Box 25675 Seattle,WA. 98125 SUBJECT: MCFALL TEMPORARY RV-LUA 98-101, T Dear Mr. McFall, We have completed review of your proposal for a Temporary Use Permit to use a 23 foot recreational vehicle as a temporary job shack during the construction of a single family residence. There would be no electrical or utility hookups to the RV. According to information that you submitted with your application, Seattle City Light has given you approval to park the RV under the transmission line right- of-way on the subject property, as long as the RV is not used for occupancy. Your application requests use of the job shack for up to one year. Your request for a Temporary Use Permit is approved subject to the following conditions: 1)The issuance of the Temporary Use Permit shall be contingent upon approval of a building permit for construction of a single family residence on the subject property. 2)The recreational vehicle may not be used for occupancy. 3) This approval of the Temporary Use Permit shall be valid for a period of one year, expiring July 17, 1999. APPEAL: Within 10 days of approval, denial, or revocation of a Temporary Use Permit,the applicant or any other aggrieved party may file an appeal to the Hearing Examiner. The 10 day appeal period for this application will end at 5:00 p.m. on July 27, 1997. An appeal to the Hearing Examiner is governed by Title IV, Section 4-8-11.B, which requires that such appeals be filed directly with the Hearing Examiner. Appeals must be made in writing before 5:00 p.m. on July 27, 1997. Any appeal must be accompanied by a$75.00 fee and other specific requirements. The hardship which I refer to on adjacent and nearby land owners is the fact that a RV is self contained and can be lived in without any utilities hook-ups. The RV contains its own holding tanks for water and sewage and would have to be driven off site to be emptied,but could be lived-in on the site. The RV also has its own power supply, either by batteries or a gas generator,which would make to be a very noisy neighbor, causing undue stress. Also, if lived in it would cause extra traffic that there has been no mitigation fees collected or driveway access/culvert fees and bonds paid, making it unfair to property owners that had to pay those fees. Another concern is in the past and the present, around the cities and counties there have been many drug houses and labs operating out of trailers and RVs that have been temporarily permited on vacant property and I would think the police should have this concern. How could it be legal to authorize a temporary permit for a construction shack with-out obtaining a building permit first? A temporary permit for a building shack should logically only be issued after the Zoning approvals, the Bonneville Power(Seattle City Light)easement variance approval, the plot plan approval, the building plans approval, and all mitigation and permit fees have been paid. I used to be a general contractor for years and had never been able to obtain a temporary constuction shack permit in any other City or King county without having everything else approved and permitted first.
