The project includes the installation of a horizontal, waterproof cap over the existing saw-toothed facade top of the building. These vertical faces will be treated with waterproof paint over the existing finish. Also included with the proposal is the resurfacing of the second story deck with an impervious, hardened membrane to prevent water from seeping into the first floor. Repairs to the interior of the building include the completion of the fire alarm and sprinkler systems, telecommunications hook-ups, electrical upgrades, replacement of front doors, upgrade of building security system, plumbing repairs, and the remodeling of the front lobby. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a lawfully established condition. 2. "Normal repair' means to restore a development to a state comparable to its original condition, including but not limited to its size, shape, configuration, location and external appearance, within a reasonable period after decay or partial destruction, except where repair causes substantial adverse effects to the shoreline resource or environment. 3. Replacement of a structure or development may be authorized as repair where such replacement is the common method of repair for the type of structure or development and the replacement structure or development is comparable to the original structure or development including, but not limited to, its size, shape, configuration, location and external appearance and the replacement does not cause substantial adverse effects to shoreline resources or environment. G CC: Jim Shepherd, Community Services Administrator SUBJECT: Modification of Shoreline Exemption Permit Dear Jennifer, Attached is a modified narrative for the subject shoreline exemption permit. This modification specifically adds the deck repair to the permit application. While the deck repair was contained in the narrative of the original request, it was not highlighted as work being done outside but behind the parapet wall of the marblecrete. This modification attempts to make it clearer that there are two projects outside the "conditioned space"of the building. Both projects,however,are classified as repair and both are required to fix leaks in the building envelope. The modifications are underlined. Regards Attachment as it N SHORELINE EXEMPTION PERMIT Submitted July 1, 1999 MODIFIED July 7, 1999 PROJECT NARRATIVE: 1. This exemption is based on the normal maintenance or repair of an existing structure that is being damaged by water leaks along the vertical facade, by leaks through the top of the facade cap, and by leaks through the 2"d story deck. 2. The site is currently being used as commercial office space with two floors(5&6) occupied and the remainder expected to be occupied by the end of the year. In addition to this outside repair work, several indoor repair projects are under design. These include: • Complete the fire sprinkler project • Complete the fire alarm project • Complete the telecommunications hook-ups • Complete the electrical upgrade • Replace the front doors and upgrade the building security system • Complete the plumbing repairs to each bathroom • Remodel the front lobby 1. The Cedar River flows near-by. 2. The shoreline is along a river. The riverbank is improved with an existing floodwall, made of rock cribs. Behind the floodwall is a grassy area of several feet, which includes a pathway. Approximately 130 horizontal feet of the building facade, to be repaired, face the river. 3. The project has no effect on existing views 4. The use of the property remains as commercial office. The second project consists of covering the second story deck, located behind the parapet walls, with an impervious,hardened membrane to prevent water from seeping into the first floor. 5. The facade project is estimated by the architect to cost$64,500 and project plans are attached. The deck repair project is estimated to cost$45,000. 6. Proposed work would occur during period August— September, 1999, after the completion of River Days 7. The exemption is being sought because the work is repair. These repairs are necessary to prevent further leaks from seriously damaging the structure. Right now the leaks have caused damage to the first floor walls and columns.
