Multi-Family Property Tax Exemption (Exemption): Amend the code to extend the sunset date to December 31, 2024. Consistent with state legislative changes, add a twelve-year extension for existing Exemptions, add a twenty- year Exemption for permanently affordable homeownership, and add household size as a reporting requirement. 2. Waived Fees for Affordable Housing: Amend the code to extend the sunset date to December 31, 2024. 3. Rental Registration Program (RRP): Amend the code to clarify annual requirements. Clarify appeal processes and cases in which a certificate of inspection is required. Incorporate language around protections for good faith complaints from retaliation. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. See also https://cutt.ly/iR96z25 PROJECT DESCRIPTION: 2021 Docket #16, Group C items: Extending Waived Fees Incentive: RMC 4- 1-210 relates to the waiver of certain development and mitigation fees. The City is proceeding with an ordinance to amend Subsection 4-1-210.b and 4-1-210.c of the Renton Municipal Code, by extending the waiver of certain development and mitigation fees. The current waiver of certain development and mitigation fees is set to sunset on December 31, 2021. The intent of the ordinance is to extend the provision of this incentive until December 31, 2024. MFTE - Amendments: RMC 4-1-220 relates to the Multi-Family Property Tax Exemption (MFTE) program. The City is proceeding with an ordinance to amend this section of the code by extending the multi -family housing property tax exemption; to allow extended property tax exemptions under certain conditions; to allow exemptions for up to twenty years for permanently affordable homeownership; and to make technical changes, consistent with Chapter 84.14 of the Revised Code of Washington as amended. Rental Registration Program Amendments: The City of Renton is considering an ordinance to incorporate administrative changes to the Rental Registration Program (RMC 4 -5-125) into our code to clarify annual registration requirements for landlords. The ordinance also formalizes a code interpretation established in February to clarify when the program required a Certificate of Inspection. Per WAC197-11-340(2)(c) any person, affected tribe, or agency may submit comments to the City within fourteen days of the date of issuance of the DNS.
