August 19, 2021: A Finding of Violation was sent to the property owners for the
violations of the August 18, 2021, inspection, via USPS Regular and Certified Mail. The
Finding of Violation was in the amount of $750.00 ($250.00 for each violation). The
compliance date or date to appeal the Finding of Violation was September 3, 2021. (See

Code Text: RMC 4-5-130.13.4 The Renton Municipal Code has specific regulations governing outdoor storage, the
amended IPMC code states that:
308.2 Allowed residential outdoor storage: For RC and R1 zoned properties, a maximum of 400
square feet of area may be used for outdoor storage. For R4, R6 and R8 zoned properties, a
maximum of two hundred (200) square feet of area may be used for outdoor storage. For R-10 or R-14
zoned properties, a maximum of 100 square feet may be used for outdoor storage.
308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on residentially zoned
property in the following areas: Front yards, Side yards, Slopes greater than 15%, Designated open
spaces or restricted areas, critical areas, including wetland, streams and associated buffer areas
308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to the
residential structure or any other building.
308.5 Business related storage Materials stored outdoors on residentially zoned properties shall not
be owned by or used in any business or industry including a home occupation business.
308.6 Height limitations: Materials stored outdoors on residentially zoned properties shall be neatly
stacked and not exceed a height of six feet (6'). Tarps may not be utilized for screening outdoor
storage.
Corrective Action: Consolidate outdoor storage to an area no larger than 200 square feet in the back yard area and
remove all items from the front and side yards. You may store items in a fully enclosed building as
well. This includes but is not limited to windows, tarps, camper shell, buckets and barrels.

Code Text: It is unlawful for any person to keep, store or park, or to permit any other person to keep, store or
park, any disabled vehicle or boat, or unlicensed vehicle or boat, on any residentially zoned property
within the City unless that vehicle or boat is stored and parked outside public view within a fully
enclosed building at all times. Vehicles and boats which are kept on site and outside of an enclosed
building shall be operational and currently registered.
Corrective Action: Remove and properly dispose of all unlicensed and/or inoperable vehicles from the property including
but not limited to WA license #C7291 OK and WA license #BVE1104 or demonstrate all vehicles are
licensed and operable. Bring vehicles into compliance with City code or store in a fully enclosed
building.

The City has elected to establish a non -judicial hearing and determination system to enforce Renton Municipal Codes (RMC) civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.

Finding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
