The following briefly describes the application and the necessary Public Approvals. See also https://cutt.ly/ZUmdIQI PROJECT DESCRIPTION: Major modification to an approved site plan. The applicant is requesting Administrative Site Plan Review and Environmental Threshold Determination (SEPA) to modify the approval of LUA18- 000619 - Chik-Fil-A to modify the parking area and drive-thru stacking lanes. The number of stalls would increase from 42 onsite and five (5) offsite parking stalls, located at 361 Rainier Ave S, to 58 onsite stalls with the five (5) offsite st alls located at 361 Rainier Ave S; the stacking lanes would be expanded to accommodate 29 vehicles, up from 15. Associated site improvements include modification of stormwater infrastructure, additional landscaping and pedestrian improvements. The existing vacant building (former Firestone building) would be demolished while the existing Chik-Fil- A building would remain as-is. The subject property is comprised of two (2) lots totaling 1.28 acres (55,977 square feet) and is located in the Commercial Mixed Use Comprehensive Plan land use designation and the Commercial Arterial (CA) zoning classification with the Urban Design District D overlay design. Vehicle access would be provided via a relocated driveway on Rainier Ave S with a new internal parking lot connection to the O’Reilley Autoparts to the north; the existing access easement into the abutting Renton Center Shopping Center will remain as -is. All existing vegetation is proposed to be retained with vegetation in conflict with newly proposed development areas are proposed to be transplanted. The City’s mapping system indicates the site is within a High Seismic Hazard Area and Downtown Wellhead Protection Area. DATE OF APPLICATION: December 5, 2021 NOTICE OF COMPLETE APPLICATION: December 28, 2021 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance- Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14- day appeal period will follow the issuance of the DNS-M. Check box to receive via US Mail  Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC Title 4 Development Regulations and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. Compliance with the recommendations of the geotechnical report to mitigate seismic induced settlement. 2. An Inadvertent Discoveries Plan and on-site professional archeologist to monitor all ground disturbing activities and provide the opportunity for Concerned Tribes to have a tribal monitor on-site.
