At the completion of the project, the access points will be tilled to loosen compressed soils, and the site replanted with native trees and shrubs. 5. Grading work within wetland areas should be completed during the summer months (Itdy through mid -October) when conditions will be dry and work can be completed with minimum disturbance to underlying soils. 6. To minimise damage to soils, a tracked backhoe will be used to grade the new wetlane areas. 7. Wetland soils removed during grading will be stored on site for return during final grating. 8. Mitigation areas will be over -excavated by at least one foot. Final grade will be achieved by returning stored wetland soils and the addition of suitable organic topsoils or wetland soils. 9. Upon completion of the grading work, a report will be prepared documenting as -built condtions. Contingency plans If it becomes apparent from the monitoring program that the mitigation objectives are no: being met, a joint determination by the project applicant, the wetland biologist, and the City of Renton will be made to implement a contingency plan. The contingency plan can include measures such as replacing plants that have not survived and removing competing weedy species. Other measures to be considered in the event the mitigation objectives are not being met, can include redirecting storm runoff into the wetland or regrading and replanting. Planting Notes 1. Prior to beginning any work, a pre -construction meeting will be held for review of procedures, project scheduling and availability of plant materials. Representatives of the City of Renton, project owner, participating general and landscape contractors, and the wetland biologist will attend this meeting. Sheet No. 2 of 3 EXISTING SITE CONDITIONS Existing Site Conditions The subject property is located south of SE 128th Street and east of 148th Avenue SE, in Renton, Washington. The property is an irregularly shaped parcel of approximately 62.73 acres located north of SE 136th Street and between 148th Avenue SE and 152nd Avenue SE. The north edge of this parcel is irregular, with a portion extending as far as SE 128th Street. Small parcels adjacent to 128th Street SE are excluded. Most of the surrounding property is undeveloped, although there are existing residential subdivisions east and west of the property on SE 132nd Street and on SE 136th Street, southeast and southwest of the site. The site is currently undeveloped and is mostly covered by second- or third -growth mixed coniferous/broadleaf forest. Common tree species on the site include big -leaf maple (Ater macrophyllum), Douglas fir (Pseudotsuga menziesii), red alder (Alnus rubra), western red cedar (Thuja plicata), and black cottonwood (Populus trichocarpa), Dominant understory plant species includes vine maple (Ater circinatum), salmonberry (Rubus spectabilis), Himalayan blackberry (Rubus discolor), red elderberry (Sambucus racemosa), and sword fern (Polystichum munitum). Only one soil type, Alderwood gravelly sandy loam, is mapped on the property (King County Soil Survey, U. S. Soil Conservation Service, 1973). Alderwood soil is described as a moderately well drained soil formed under conifers in glacial deposits. It has a consolidated substratum at a depth of 24 to 40 inches. The Alderwood soil is not included on the National Technical Committee on Hydric Soils listing of hydri,, soils. Our observations of soil conditions on the upland portions of the property are generally consistent with the description for this soil type. Topographically, the property slopes from a high area at the northeast corner to a low area in the southwest comer. The northern portion of this parcel has some relief between low ridges and drainages, but the south and west areas are relatively flat. This parcel has several stream corridors and wetland areas, generally draining in a northeast to southwest direction. Wetland A and Unnamed Intermittent Stream Wetland A is a long narrow area of wetland conditions associated with an unnamed intermittent stream. The stream flows from the northeast comer of the subject property diagonally to the southwest comer. The area of Wetland A is approximately 74,825 square feet (1.72 acres). There was surface flow along the entire length of this channel during January. There was no surface flow in May, but there was a well-d:;fined channel with saturated soil throughout the corridor. The source of water in this stream appears to be surface water runoff from a fairly small drainage basin. West of the property, this stream flows into another intermittent stream on adjacent property, and then flows to the southeast. This stream flows into the Cedar River approximately one mile downstream from the property. Wetland conditions are present adjacent to the flowing channel for most of its length. Both sides of this stream corridor/wetland were flagged across the property. Soil samples in Wetland A were black (10 YR 2/1) with no mottles to dark brown (10 YR 3/3) with dark yellowish brown (10 YR 4/4) mottles. Within the stream channel, soils were very sandy and gravelly, and were bare or had some matted leaf debris. The soil in wetland areas adjacent to the stream channel had less sand and a higher organic content. Red alder (Alnus rubra), black cottonwood (Populus trichocerpa), and western red cedar dominate the vegetation along the stream corridor. The dominant shrub species include salmonberry, willows (Salix spp), and hardback spirea (Spirea douglasii). Dominant understory vegetation includes lady -fern (Athyrium filix femina) and creeping buttercup (Ranunculus repens), with some areas of slough sedge (Carex obnupta) and skunk cabbage (Lysichitum americanum). The slopes above the stream are dominated by big -leaf maple, red alder, salmonberry, Himalayan blackberry, red elderberry, Cascade Oregon grape (Berberis nervosa), and sword fern. This area satisfies the criteria for designation as wetland based on hydrophytic vegetation, hydric soils, and inundated or satur;,,ted conditions. Using the classification system developed by the U.S. Fish and Wildlife Service (USFWS, December 1979, Classification of Wetlands and Deepwater Habitats of the United States), this wetland is predominantly a palustrine forested wetland, dominated by broad-leaved deciduous vegetation (PF01). The flowing channel would be an intermittent, riverine streambed with a sandy bottom (R4SB4). This corridor is not shown in the King County Sensitive Areas Atlas or on the National Wetlands Inventory map (Renton quadrangle, USFWS,1987). It is our interpretation of the City of Renton regulations (Section 4-32-3-D) that the wetland associated with this stream corridor is a Category 2 wetland. It is greater than 2,200 square feet in area, it is at the headwaters of an intermittent stream, and is dominated by a for: sted vegetation class with minimal disturbance. Proposed Development and Impacts It is proposed to develop the property for construction of a residential subdivision, as shown on the project plans prepared by _°odds Engineers, Inc A network of new public streets will provide access to the residential lots. One access point to the development is located on 152nd Avenue SE at SE 132nd Street at the eastern edge of the property. The other access point is to SE 128th Street via new construction on 148t1; Avenue SE. SE 132nd Street will be a new arterial across the property to connect with existing streets. Wetland Impacts The proposed site development plan is designed to avoid impacts to wetland and buffers wherever possible, and to minimize impacts that are unavoidable. Wetlands F, G, and H, are isolated, unregulated wetlands, and are proposed to be filled for construction of the project. No other wetlands will be directly impacted for construction of residential building lots. Construction of the new street network will require five wetland and/or stream crossings. One crossing will be located on the narrow intermittent stream between Wetlands B and C. Crossings will be required on Wetlands A and B to allow SE 132nd Street to cross the property. The west end of Wetland E will be impacted by construction of 148th Avenue SE. Another crossing over Wetland A will be required to provide access to the southern portion of the site. Where possible, these crossings have been located at narrow parts of the wetlands to minimize impacts. The total area of these impacts is approximately 10,150 square feet. The road system for the proposed residential subdivision has been designed to minimize the extent of the wetland impacts and to satisfy requirements for providing public right-of-way access to adjoining properties. It is not feasible to provide access across the property from east to west and north to south without crossing the linear wetland areas on the property. There is no alternative road design which would further minimize wetland impacts and would provide a satisfactory traffic pattern within the project boundaries and which matches existing public rights -of -way. WETLAND MITIGATION PLAN Goals and Objectives Terra Associates, Inc. prepared a Conceptual Wetland Mitigation Plan dated July 20, 1999 for the Maplewood project in Renton, Washington. This final Wetland Creation and Mitigation Plan is based on the Conceptual Wetland Mitigation Plan. The primary goal of this Wetland Creation and Mitigation Plan is to mitigate for the loss of wetland form and function due to project related street construction. The entire area being graded for the purpose of wetland creation will be revegetated using native wetland plants. Buffer areas disturbed will be revegetated using native upland plants. The objectives of this Wetland Creation and Mitigation plan are to create two new areas of wetland to mitigate for the loss of 10,150 square feet of wetland due to project related street construction. Because the wetlands are classified by the City of Renton as forested Class 2 wetlands, the required mitigation ratio (wetlands mitigated : wetlands impacted) is 3: 1. Wetland Mitigation Concept The area of direct wetland impact related to street construction is approximately 10,150 square feet combined. Because these are forested Class 2 wetlands, the City of Renton requires a 3:1 mitigation ratio (created wetland vs. impacted wetland) (Section 4-32-6.C.3). With this mitigation ratio, approximately 30,450 square feet of wetland mitigation area must be provided. The total area available for wetland creation is approximately 36,119 square feet in two areas adjacent to Wetland A. The smaller of these areas (14,093 square feet) is at a relatively wide part of the wetland, upstream from a road crossing. This area is currently dominated by a dense thicket of Indian plum and salmonberry, with only three large alders and one cottonwood A small ridge on the southwest edge of this area supports several large Douglas firs and western hemlocks that should be preserved. The larger area (22,022 square feet) is on the northwest side of Wetland A near the center of the property. This area is dominated by red alder, vine maple, Indian plum, salmonberry, and sword fern. Ten large alders and two medium western hemlocks are within this area, The areas proposed for wetland mitigation will be planted with a variety of native tree, shrub, and emergent species adapted to the expected hydrologic conditions. Species to be planted include black cottonwood, Douglas fir, western hemlock (Tsuga heterophylla), western red -cedar, black hawthorn (Crataegus douglash), Pacific willow (Salix lasiandra), red -osier dogwood (Cornus stolonifera), salmonberry, willows, snowberry (Symphoricarpos albus), and slough sedge. It is anticipated that other species, including red alder, black cottonwood, and hardback spirea, will become established in these areas by natural propagation. Buffer areas that are disturbed during construction or mitigation activities will be replanted with native species tolerant of drier conditions. Species to be used in the buffers include western hemlock, Douglas fir, black hawthorn, and serviceberry (Amelanchier alnifolia). Wetland Hydrology In their present configuration, the site wetlands are hydrologically supported by the near -surface perched water table. They have a seasonal hydroperiod with some standing water present to depths of about 12-inches. During the winter and early spring seasons, there is some surface flow moving through the wetlands. Surface water slowly dissipates during the spring and early summer. Soils remain wet within the wetland: during the summer and fall, but no surface water is present and soils are not saturated. Recharge of the wetlands begins with the rains in late October. The created wetland mitigation areas will be designed to mimic the natural wetland hydroperiod. Shallow excavation will allow overflow- of surface water from the existing wetland into the created wetland areas. Roof and footing drains from adjacent lots can be directed into the preserved wetlands to supplement natural flows. The hydrologic regime design goal for the created wetland areas is to maintain saturated soil conditions to within a minimum of 12-inches of the surface across the limits of the created wetland area through early April. This hydrology condition satisfies the criteria for definition as a wetland and will be similar to the existing wetland hydrology. MONITORING PLAN Standards of Success The mitigation design objective will be considered to have been satisfied at the end of the five year monitoring period if it is demonstrated that there are native species growing over the mitigation area and that the habitat areas established meet the mitigation design goals and objectives. Invasive, non-native weedy species such as Scot's broom, Himalayan blackberry and reed canarygrass are not considered suitable species i:or inclusion in the mitigation area. The percent aerial cover by these species will not be greater than 10 percent at the end of the monitoring ;)eriod. A determination of the success in achieving the mitigation goals and objectives will be based on the following standards: 1. A minimum of 80 percent average native vegetative cover of trees and shrubs throughout the mitigation areas. Plant species composition shall meet the intent of the mitigation goals. 2. One hundred percent survival of planted shrubs at the end of the first year. Any plant materials that have not survived shall be replaced during the first year. 3. Eighty percent survival of planted trees and shrubs at the end of the five year monitoring period. This survival rate is established as a L._..d and may be adjusted where natural regeneration and growth has resulted in minimum plant cover as defined in Item 1 above. Weedy and invasive species such as reed canarygrass and Himalayan blackberry will not be considered suitable substitutes for the planted species. 4. Less than ten -percent cover within the designated mitigation areas by invasive weedy species at the end of each growing season durin- .;e five-year monitoring period. 5. Existing Wetland Wetland Creation Area Wetland Mitigation Construction Aces Sampling Methods Vegetative cover will be sampled by measurements along 50-foot long permanently established transects. Data to be collected on these transects include surviving plant numbers and aerial coverage by species. These transects will be located to provide adequate sampling of the different vegetation zones in the mitigation area. A minimum of two transects will be established in the mitigation area. Permanent stakes will identify the end points of each transect. In addition to the sample transects, permanent photo points will be established from which the mitigation area can be photographed. These photos will provide a pictorial record of the development of the area over time and will be used to supplement the quantitative sample transects. Wetland hydrology will be monitored visually and in shallow post hole or soil auger excavations during each monitoring inspection. Monitoring Schedule The project biologist shall provide construction inspection services during implementation of the mitigation plan to ensure that mitigation design objectives are being met. It is important that wetland biologist provide observation and consultation services when work is underway within mitigation areas. This is to assure that mitigation design is being appropriately interpreted and to be available to provide consultation and make adjustments in the event changed conditions are encountered and to identify the specific limits of work. The project biologist shall be present during grading work within the mitigation areas and at the time of planting. An initial report describing the as -built conditions will be prepared for submittal to the City of Renton, when construction work has been completed. This report will be prepared upon completion of the plantings for the project and will identify the work completed and document the baseline conditions for defining the success of the project in subsequent monitoring reports. Following completion of the project and acceptance of the plantings, the mitigation area will be monitored on the following schedule. 1. 30 days after completion 2. During the month of April of the first year after installation of the plant materials. 3. During June or July of the second year after installation. 4. Final inspection of the mitigation project five years after the mitigation plantings were installed and accepted as complete. 5. Hydrologic monitoring of the mitigation areas will be done twice between mid March and early April during the each of the five years of the monitoring period. The wetland biologist will monitor the project on the above schedule and prepare written reports addressing wetland hydrology, the survivability and growth of plant materials, as well as any recommendations for maintenance or remediation. These reports will be submitted to the City of Renton within two weeks of completing each monitoring visit. The wetland biologist will prepare a final report at the end of the five-year monitoring period to be submitted within thirty days of completing the final mitigation inspection. This report will address the success of the project in meeting the project objectives. Contingency Plans If it becomes apparent from the monitoring program that the mitigation objectives are not being met, a joint determination by the project applicant, the wetland biologist, and the City of Renton will be made to implement a contingency plan. The contingency plan can include measures such as replacing plants that have not survived and removing competing weedy species. Other measures to be considered in the event the mitigation objectives are not being met, can include redirecting storm runoff into the wetland or regrading and replanting. The property is an irregularly shaped parcel of approximately 62.73 awes located north of SE 136th Street and between 148th Avenue SE and 152nd Avenue SE. The north edge of this parcel is irregular, with a portion extending as far as SE 128th Street. Small parcels adjacent to 128th Street SE are excluded. Most of the surrounding property is undeveloped, although there are existing residential subdivisions east and west of the property on SE 132ad Street and on SE 136th Street, southeast and southwest of the site. The site is currently undeveloped and is mostly covered by second- or third -growth mixed coniferous/broadleaf forest. Common tree species on the site include big -leaf maple (Ater macrophyllum), Douglas fir (Pseudotsuga menziesh), red alder (Alnus rubra), western red cedar (Thuja plicatd,M, and black cottonwood (Populus trichocarpa). Dominant understory plant species includes vine maple (Acer circinatum), salmonberry (Rubes spectabilis), Himalayan blackberry (Rubus discolor), red elderberry (Sambueus racemosa), and sword fem (Potystichum munitum). Only one soil type, Alderwood gravelly sandy loam, is mapped on the property (King Comity Soil Survey, U. S Soil Conservation Sa vice,1973). Alderwood soil is described as a moderately well drained soil formed under conifers in glacial deposits. It has a consolidated substratum at a depth of 24 to 40 inches. The Alderwood soil is not included on the National Technical Committee on Hydric Soils listing of hydric soils. Our observations of soil conditions on the upland portions of the property are generally consistent with the description for this soil type. Topographically, the property slopes from a high area at the northeast comer to a low area in the southwest coma. The northern portion of this parcel has some relief between low ridges and drainages, but the south and west area are relatively flat. This parcel has several, stream corridor, and wetland areas, generally draining in a northeast to southwest direction. Wetland A and Unnamed Intermittent Stream Wetland A is a long narrow area of wetland conditions associated with an unnamed intermittent stream. The stream flows from the northeast coma of the subject property diagonally to the southwest comer. The area of Wetland A is approximately 74,825 square feet (1.72 acres). There was surface flow along the entire length of this channel during January. There was no surface flow in May, but there was a well-defined channel with saturated soil throughout the corridor. Tire source of water in this stream appears to be surface water runoff from a fairly small drainage basin. Nest of the property, this stream flows into another intermittent stream on adjacent property, and then flows to the southeast This stream flows into the Cedar River approximately one mile downstream from the property. Wetland conditions are present adjacent to the flowing channel for most of its length. Both sides of this stream conidor/wedand were flagged across the property. Soil samples in Wetland A were black (10 YR 2/1) with no mottles to dark brown (10 YR 313) with dark yellowish brown (10 YR 4/4) mottles. Within the stream channel, soils were very sandy and gravelly, and were bare or had some matted leaf debris. The soilin wetland areas aoijacait to the stream channel had less sand and a higher organic content. Red alder (Alnus rubra), black cottonwood (Populur trichocarpa), and western prod cedar dominate the vegetation along the stream corridor. The dominant shrub species include salmonberry, willows (Salix spp), and hardhack s�irea (Spirea douglasit). Dominant understory vegetation includes lady-fem (Athyrium frlix jvnina) and creeping buttercup (Ranunculus rgmns), with some area of slough sedge (Carex obnupta) and skunk cabbage (Lysichitum amalcansan). The slopes above the stream are dominated by big -leaf maple, red alder, salmonberry, Himalayan blackberry, red elderberry, Cascade Oregon grape (Berberis nervosa), and sword fern This area satisfies the criteria for designation as wetland based on hydrophytic vegetation, hydric soils, and inundated or saturated conditions. Using the classification system developed by the U.S. Fish and Wildlife Service (USFWS, December 1979, Classification of Wetlands and Deepwate- Habitat/ of the United States), this wetland is predominantly a palustrine forested wetland, dominated by broad-leaved deciduous vegetation (PFOI). The flowing channel would be an intermittent, riverine streambed with a .>andy bottom (R4SB4). This corridor is not shown in the King Coumc Sensitive Areas Atlas or on the National Wetlands Inventory map (Renton quadrangle, USFWS,1987). It is our interpretation of the City of Renton regulations (Section 4-32-3-D) that the wetland associated with this stream corridor is a Category 7 wetland. It is greater than 2,200 square feet in area, it is at the headwaters of an intermittent stream, and is dominated by a forested vegetation glass with minimal disturbance. Posed Development and Impacts It is proposed to t.evelop the prj?erty for construction of a residential subdivision, as shown on the project plans prepared by Dodds Engineers, lac A network of new public streets will provide access to the residential loth. One access point to the development is located on 152nd Avenue S 71 at SE 132nd Street at the eastern edge of the property. The other access point is to SE 128th Street via new construction on 148th Avenue SE. S" 132nd Street will be a new arterial across the property to connect with existing streets. Wetland Impacts The proposed site development plan is designed to avoid impacts to wetland and buffers wherever possible, and to minimize impacts that are unavoidable. Wetlands F, G, and H, are isolated, unregulated wetlands, and are proposed to be filled for construction of the project. No other wetlands will be directly impacted for construction of residential building lots. Construction of the new street network will require five wetland and/or stream crossings. One crossing will be located on the narrow intermiv eat stream between Wetlands B and C. Crossings will be required on Wetlands A and B to allow SE 132nd Street to cross the property. The wesu cad of Wetland E will be impacted by construction of 148th Avenue SE. Another crossing over Weiland A will be required to provide access to the southern portion of the site. Where possible, these crossings have been located at narrow parts of the wetlands to minimize impacts. The total area of these impacts is approximately 10,150 square feet. The road system for the proposed residential subdivision has been dcsigned to minimize the extent of the wetland impacts and to satisfy requirements for providing public right-of-way access to adjoining properties. It is not feasible to provide access across the property from east to west and rarth to south without crossing the linear wetland areas on the property. There is no alternative road design which would further minimize wetland impacts and would provide a satisfactory traffic pattern within the project boundaries and which matches existing public rights -of -way. WETLAND MITIGATION PLAN Goals and Objectives Terra Associates, Inc. prepared a Conceptual Wetland Mitigation Plan dated July 20,1999 for the Maplewood project in Rento.-4 Washington This final Wetland Creation and Mitigation Plan is based on the Conceptual Wetland Mitigation Plan. The primary goal of this Wetland Creation and Mitigation Plan is to mitigate for the loss of wetland form and function due to project related street construction. The entire area being graded for the purpose of wetland creation will be revegetated using native wetland plants. Buffer area dii will be revegetated using native upland plants. The objectives of this Wetland Creation and Mitigation plan are to create two new area of wetland to mitigate for the loss of 10,150 square f, et of wetland due to project related street construction. Because the wetlands are classified by the City of Renton as forested Class 2 wetlands, the :rquired mitigation ratio (wetlands mitigated : wetlands impacted) is 3:1. Wetland Mitigation Concept The area of direct wetland impact related to street construction is approximately 10,150 square feet combined. Because these are forested Clcss 2 wetlands, the City of Renton requires a 3:1 mitigation ratio (created wetland vs. impacted wetland) (Section 4-32-6.C.3). With this mitigatio i ratio, approximately 30,450 square feet of wetland mitigation area must be provided The total area available for wetland creation is approximately 36,119 square feet in two areas adjacent to Wetland A. The smaller of these areas (14,093 square feet) is at a relatively wide part of the wetland, upstream from a road crossing. This area is currently dominated by a dense thicket of Indian plum and salmonberry, with only three large alders and one cottonwood. A small ridge on the southwest edge of this area supports several large Douglas firs and western hemlocks that should be preserved The larger area (22,022 square feet) is on the northwest side of Wetland A near the center of the property. This area is dominated by red alder, vine maple, Indian plum, salmonberry, and sword fern. Ten large alders and two medium western hemlocks are within this area. The areas proposed for wetland mitigation will be planted with a variety of native tree, shrub, and emergent species adapted to the expected hydrologic conditions. Species to be planted include black cottonwood, Douglas fir, western hemlock (Tsuga heterophylla), western red -cedar, black hawthorn (Crataegus douglasii), Pacific willow (Salix lasiandra), red -osier dogwood (Cornus stolonifera), Winonberry, willows, snowberry (Symphoricarpos albus), and slough sedge. It is anticipated that other species, including red alder, black cottonwood, and hardhack spirea, will become established in these area by natural propagation. Buffer areas that are disturbed during construction or mitigation activities will be replanted with native species tolerant of drier conditions. Species to be used in the buffers include western hemlock, Douglas fir, black hawthorn, and serviceberry (Amelanchier alnifolia). Wetland Hydrology In their present configuration, the site wetlands are hydrologically supported by the near -surface perched water table. They have a seasonal hydroperiod with some standing water present to depths of about 12-inches. During the winter and early spring seasons, there is some surface flow moving through the wetlands. Surface water slowly dissipates during the spring and early summer. Soils remain wet within the wetlands during the summer and fall, but no surface water is present and soils are not saturated. Recharge of the wetlands begins with the rains in late October. The created wetland mitigation areas will be designed to mimic the natural wetland hydroperiod. Shallow excavation will allow overflow of surface water from the existing wetland into the created wetland areas. Roof and footing drains from adjacent lots can be directed into the preserved wetlands to supplement natural flows. The hydrologic regime design goal for the created wetland areas is to maintain saturated soil conditions to within a minimum of 12-inches of the surface across the limits of the created wetland area through early April. This hydrology condition satisfies the criteria for definition as a weditrid and will be similar to the existing wetland hydrology. MONITORING PLAN Standards of Success The mitigation design objective will be considered to have been satisfied at the end of the five year monitoring period if it is demonstrated that there are native species growing over the mitigation area and that the habitat areas established meet the mitigation design goals and objectives. Invasive, non-native weedy species such as Scot's broom, Himalayan blackberry and reed canarygrass are not coasidered suitable species for inclusion in the mitigation area. The percent aerial cover by these species will not be greater than 10 percent at the end of the monitoring period A determination of the success in achieving the mitigation goals and objectives will be based on the following ►tandards: 1. A minimum of 80 percent average native vegetative cover of trees and shrubs throughout the mitigation areal. Plant species compoaicioa shall meet the intent of the mitigation goals. 2. One hundred percent survival of planted shrubs at the end of the first year. Any plant materials that have not survived shall be replaced di. ing the first year. 3. Eighty percent survival of planted trea and shrubs at the end of the five year monitoring period This survival rate is established as a goal and may be adjusted where natural regeneration and growth has resulted in minimum plant cover as defined in Item 1 above.
