September 30, 2020: Code Compliance received an inspection request via Renton
Responds portal for an insulation business operating out of 1824 NE 20th ST. See exhibit
4A
October 2, 2020: Inspection showed large amount of insulation stored on the front
porch. The insulation bundles were stacked from the floor to the ceiling for almost the
entire wrap around front porch. Insulation hose and a ladder was observed on the
driveway. These observations supported the requestor's claim of an insulation
business. I emailed the owner asking for more information on the business activities.

October 6, 2020: 1 issued a warning of violation for a violation of the home occupation
regulations. See exhibit 5
October 29, 2020: Inspection showed that the insulation was removed from the front
porch.
November 7, 2020: Code Compliance received an inspection request via Renton
Responds portal for an insulation business operating out of this address again. Photo of
at least three box trucks and a pallet of material was included in the request. See
exhibit 4B.

that he would speak with the tenants. This was the same e-mail address used in the
October 2, 2020 correspondence. See exhibit 7D
August 3, 2021: E-mail sent to Henry with photos attached. Henry provided a utility
billing agreement naming Ohad Baruch a responsible party for the property. From this
date until October 6, 2021, 1 issued fees to Ohad Baruch. See exhibit 7E
October 6, 2021: Findings of violation issued to Ohad Baruch and the owner. Order to
correct was issued to both responsible parties on this date as well. The finding and
order were both mailed and sent electronically. See Exhibit 2
October 12, 2021: Last correspondence in e-mail chain with RMC 1-3-2 included.. RMC
1-3-2 states that the owner is has the responsibility to maintain their property in
compliance. It also allows the City to pursue more than one violator for a violation. See
exhibit 7F
October 21, 2021: Henry e-mailed an incomplete appeal form to code compliance. I
responded and stated that the appeal form must be complete and received by the City
clerk's office by the end of the day. Appeal request received by City Clerk. See exhibit
7G
The business activities on this property are extremely disruptive to the neighborhood.
We have received over 9 inspections requests in ten months. Attic Crew stores
insulation materials at this location and loads 3-5 box trucks every work day. These
activities are disturbing the entire neighborhood. On approximately a weekly basis a
semi -truck and trailer delivers a load of insulation that blocks the road. The employees
park personal and business vehicles throughout the property and street in a manner
that impedes pedestrian and vehicular traffic. Extensive notification and
communication did not deterred the activities. Fu De Ren is one of the owners of 1824
NE 20th St. He is recorded as an owner with King County Assessor and he would meet
the requirements of a "person in control" as defined in RMC 1-3-2. As a person in
control of the property he would be responsible for any and all violations occurring on
his property.

Violation Note: On October 5, 2021, a code compliance inspector observed a ladder, insulation hoses, and other
items stored in the front and side yards.
Code Text: RMC 4-5-130.B.4 The Renton Municipal Code has specific regulations governing outdoor storage, the
amended IPMC code states that:
308.2 Allowed residential outdoor storage: For RC and R1 zoned properties, a maximum of 400
square feet of area may be used for outdoor storage. For R4, R6 and R8 zoned properties, a
maximum of two hundred (200) square feet of area may be used for outdoor storage. For R-10 or R-14
zoned properties, a maximum of 100 square feet may be used for outdoor storage.
308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on residentially zoned
property in the following areas: Front yards, Side yards, Slopes greater than 15%, Designated open
spaces or restricted areas, critical areas, including wetland, streams and associated buffer areas
308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to the
residential structure or any other building.
308.5 Business related storage: Materials stored outdoors on residentially zoned properties shall not
be owned by or used in any business or industry including a home occupation business.
308.6 Height limitations: Materials stored outdoors on residentially zoned properties shall be neatly
stacked and not exceed a height of six feet (6). Tarps may not be utilized for screening outdoor
storage.
Corrective Action: Consolidate outdoor storage to an area no larger than 200 square feet and remove all items from the
front and side yards.

driveway area.
Code Text: RMC 8-1-4.0 Unlawful Storage of Garbage and Recyclables states, "it shall be unlawful for any
person to deposit, throw, dump, store, maintain, retain, keep or place garbage, recyclables or yard
waste on private or public real property in the City, except in a garbage can or unit, recycling bin or
yard waste cart for the purpose of storing such garbage, recyclables or yard waste until the next
regular collection date by the City's collection contractor or any other person authorized by the City
to collect garbage or recyclables. This subsection shall not apply to yard waste in compost piles or
receptacles so long as they are properly maintained free of all vectors and any odors traveling
off -premises. Further, this subsection shall not apply to any business licensed to collect and store
garbage and recyclables when done in an area zoned for the collection or disposal of garbage or
recyclables."
Corrective Action: Remove and properly dispose of all garbage, recyclables and/or yard waste stored on the property.
Plastic bags are not approved containers.

Code Text: A maximum of four (4) vehicles, not including motorcycle or mopeds, may be parked on a lot unless
vehicles in excess of the allowed number are kept within an enclosed building. Additional vehicles
may be allowed if:
a. More than four (4) licensed drivers reside at the same address, an additional motor vehicle for
each licensed driver over four (4) may be parked at that particular address, provided that each
licensed driver and said vehicle are registered to the same address; or
b. An Additional Vehicles Permit is obtained (see RMC 4-9-105).

Violation Note: A warning of violation was issued for a home occupation violation on October 6, 2020. Findings of
violation were issued in 2021 to the owners on February 16, April 13, June 8, June 23, June 24, and
July 1. Findings of violation were issued to Ohad Baruch on August 10, 2021 and August 17, 2021.
On October 5, 2021 a code compliance inspector observed multiple commercial vehicles with
AtticCrew on the side, construction materials stored outside, and insulation stored in the garage.
On -site visits, phone calls, and a -mails have not deterred the business activities at this location.
Tenants and the property owner both are responsible for code violations on the property. Ample
time has been given to find a suitable location for this business, and the violation continues.
Code Text: Renton Municipal Code requires each business enterprise at each location to have a valid City of
Renton business license. A review of the city records by the business license accountant indicates
your business is operating in a residential zone and is not complying with the Home Occupation
Business License standards.
Corrective Action: Apply for a home occupation business license to continue operating this business as office space
only. There may be no outside indication other than a 2' x 2' sign attached to the house that there is
a business operating at this location.

Good Morning,
I will take another look at the property this week. I sent a notice to the property owners about running a business out of this
location after your initial request. I inspected the property again and the insulation that was stored on the front porch was gone
and there were no trucks present.

I'm glad we're not the only ones complaining. Their biz trucks slam their box truck roll up doors and hydraulic lifts when dropped
also slam when dropped. The back up signals are also loud. Our bedroom faces this business so we can hear and see these
activities. It's not right.

I have an open code case 20-000483. 1 spoke with the owner of the business at the end of November and was told that the
business activities would stop. I inspected the following week and did not observe materials or an indication that the business
continued to operate. At that time I thought the issue was resolved.
After receiving this complaint I inspected the property and agree that the business activities are continuing. The next step for
code compliance is to issue a finding of violation.

and going each day, each with slamming roll up doors and back up signals. The employees leave trash in the parking strip in front of the
house and police have been called for excessive after work parties, which might be not be a related issue, but it is an outcome of this
illegal activity. dditionally, the home is being used as a warehouse with insulation stacked on the porch, in the garage and in the back
yard. We have reported this issue to code enforcement mfor months, s have our neighbors. Whatever fines are being issued are clearly
not a deterrent and are likely bjust ritten off as ausiness expense.s As a resident of Renton, and also a municipal employee, 'd like to
know for what reason we enact city codes if they are not enforced? We would like this noisy, code violating business in our
neighborhood to be vacated mmediately.

The City has created a code case (CODE20-000483) for this issue. Code compliance is working to resolve the business activities. For
noise complaints contact the Renton Police Department when the noise is occurring.
I contacted the owner of the property and the manager for Attic Crew. I was told that a storage unit would be rented to store
insulation until the commercial property was ready. When I inspected this morning at approximately 6:30AM there were two box
trucks at this location. In the past I observed four box trucks. This seems to be consistent with the company finding a storage unit.
Compliance action will continue until the property comes into compliance with the home occupation code or all the business
activities cease.

this house. The neighbors report that trucks are being loaded and unloaded in the morning
and the evening. Enclosed is RMC 4-9-090 Home Occupations. You must attain a home
occupation license and comply with the enclosed regulations.

Code Text: Renton Municipal Code requires each business enterprise at each location to have a valid
City of Renton business license. A review of the city records by the business license
accountant indicates your business is operating in a residential zone and is not complying
with the Home Occupation Business License standards.
Corrective Action: Apply for a home occupation business license to continue operating this business as office
space only. There may be no outside indication other than a 2' x 2' sign attached to the
house that there is a business operating at this location.
