REFER TO COMMITTEE OF THE WHOLE Public Works – Transportation Martin Pastucha Jim Seitz Michelle Faltaous 6.i) CONSENT AGENDA AB - 2978 Public Works Utility Systems Division recommended adoption of a resolution authorizing execution of Interagency Agreement (IAA No. C2200051) with the Department of Ecology, in order to receive $175,000 in funding for Pollution Prevention Assistance between the State of Washington, the Department of Ecology, and the City of Renton; additionally a budget adjustment is requested for this new funding source. REFER TO FINANCE COMMITTEE Public Works – Utilities Martin Pastucha Ron Straka 7.a) UNFINISHED BUSINESS Committee of the Whole Chair Corman presented a report on the staff review of the proposed 2021/2022 Mid- biennium Budget Amendment to increase revenues by $39,469,098 for an amended total revenues of $595,918,061 over the biennium, and increase expenditures by $23,744,620 for an amended total expenditures of $698,234,935 over the biennium, and recommended concurrence in the following actions: 1. Property Tax Levy (ordinance): a. Set the 2022 property tax levy, plus the new construction, annexation, and administrative refunds, at $23,300,071 based on the preliminary worksheet provided by King County Assessor’s Office. 2. Changes to Authorized Positions: The budget amendment will add a total of 5.60 positions and make pay/classification adjustments for another 4 positions. The new FTEs and pay/classification adjustments have been previously approved by the City Council. These changes, and the 0.75 position added during the first quarter of 2021, will increase the overall city position by 6.35 FTE. Details of the 5.60 positions and 4 pay/classification adjustments are outlined below: a. Executive (all previously approved): i. Add 1.0 Deputy Chief Administrative Officer (m49). ii. Convert Deputy Public Affairs Administrator (m45) to Director of Communications and Engagement (m38) iii. Convert Administrative Secretary (n09) to Administrative Assistant to Executive Services (n16) b. Equity, Housing, and Human Services (all previously approved): i. Add 1.0 EHHS Administrator (m49) ii. Add 1.0 Administrative Assistant to EHHS (n16) iii. Add 1.0 Community Outreach and Events Coordinator (m22) c. Finance (all previously approved): COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION Finance Kari Roller Kristin Trivelas i. Add 1.0 Grants Program Manager (m27). ii. Rates and Fee Adjustments (resolution): Adjust various fees as identified (red) in the proposed 2021/2022 Fee Schedule. The Committee of the Whole recommended Council approve the proposed 2021/2022 Mid-biennium Budget Amendment and place associated legislations reflecting the above changes for first reading. 7.b) UNFINISHED BUSINESS Committee of the Whole Chair Corman presented a report concurring in the staff recommendation to establish the Renton Equity Commission. The Committee of the Whole further recommended that the related ordinance be presented for first reading November 1 and advanced to second and final reading at tonight's meeting. COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION EHHS Preeti Shridhar Linda Moschetti 7.c) UNFINISHED BUSINESS Utilities Committee Chair Benedetti presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to execute the agreement with Parametrix, in the amount of $240,896.12, for assessing and prioritizing receiving waters and developing a stormwater management action plan for the Stormwater Management Action Planning project.
