Council President Perry explained Center that Councilman Stredicke and he had tried to convince the Renton School Board to change their priorities, but they insisted on keeping their priorities. Perry moved, seconded by Bruce, that two items be placed on the November ballot and that they be referred to the Ways and Means Committee and Bond Counsel for preparation of proper legislation: (1 ) A General Obligation Bond for $800,000 for the purpose of construction and furnishing of a Senior Citizen' s Center (with funds also to be eligible for use to purchase any land that may be required) (2) An Advisory Ballot to the City Council if Proposition #1 is not acceptable should the City Council raise the Utility Tax by 1% for the purpose of repayment of Councilmanic Bonds for the purpose of land acquisition, construction and furnishing the Senior Citizen' s Center. The right-of-way proposed for vacation is a stub-end street extending from S.W. 16th St. to I-405 and the Board reported no objections to the vacation as this is an unimproved and unused portion of right-of-way which dead-ends at I-405 and is not an essential part of the City's traffic circulation plan. Hough, State Legislative Director of United Trans- Train Service portation Union, urged the members of the C ity Council to write to their congressional delegation on the proposal of train officials in Washington, D.C. to drastically reduce passenger train service, speci - fically affecting Trains 7 and 8 and `.' and 10 which run between Seattle and Chicago on different routes . Proposed Letter from City Clerk Mead reported letter of intent to annex Annexation properties to the City was filed; that state law requires a minimum J&F Investment of 10% of the assessed valuation be represented, The Planning Dept. Heather Dowrs has certified the document has signatures representing 100% of the Area assessed valuation and is valid; that the annexation is contiguous to the Heather Downs area on Union Ave. NE. The letter further states that the Planning Dept. reports purpose of annexation is to obtain basic services, especially sanitary sewers in order to develop a subdivision, that the property owners have expressed interest in parti- cipating in the Heather Downs sewers. The letter recommended 6/27/77 meeting with property owners- to determine whether to accept the letter of intent, require adoption of Comprehensive Plan, zoning, pre-existing bonded indebtedness and authorize circulation of the 75% petition.
