Subject: Proposed Landfill Moratorium
Gentlemen:
The Metro Industrial District, Inc. will take this opportunity
to go on record as opposed to the proposed landfill moratorium.
The most recent comprehensive plan for the area was revised
January, 1980 , and was officially adopted by the City Council.
We cannot understand why property owners should be delayed on
implementing development plans which have been formulated in
conformance with this recently revised plan in favor of a
re-study of factors already studied for many years.
Metro does not subscribe to the shelving of adopted plans for
the convenience of special interest, non-landowning groups
without early notice granted to the affected property owners.
We strongly recommend that current plans be respected and pro-
gress permitted with due regard to the essence of time, and the
attendant potential benefits available to the City of Renton.

Consent Agenda - Continued
Proposed Letter from Public Works Department presented petition for
Water line proposed water main construction by Local Improvement District
LID in the vicinity of NE 27th St. and Edmonds Ave. NE. Refer to
the Board of Public Works and the Utilities Committee to
determine the boundary line. Concur.
Consent Agenda MOVED BY SHANE, SECOND TRIMM, APPROVE THE CONSENT AGENDA AS
Approval PRESENTED. CARRIED.
OLD BUSINESS
Community Services-Community Services Committee Chairman Reed presented committee
Committee report that recommended a moratorium be placed on all land
Renton Valley fill activity in the Renton Valley from SW 30th north to SW 16th
Land Fill and from SR-167 west to the Burlington Norther Railroad tracks.
Moratorium The report stated the intent applies to all new and/or those
land fill permits which might be renewed. Moved by Reed,
Second by Stredicke, Council concur in recommendation. Upon
advice from the City Attorney, it was MOVED BY CLYMER, SECOND
REED, AMEND THE MOTION TO PLACE A MORATORIUM ON THE RENTON
VALLEY FROM SW 30th NORTH TO SW 16th AND FROM SR-167 WEST TO
THE BURLINGTON NORTHERN RAILROAD TRACKS FOR 120 DAYS FOR THE
PURPOSE OF STUDY OF DRAINAGE, PRESERVATION OF WILD LIFE AND
PUBLIC WELFARE; AND TO REFER TO THE WAYS AND MEANS COMMITTEE
FOR RESOLUTION. CARRIED.
Group Homes The Community Services committee report recommended that the
subject of group homes in residential areas be referred to
Planning and Building Departments for report and recommendation
on existing ordinance. The report further recommended that
a public hearing be held at which time reports and recommenda-
tions be presented. MOVED BY REED, SECOND SHANE, CONCUR IN
THE REPORT. CARRIED. MOVED BY REED, SECOND SHANE, REFER THE
MATTER TO THE WAYS AND MEANS COMMITTEE FOR RESOLUTION IF
REQUIRED. CARRIED.
Areas of Location MOVED BY STREDICKE, SECOND TRIMM, THE SUBJECT OF ADULT BOOK-
Adult Films, etc. STORES, FILMS AND NOVELTY SHOPS BE REFERRED TO THE PLANNING
AND DEVELOPMENT COMMITTEE. CARRIED.
Mosquito Councilman Stredicke inquired regarding spraying for mosquitoes
Spraying in the Talbot area and was advised by Mayor Shinpoch that the
delay was due to legal advice, notice to residents and spraying
now to proceed with proper weather conditions; funds and man
power are available. Stredicke noted need for proper timing.
Association Councilman Hughes announced attendance at the Association of
of Washington Washington Cities Conference in Olympia and explained benefits
Cities to attendees from exchange of information, especially from the
round table discussions. Hughes noted complaint on the environ-
mental impact system when the process was misused for delay or
stalling tactic beyond reasonable investigation.
Ways and Means Ways and Means Committee Chairman Clymer presented committee
Committee report that recommended concurrence in the Mayor's appointment
Appointment of Paul Maxin to the Planning Commission for a three-year term
Confirmed effective through 6/30/83. MOVED BY TRIMM, SECOND CLYMER,
COUNCIL CONCUR. CARRIED. Mayor Shinpoch introduced Paul Maxin
and noted he had previously served as Councilman prior to the
City becoming Optional Municipal Code city.
Reappointment The Ways and Means Committee recommended concurrence in the
Planning Mayor' s reappointment of Joan Walker to the Planning Commission
Commission for a three-year term effective through 6/30/83. MOVED BY
CLYMER, SECOND ROCKHILL, CONCUR IN THE APPOINTMENT. CARRIED.
Antitrust Laws The committee report noted new developments relating to the
antitrust laws, and recommended elimination of the monopolies
on both taxicab and pawnbroker licenses. The report also recom-
mended referral back to the Ways and Means Committee for amending
ordinances. MOVED BY CLYMER, SECOND TRIMM, CONCUR AND REFER THE
MATTER BACK TO THE WAYS AND MEANS COMMITTEE. CARRIED.

Voucher The Ways and Means Committee recommended approval of Vouchers
Approval No. 28825 through No. 29038 in the amount of $596, 170.38
having received departmental certification as to receipt of
merchandise and/or services rendered. Warrants No. 28820 -
No. 28824 were machine voided. MOVED BY CLYMER, SECOND ROCKHILL,
ADOPT RECOMMENDATION. CARRIED.
ORDINANCES AND RESOLUTIONS
Ways and Means The Ways and Means Committee recommended the following ordinances
Committee for second and final readings: (First reading 6/16/80)
Ordinance #3440 An ordinance was read amending the City Code relating to the
Public Sewer connection of public sewer system in accordance with State law.
System Connection MOVED BY CLYMER, SECOND REED, ADOPT THE ORDINANCE AS READ.
6-AYE: TRIMM, CLYMER, HUGHES, ROCKHILL, REED, SHANE; ONE-NO:
STREDICKE. CARRIED. (properties within 200 ft. to connect
within 90 days.)
Ordinance #3441 An ordinance was read appropriating and transferring funds in
Municipal Arts the amount of $1 ,050 from Unanticipated Revenue, Washington
Commission State Arts Commission, King County Arts Commission and private
Appropriation donations unto Current Fund for Municipal Arts Commission.
MOVED BY CLYMER, SECOND SHANE, ADOPT THE ORDINANCE AS READ.
ROLL CALL; ALL AYES. CARRIED.
Resolution #2345 The committee recommended reading and adoption of the following
Six-Year resolutions: A resolution was read adopting the City's Six-
Transportation Year Transportation Improvement Program for 1981 through 1986,
Improvement Public Hearing was held 6/16/80. MOVED BY CLYMER, SECOND
Program HUGHES, ADOPT THE SIX-YEAR STREET PROGRAM. Councilman Shane
requested deletion of the Wells Ave. Bridge. MOTION CARRIED.
Councilman Shane requested his NO vote be recorded.
Resolution #2346 A resolution was read for transfer of $9,408.77 providing for
Transfer - Truck purchase of two new trucks, Park Equipment Cumulative Reserve
Purchase Fund to Parks Facilities. MOVED BY CLYMER, SECOND SHANE,
ADOPT THE RESOLUTION AS READ. CARRIED.
Elks Rezone Upon inquiry, Committee Chairman Clymer noted Elks Club
Rezone was being held pending filing of the correct legal
description by the Elks Club.
ADMINISTRATIVE REPORT
Marshall Mayor Shinpoch advised that Warren Marshall , Police Department
Retires jailer, will be retiring 6/4/80. Marshall is the husband of
Finance Director Gwen Marshall and has been with the City for
18 years.
State Licensing Mayor Shinpoch announced the State Department of Licensing
Relocates has given notice and will be vacating the Highlands building
on 9/1/80, no plans made for immediate use of the space.
The Mayor further reported that the building across from the
Fire Station was being investigated due to close proximity for
informational purposes.
Local 21R Mayor Shinpoch reported that Local 21R met in special session
6/17 and voted to reject the salary survey; meeting has been
scheduled and problem may be due to misunderstanding. The
Mayor advised Council no action contrary to their direction
to the Administration to be taken and they will be kept informed.
Lakeview Towers The subject of the City and Lakeview Towers (West Hill ) will
be before the courts on 6/30.
Fire Department The Mayor further noted a Fire Department \iehicle was damaged
Accident beyond repair last week in an on-duty ac ident; no one injured.
1, matter will be referred to the insurance carriers.

Property Line Letter from Winford K. Moore noted recent survey of his property
Adjustment located at 539 Cedar Ave. S. , that he found his lot includes
half the width of the alley between Mill Ave. S. and Cedar Ave.
S. and no record of being deeded to the City. The survey showed
his property contains a five-foot strip of Sixth Street right-of-
way with his fence and trees and shrubs located on this strip
for 30+ years. The letter requested abandonment of the five-foot
strip that lies between his property and Sixth St. to be exchanged
for the five foot strip of land that makes up half of the alley
which he would deed to the City. MOVED BY STREDICKE, SECOND
SHANE, REFER THE MATTER TO THE BOARD OF PUBLIC WORKS FOR
RECOMMENDATION. CARRIED.

Upon inquiry, Planning Director Ericksen advised the comprehen-
sive plan for the moratorium area was revised in 1978; the 1980
revision was the Southeast Quadrant of the City, not including
the Valley.
OLD BUSINESS Moved by Shane, Second Trimm, refer the subject of the Parking and
Parking and Loading Ordinance to the Transportation Committee. Substitute
Loading Motion by Stredicke, Second by Clymer, refer subject of Parking I,
Ordinance and Loading Ordinance to the Community Services Committee. ROLL
CALL vote on Substitute Motion: 3-AYE: Reed, Stredicke, Clymer;
4-NO: Trimm, Shane, Rockhill , Hughes. MOTION FAILED. ROLL CALL
vote on Original Motion: 2-AYE: Trimm, Shane; 5-NO: Reed, Stredicke,
Rockhill , Hughes and Clymer. MOTION FAILED. (No action taken. )
4th of July Councilman Stredicke extended thanks to the Horizons Committee i ?
for 4th of July programming, noting more food stands and activities
than previously, noting threatening weather. Stredicke also noted 1
Council again lost their. softball game to the Senior Citizens
with 12 to 11 score. Councilman Rockhill suggested seeking a
gracious way out of the impasse before next year. g .
Police Councilman Stredicke extended compliments to Renton Police Dept. ,
Complimented Claude Evans, for action taken 7/4 averting neighborhood disturbance. ;1 '.'

Planning and Planning and Development Committee Chairman Rockhill presented
Development committee report recommending Council acceptance of the proposed
Committee amendments to the Land Use Hearing Examiner Ordinance and the
Hearing subject be referred to the Ways and Means Committee for ordinance.
Examiner MOVED BY ROCKHILL, SECOND REED, ACCEPT THE COMMITTEE REPORT.
Ordinance CARRIED.
Zoning The committee report recommended Council concurrence of the pro-
Ordinance posed amendments to the Zoning Ordinance and referral to the
Ways and Means Committee for appropriate ordinance. MOVED ROCKHILL,
SECOND REED, ACCEPT THE COMMITTEE REPORT. CARRIED.
Board of The committee report noted the letter from the Board of Adjust-
Adjustment ment regarding Section 4-707(2) of the Zoning Ordinance concerning
Zoning Ordinance the size limit of detached buildings within an R-1 zone, now 720
Re Detached square feet. The report stated the Board of Adjustment suggested
Buildings changing this to 10% of the lot size. The committee feels the
present restriction to 720 sq. ft. is desirable and recommended
Council take no action on this matter. MOVED BY ROCKHILL, SECOND
REED, ACCEPT THE RECOMMENDATION OF THE COMMITTEE TO TAKE NO ACTION.

ORDINANCES AND RESOLUTIONS - Continued
Resolution 1/2349 A resolution was read declaring a moratorium on all fill activity
Landfill for 120 days in an area of the Renton Valley bounded by SW 30th
Moratorium Street, SW 16th, SR167 and the Burlington Northern Railroad tracks.
MOVED BY CLYMER, SECOND REED, ADOPT THE RESOLUTION AS READ.
Upon inquiry by Councilman Shane as to possibility of suit,
City Attorney Warren advised of legality of the resolution because
of the inclusion of time limit and purpose for preservation of
marsh area, wild life and drainage study. MOTION CARRIED.
Councilman Rockhill stated for the record that he favored a
meeting where affected people come before a committee and
express their views. MOTION CARRIED.
NEW BUSINESS Councilman Shane inquired re conflict of interest ordinance for
City employees and was advised by Mayor Shinpoch of the Board
of Ethics and Code of Ethics ordinance and that the matter was
being further studied. City Attorney Warren advised such an
ordinance could be problematic.
Cable TV Councilman Stredicke noted being in receipt of a letter, for the
Community Services Committee concerning cable television service
in North Renton and Renton Hill and requested the Clerk to send
copy of letter to Mr. Hurd, Renton TV Cable office.
Porno Shop Councilman Rockhill noted the committee referral re location of
porno shops is being research by the City Attorney' s Office and
therefore the matter would- be delayed in reporting back to Council .
ADMINISTRATIVE Report from Mayor Shinpoch noted 22 people are participating in
REPORT 1930's Housing Repair program,which appears to be one of the
Housing Repair most successful uses of HCD grant funds by providing immediate
relief and incurring no prolonged costs.
Planning Mayor Shinpoch report Michael Hanis has resigned from the Plan-
Commission ning Commission to participate in an election campaign.
Public Use Mayor Shinpoch reported the City is currently taking an inventory
Areas or all Public Use areas and with Council approval will offer the
appraised land to other governmental entities, adjacent neighbors
and large parcels auctioned. Purpose of disposition: Absolve
the City of continuing responsibility and for health and safety
problems which Gan occur on unsupervised land.
Spraying The Mayor reported mosquito spraying in the Talbot area will
commence 7/8/80.
4th of July Mayor Shinpoch noted having written to the Park Board, Bruce °
Liberty Park Hulse, Park employees Steve Rabon and Clem Edwards to thank
them for helping us in our yearly debacle of the softball game
with the Seniors. Appreciation was also expressed to the Park :i
Department;Horizons Committee; former Mayor Delaurenti ; Seniors
softball team; Officer Russ Olson, umpire; and to the Planning
Department for participation in the Fourth of July celebration.
EXECUTIVE SESSION MOVED BY STREDICKE, SECOND SHANE, COUNCIL HOLD EXECUTIVE SESSION
FOR DISCUSSION OF UNION NEGOTIATIONS. CARRIED. Council Moved
into Executive Session at 10: 15 p.m. Council reconvened at 10:35
ADJOURNMENT p.m. All Council Members were present. MOVED BY TRIMM, SECOND

RESOLUTION NO. 2349
A RESOLUTION DECLARING A MORATORIUM ON ALL FILL
ACTIVITY FOR ONE HUNDRED TWENTY DAYS IN AN AREA
BOUNDED BY SW 30TH, SW 16TH, SR167 AND THE
BURLINGTON NORTHERN RAILROAD TRACKS
WHEREAS there exists within the City of Renton a potentially
unique and fragile marsh area, and
WHEREAS this and similar marsh areas are being rapidly
filled and thereby destroyed, and
WHEREAS said marsh areas serve as habitats for great
numbers of wild animals , and
WHEREAS these marshes have proven to be of value to
assist in drainage , and
WHEREAS the subject area is to be included in later drainage
projects which may be affected adversely by filling, and
WHEREAS it is in the public benefit and in furtherance
of the public welfare to study filling in this area, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON , DO
ORDAIN AS FOLLOWS :
SECTION I : The above recitals and facts are found to
be true and correct in all respects .
SECTION II : There is_ hereby declared a one hundred twenty
(120) day moratorium on all land fill activity in Renton in an area
described as follows :
SW 30th North to SW 16th and from SR 167 west
to the Burlington Northern Railroad Tracks .
This moratorium shall apply to all new land fill or renewals of
existing land fill peLmits .
PASSED BY THE CITY COUNCIL this 7th day of July , 1980 .
