INTRODUCTION
Olympic Pipe Line Company LLC (Olympic) operates a 14-inch diameter pipeline that transports
petroleum products through the City of Renton (Renton). One of Olympic’ facilities is the Renton
Station facility, located at 2319 Lind Avenue SW, in Renton, Washington. Olympic proposes to
install a new pre-manufactured switchgear enclosure/building at this facility to replace and
upgrade existing electrical connections and equipment at the Station.
Olympic addresses each of the factors outlined in the Construction Mitigation Description
(Conditional Use Permit Submittal Requirements Application Material 10 (RMC 4-9-030)) to be
considered by Renton in issuing a Conditional Use Permit in the following section. Additional
information about the proposed Olympic switchgear project was provided in the Project Narrative
already submitted with the application package to the City of Renton. We also have included the
meeting summary for the April 22, 2021 Preapplication Meeting, PRE 21-000120, for the project.
Based on the summary from the Preapplication meeting, the proposed building is permitted within
the Heavy Industrial (IH) zone under Utilities, Medium as an Administrative Conditional Use.
a. Proposed Construction Dates:
Olympic is proposing to complete the proposed switchgear building project in late October 2021,
or as soon as permitted. Installation of the new pre-manufactured building will take approximately
4 to 6 weeks to complete.
b. Hours and days of operation:
Olympic will complete the work during the day between 7:00 am to 5:00 pm., Monday through
Friday.

c. Proposed hauling/transportation routes:
The proposed haul/transportation route to the site will include the following:
From I-405:
• take Exit 4 to southbound SR167
• exit to SW 43rd Street and East Valley Road and head west (straight) onto SW 41st Street
• travel west on SW 41st Street to Lind Avenue SW, turn north (right) onto Lind Avenue SW
• travel north on Lind Avenue SW to the roadway/driveway on the south side of the site
• turn right off the roadway and enter site through the south entrance.
The proposed route leaving the site will include the following:
• from the south entrance, turn left out of the site to Lind Avenue SW
• turn south (right) onto Lind Avenue SW
• then either proceed southbound or northbound on SR167, as follows:
For southbound SR167:
• route will be Lind Avenue SW to SW 41st Street
• turn left onto SW 41st and travel to the on-ramp to southbound SR167
• Enter on-ramp to SR 167.
For northbound SR167:
• route will be Lind Avenue to SW 43rd Street (S. 180th Street)
• turn east (left) onto the SW 43rd and travel to onramp to northbound SR167
• turn left onto the onramp for SR167
• turn right to either northbound or southbound I405

d. Measures to be implemented to minimize dust, traffic and transportation impacts, erosion, mud,
noise, and other noxious characteristics:
Olympic will implement the following strategies to minimize dust, traffic and transportation impacts,
erosion, mud, noise and other noxious characteristics to help prevent complaints:
• Olympic will make every effort within their control to minimize dust generation during
excavation activities by conducting these activities as a rate not to generate dust. Work will
be slowed or stopped to allow dust to settle, as needed. Light use of sprayed water on
excavated soil also may be implemented as needed to control dust, yet not increase
erosion.
• Most of the site is paved or stabilized with gravel and rock. Care will be taken not to
transport sediment outside of the work area.
• The existing access for hauling to the site through the south gate during construction will
follow traffic patterns that are currently in-use for the site. As a result, Olympic does not

anticipate traffic and transportation impacts; there will only be a few extra trips to and from
the site each day during construction compared to current traffic to and from the Station
facility.
• Straw wattles, plastic sheeting and other Best Management Practices (BMPs) will be
implemented to minimize erosion of excavated soils and runoff. Additionally, the site
surface is flat, so erosion is not expected except possibly from temporary soil stockpiles
generated during excavation of the trenches to set new electrical conduit.
• Olympic’s contractor will make every effort to prevent mud from being tracked from work
area by sweeping mud and dirt off trucks and equipment prior to leaving the work area.
• Any water accumulated in the excavations will be removed using submersible pumps and
pumping water to an on-site aboveground temporary tank (such as Baker tank) for
temporary storage or by using a vacuum truck to directly remove water from excavations.
All dewatering water will be transported off-site for authorized disposal.
• Trucks and equipment will use reverse signal alarms or broad band alarms instead of
standard pure-tone backup-warning devices (OSHA 29 CFR 1926.601(b)(4)).
o If needed, all backup alarms can be turned off since Olympic will employ a backup
observer to back trucks into work areas per BP safety protocols.
• Care will be taken not to bang tail gates while unloading material from truck beds.
• Contractor will avoid parking and idling trucks next to Lind Avenue SW to the extent
possible.
• Warning horns will not be used except in emergency situations.
• The existing visual screen fence and vegetation located along the eastern side of the
property will provide some noise reducing affects during construction.
e. Any special hours proposed for construction or hauling (i.e., weekends, late nights):
The proposed switchgear building project will be conducted during regular business hours and will
not require any special hours for construction or hauling.
f. Preliminary traffic control plan.
The existing access for hauling to the site through the south gate during construction will follow
traffic patterns that are currently in-use for the site. As a result, a preliminary traffic control plan
will not be required.
Note: If your project requires the use of cranes, please contact the City’s Airport Manager at 425-
430-7471 to determine whether Federal Aviation Administration (FAA) notification will be required.
A crane will be required to lift the prefabricated building off the transport truck and set on the
prepared concrete foundation. Olympic will contact the City’s Airport Manager to determine whether
FAA notification will be required.
