On behalf of the applicant, Billy:McHales Corporation, you have:requested to deviate:from the
City's Parking and Loading Ordinance. The request is to exceed the maximum number of parking
stalls permitted for the site. The applicant would, like to provide 52 parking spaces-6 over the . • ;:

The subject project includes a proposal to perform tenant improvements to an existing building, 'a_ _;.
former Burger King fast food restaurant, and create a dine-in restaurant called Jack'n Jo's Beach
Bar & Grill. The proposal includes the addition of a vestibule to add a weather protected:
entryway, additional:landscaping, elihiination of the drive through window, as well as•the
modification of the parking.layout. The drive-through aisle formerly used by the Burger•King fast ,
food restaurant will not be utilized by the proposed dine-in restaurant. ..Rather, the.applicant is.
proposing to make use of the area by placing additional parking stalls in this drive-through area.
The spaces will meet the required lengths and widths for parallel stalls and the aisle will maintain ,
its one-way circulation pattern at an appropriate width of 10 feet for one-way traffic with an exit :
onto Hardie Avenue SW. .
The Parking and Loading Ordinance specifies a requirement of 1 parking space per 100 square
feet of floor area dedicated to restaurant use. The proposed restaurant is 4,640 square feet in
size—requiring a total of 46 spaces for the site. Section 4-148 of the Code states that "in
determining parking requirements, when a single number of parking.spaces is required by this
Code, then that number of spaces is to be interpreted as the general number of parking spaces
required, representing both the minimum and the maximum number'of spaces to be provided for
that land use." - .

• On October 8, 1998, the project received Administrative Site Plan Approval subject to conditions.. ,."
The decision requires as a Condition of Approval that "The applicant shall successfully obtain a
modification 'from the parking standards from the Administrator of the.Planning/Building/Public,
Works Department...lf the modification is.denied, the applicant shall submit a revised site plan .
showing a maximum of:46 parking stalls as required per code. The revised site plan is subject'to .
the review and approval of the Development Services Division prior to the issuance of building
permits.!"
The site plan submitted with the project application shows a width of 9 feet for the parallel:stalls
proposed in the former drive-through aisle lane and only provides two ADA accessible stalls: •
where three are required. If the modification request for additional'parking spaces is'approved, ,
the sitelplan-will need to be revised in order to provide a width of 10 feet as required per code,for'
parallel'stalls in addition to a third ADA parking stall. These revisions are required.as`.a;Condition
of'Approval in.the Administrative Site Plan report. •
Analysis ,
1:) 'Conforms to the intent and purpose of the Code.
WithoUti the additional parking spaces in the drive-through aisle, the site will meet the required `
number,of parking spaces specified in the code for restaurant. However, the.punter specified
in the code is a singular number-'-a range is not provided: (For example, office uses are allowed a ,
:,,minimum and a maximum,number:of parking spaces-per,code. Such a range allows specific
office uses to.provide the appropriate,number of spaces within that range to accommodate.the
needs of that use) :The site will provide the minimum parking required for-the use,, but is not
allowedi to exceed this number a modification to the code.
The applicant contends that the change.of use from a fast-food restaurant to a sit down"restaurant
will generate more visitors with;a longer average visit time--therefore,: additional :spaces :are. •
needed;to accommodate this;use on the site. The proposed use, as a 'sit down restaurant, will
actually generate a need for more parking on the site than.'a fast food restaurant with,a drive
through window. Based on:the ITE Parking Generation Manual, a quality restaurant has an
average-parking generation rate:of'12:49. A fast food restaurant with a drive through window
generates a parking rate of 9.95. Sy providing additional,spaces, the applicant is addressing the ,
intent and purpose of the parking ordinance-,to provide sufficient parking for the use of the site.

The applicant would like to utilize the space previously dedicated to the drive-through aisle: ,There ,
is no other potential use for this portion of the site other than,as additional landscaping. The.
addition of the requested parking spaces will not add any new impervious surface to the site and
will not create any impacts to traffic flow or circulation.
3.) !Will not create adverse impacts to other properties in the vicinity.
There will be no adverse impact to surrounding properties by creating additional parking stalls on
the south side of the site. The site is currently landscaped along the southern'boundary of the
property.
4.) !Will be made prior to detailed engineering and design.
The applicant ltas requested the parking modification with the application submittal for site plan
review. This stage of design development is prior to preparation of detailed engineering plans for

the site Any improvements to the parking area will be made after the appropriate permits have
been obtained and detailed engineering and design review has been conducted.
Decision:
The request to deviate from the City's Parking and Loading Ordinance by exceeding the maximum
number of parking stalls permitted.for the site of the proposed. Jack 'n Jo's Beach Bar &:Grill,
located'at 105 SW 7th Street by providing 52 parking spaces (6 over the maximum allowed by
Ordinance) is hereby approved.

Summartof Request
The applicant, Billy McHales Corporation, has requested to deviate from the City's Parking and

Summary of Request
1
The applicant, Billy McHales Corporation, has requested to deviate from the City's Parking and
Loading Ordinance. The request is to exceed the maximum number of parking stalls permitted for
the site. The applicant would like to provide 52 parking spaces--6 over the maximum number
allowed for a restaurant of this size. The applicant has made a request to deviate from the Parking
and Loading Ordinance in the project narrative included with the project application.
Section 4-14-1.C.1 a. allows the Administrator to grant modifications from the parking standards for
individual cases provided that the modification meets the following criteria:
1.) conforms to the intent and purpose of the Code;
2.) can be shown to be justified and required for the use and situation intended;
3.) will not create adverse impacts to other properties in the vicinity; and,
4.) will be made prior to detailed engineering and design.
Background
The subject project includes a proposal to perform tenant improvements to an existing building, a
former Burger King fast food restaurant, and create a dine-in restaurant called Jack'n Jo's Beach
Bar&Grill. The proposal includes the addition of a vestibule to add a weather protected entryway,
additional landscaping, elimination of the drive through window, as well as the modification of the
parking layout. The drive-through aisle formerly used by the Burger King fast food restaurant will
not be utilized by the proposed dine-in restaurant. Rather, the applicant is proposing to make use of
the area by placing additional parking stalls in this drive-through area. The spaces will meet the
required lengths and widths for parallel stalls and the aisle will maintain its one-way circulation
pattern at an appropriate width of 10 feet for one-way traffic with an exit onto Hardie Avenue SW.

On October 8, 1998,the project received Administrative Site Plan Approval subject to conditions.
The decision requires as a Condition of Approval that: "The applicant shall successfully obtain a
modification from the parking standards from the Administrator of the Planning/Building/Public Works
Department...lf the modification is denied, the applicant shall submit a revised site plan showing a
maximum of 46 parking stalls as required per code. The revised site plan is subject to the review
and approval of the Development Services Division prior to the issuance of building permits."
The site plan submitted with the project application shows a width of 9 feet for the parallel stalls
proposed in the former drive-through aisle lane and only provides two ADA accessible stalls where
three are required. If the modification request for additional parking spaces is approved,the site
plan will need to be revised in order to provide a width of 10 feet as required per code for parallel
stalls in addition to a third ADA parking stall. These revisions are required as a Condition of
Approval in the Administrative Site Plan report.
Analysis
1.) Conforms to the intent and purpose of the Code.
Without the additional parking spaces in the drive-through aisle,the site will meet the required
number ofl parking spaces specified in the code for a restaurant. However, the number specified in
the code is a singular number--a range is not provided. (For example, office uses are allowed a
minimum and a maximum number of parking spaces per code. Such a range allows specific office
uses to provide the appropriate number of spaces within that range to accommodate the needs of
that use.) The site will provide the minimum parking required for the use, but is not allowed to
exceed this number without a modification to the code.
The applicaant contends that the change of use from a fast-food restaurant to a sit down restaurant
will generate more visitors with a longer average visit time--therefore, additional spaces are needed
to accommodate this use on the site. The proposed use, as a sit down restaurant,will actually
generate a need for more parking on the site than a fast food restaurant with a drive through
window. Based on the ITE Parking Generation Manual, a quality restaurant has an average parking
generation; rate of 12.49. A fast food restaurant with a drive through window generates a parking
rate of 9.95. By providing additional spaces,the applicant is addressing the intent and purpose of
the parking ordinance--to provide sufficient parking for the use of the site.
2.) Can be shown to be justified and required for the use and situation intended.
The applicant would like to utilize the space previously dedicated to the drive-through aisle. There
is no other potential use for this portion of the site other than as additional landscaping. The
addition of'the requested parking spaces will not add any new impervious surface to the site and will
not create;any impacts to traffic flow or circulation.
3.) Will not create adverse impacts to other properties in the vicinity.
There will be no adverse impact to surrounding properties by creating additional parking stalls on
the south side of the site. The site is currently landscaped along the southern boundary of the
property.
4.) Will be made prior to detailed engineering and design.
The applicant has requested the parking modification with the application submittal for site plan
review. This stage of design development is prior to preparation of detailed engineering plans for
the site. Any improvements to the parking area will be made after the appropriate permits have
been obtained and detailed engineering and design review has been conducted.

PART ONE: PROJECT DESCRIPTION/BACKGROUND
The applicant, John Hoehl of the Billy McHales Corporation, is requesting Administrative Site Plan
approval and environmental review for a tenant improvement to an existing building. The building,
formerly a Burger King fast food restaurant, will be occupied by Jack in Jo's Beach Bar&Grill, a
casual, fish theme restaurant. The interior of the 4,540 square foot building will be remodeled and
the existing drive through window canopy will be removed. A 100 square foot weather vestibule
will be added to the north side of the building to serve as the main entrance to the restaurant. The
proposal also includes modifications to the exterior facades of the building, additional landscaping
to be installed, and a minor reconfiguration of the parking layout. The existing palm tree on site will
remain,.
As part of this application, the applicant is requesting a modification to the parking ordinance in
order to exceed the maximum number of parking spaces allowed for the site. The parking required
for a restaurant (at 1 space per 100 square feet of floor area) would be 46 spaces. The proposal is
for 52 1spaces, two of which are ADA accessible stalls--6 stalls over the maximum allowed.
There will be no new net impervious surface for the site and the existing storm water detention
system will be used. The existing surface water drainage system within the parking lot will remain
the same. Roof downspouts from the building will be connected to the drainage system. There will
be some increase in noise levels for the duration of project construction.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following project environmental review addresses only
those project impacts that are not adequately addressed under existing development standards
and environmental regulations.
A. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to
determine whether the applicant has adequately identified and addressed environmental
impacts anticipated to occur in conjunction with the proposed development. Staff reviewers
have identified that the proposal is likely to have the following probable impacts:
Analysis of the project does not reveal any impacts that require mitigation above and
beyond existing code.
B. Recommendation
Based on analysis of probable impacts from the proposal, staff recommend that the
Responsible Officials make the following Environmental Determination:

C. Consistency with Site Plan Criteria
1. GENERAL CRITERIA:
a. Conformance with the comprehensive plan, its elements and policies;
The site is designated Employment Area - Valley (EAV) on the Comprehensive Plan Map. The
EAV designation is intended to provide for a mixture of commercial, office and industrial uses. The
proposed development is consistent with this designation.
The proposal is consistent with the following Employment Area-Valley policy:
Policy LU-212.2 Compatible and related land uses should be encouraged to locate in
proximity to one another.
b. ; Conformance with existing land use regulations;
The s I subject site is located in the Commercial Arterial (CA) zone. The CA zone allows eating and
drinking establishments as a permitted use. Jack in Jos Beach Bar& Grill, a restaurant, falls within
this category.
The CA zone allows a maximum lot coverage of 65% and a maximum height of 50 feet. A
landscaped setback of 10 feet is also required in this zone. The existing development on the
subject site meets the height, lot coverage, and setback requirements of the CA zone. The
proposal includes additional landscaping (the existing palm tree will remain), modifications to the
building facades, and the addition of a new entryway vestibule--all of which comply with the
development standards of the zone.
The CA zone also requires a pedestrian connection from the street to the main entrance of the
building. The One of the entrance driveways is proposed to be removed and replaced with a
walkway and ADA accessible ramp to the modified entryway.
The required parking for the site is 46 spaces (1 space per 100 square feet of floor area at 4,640
square feet). The applicant is requesting a parking modification to allow 6 spaces over the
maximum allowed--for a total of 52 spaces on the site. Staff will recommend as a condition of
approval that the applicant successfully obtain a modification from the parking standards to exceed
the maximum number of spaces allowed on the site or revise the site plan to reflect a maximum of
46 parking stalls. If the additional spaces are permitted, the site plan will need to be revised to
show the required width of 10 feet for parallel stalls (currently the site plan shows 9 feet).
Furthermore, an additional ADA accessible stall will be required if the parking modification is
allowed (parking lots between 51 and 75 stalls require 3 accessible spaces--the site plan shows
two).
c. Mitigation of impacts to surrounding properties and uses;
The proposal would not adversely impact surrounding properties and uses. The subject site is
surrounded by developed commercial uses, such as restaurants, retail, and auto dealerships.
d. I Mitigation of impacts of the proposed site plan to the site;
The proposal is not expected to adversely impact the site. The site is fully developed, but is
currently vacant. Construction activities related to the proposed modifications to the site will be
required to utilize best management practices which will reduce potential impacts to the site.
e. Conservation of area-wide property values;
The proposal will allow a currently vacant building to be redeveloped and utilized. The
modifications to the site and future use as a restaurant will conserve property values in the vicinity.

f. Safety and efficiency of vehicle and pedestrian circulation;
Currently, there are two entrances to the site off of Hardie Avenue SW and one entrance off of SW
7th Street. The proposal will eliminate the southern entrance off of Hardie and will replace it with a
pedestrian walkway connection and ADA accessible ramp. The existing parking lot has the
appropriate aisle widths and backout distances required. The proposed modifications to the site
will not create any adverse conditions for the safety and efficiency of vehicle and pedestrian
circulation.
g. Provision of adequate light and air;
The proposed development will allow adequate light and air circulation to the existing building and
the site.
h. Mitigation of noise, odors and other harmful or unhealthy conditions;
The subject site is fully developed, but is currently vacant. Noise and odor impacts in the vicinity
will not have a significant increase due to the proposed development. The proposal is not
expected to create any harmful or unhealthy conditions. Noise, dust, and odors which may result
from the temporary construction on the site will be mitigated by the construction mitigation plan.
i. Availability of public services and facilities to accommodate the proposed use;and
The subject site is adequately served by public services and facilities.
j. Prevention of neighborhood deterioration and blight.
No deterioration or blight is expected to occur as a result of the proposal.
In reviewing the proposal with respect to the site Plan Approval Criteria set forth in Section 4-31-
33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental
Reviewers and Divisional Reviewers:

LOCATION OF PROPOSAL: 105 SW 7th Street
The Site' Plan for Jack in Jo's Beach Bar& Grill, File No. LUA-98-139, SA-A, ECF, is
approved subject to the following conditions.
CONDITIONS:
1. The applicant shall successfully obtain a modification from the parking standards from the
Administrator of the Planning/Building/Public Works Department. The modification request
is to exceed the maximum number of parking spaces allowed on the site.
If the; modification is approved, the applicant shall submit a revised site plan showing the
required width of 10 feet for parallel stalls and an,additional ADA accessible stall--for a total
of three provided for the site. The revised site plan is subject to the review and approval of
the Development Services Division prior to the issuance of building permits.
If the, modification is denied, the applicant shall submit a revised site plan showing a
maximum of 46 parking stalls as required per code. The revised site plan is subject to the
review and approval of the Development Services Division prior to the issuance of building
permits.
The applicant shall comply with the requirements of the adopted sign code--only one
freestanding sign is permitted per street frontage and must be located on the subject
property.
2. The applicant shall retain the existing palm tree located on the eastern boundary of the
site.

The Site Plan for Jack `n Jo's Beach Bar&Grill, File No. LUA-98-139, SA-A, ECF, is
approved subject to the following conditions.
CONDITIONS:
1. The applicant shall successfully obtain a modification from the parking standards from the
Administrator of the Planning/Building/Public Works Department. The modification request
is to!exceed the maximumnumber of parking spaces allowed on the site.
If the modification is approved, the applicant shall submit a revised site plan showing the
required width of 10 feet for parallel stalls and an additional ADA accessible stall--for a total
of three provided for the site. The revised site plan is subject to the review and approval of
- the Development Services Division prior to the issuance of building permits.
If the modification is denied, the applicant shall submit a revised site plan showing a
maximum of 46 parking stalls as required per code. The revised site plan is subject to the
review and approval of the Development Services Division prior to the issuance of building
permits.
The applicant shall comply with the requirements of the adopted sign code--only one
freestanding sign is permitted per street frontage and must be located on the subject
property.
2. . The applicant shall retain the existing palm tree located on the eastern boundary of the

PROJECT NARRATIVE

The project address is located at 105 SW Street in Renton, Washington. It will be
�
located',in the former Burger King building which is approximately 5,500 square feet.
The current site is not functioning as a business while the proposed restaurant drawings
are being developed. The site is void of any special ground features.
It is our intention to remodel the one existing structure and add an entry vestibule on the
north side for our main entrance. The name of the new restaurant will be JACK AN'
JO's BEACH BAR AND GRILL. This will be a casual, theme fish concept reminiscent
of many coastal fish restaurants throughout the southeast.
We wish to note that the project will incorporate the use of weathered materials, in the
form of logs, heavy ropes, planking, siding and galvanized metals to help capture the
theme of this concept.
Landscaping will play a major role in helping us to achieve a"coastal" feel. We will
maintain the existing palm trees on the east side of the building and add native grass and
small shrubs accented by colored flood lights.
The maximum height will be 20'-0" at the added entry vestibule. The site will have 52
parking stalls with adjacent parking available. We have included handicap van and car
parking'per ADA.

STATEMENT OF NO NEW NET IMPERVIOUS SURFACE
The subject site is an existing Burger King restaurant site that has recently
been permanently closed. The site is at the southwest corner of the
intersection of Hardie Ave. SW and SW 7th St. The proposed new
restaurant will utilize the building shell from the Burger King with very little
changes to the shell. The existing parking lot will primarily stay the same
as it was for the Burger King. One of the driveways will be converted to
handicap parking with some.additional landscaping. A small portion of
the existing paved area will be converted to landscaping and a small
`portion of the existing landscaping will be converted into parking.
The total site area is 39,750 SF. The existing impervious surface is 30,694 SF.
The proposed impervious surface will be 30, 609 SF; for a net decrease in
impervious surface of 85 SF.
The existing surface water drainage system within the parking lot will
remain the same. If necessary, additional catch basins will be added to
low areas and connected to an existing catch basin. The roof
downspouts from the building will be connected to the drainage system.
No new street frontage improvements are expected, except for the
reconstruction of the portion of the sidewalk where the driveway is being
removed.

The following comments on development and permitting issues are based on the pre-application
submittals made to the City of Renton by the applicant. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official decision
makers;(e.g. Hearing Examiner, Boards of Adjustment,Board of Public Works and City Council).
Review'comments may also need to be revised based on site planning and other design changes
required by the City or made by the applicant.
WATER
1. There is an existing 12-inch diameter water line in SW 7th Street and in Hardie Av S. The
derated fire flow in the vicinity is modeled at between 5000 and 5500 gpm with a static
pressure of approximately 70 psi. There are at least four fire hydrants in the vicinity that
may be counted towards the fire protection of this project, but are subject to verification for
being within 300 feet of the nearest corner of the building.
2. The Water System Development Charge would only be triggered if a larger or additional
water meter is installed. The redevelopment credits would apply. There is an existing 1-inch
domestic meter and a 1-inch irrigation meter on the site.
SANITARY SEWER
1. There is an existing 8-inch diameter line in the frontage along Hardie Av S.
2. The Sanitary Sewer SDC is triggered and will be assessed only if an additional or larger water
meter is installed. The redevelopment credit would apply.
3. Location and size of any grease interceptor existing or proposed to serve the restaurant must
be shown to be adequate for the fixture count and food preparation type.
SURFACE WATER
1. No additional impervious surface and no change to the existing system is anticipated by the
plans submitted. A limited report/letter verifying no net change to the existing impervious and
no apparent existing problems is required. No retention/detention calculation are required for
this project.
2. The Surface Water SDC is assessed based on the total new impervious surface square footage
as(reflected in the final design. The charge is determined by multiplying the new gross square
footage by$0.129. No fee is anticipated.

TRANSPORTATION
1. The traffic mitigation fee shall be assessed only if additional trips are generated. Credit for
the',previous use will most likely result in no fee for the restaurant.
2. Full street improvements including, but not limited to paving, sidewalks, curb &gutter, street
signs and street lights are required if not already in place. Any substandard or damaged
facilities shall be required to be brought to city standard.
3. All new wire utilities shall be installed underground per the City of Renton Undergrounding
Ordinance. If three or more poles are required to be moved by the development design, all
existing overhead utilities shall be placed underground.
4. There is no objection to closing one driveway. If possible, the city would prefer closing the
driveway on Hardie closest to SW 7th Street as it does not meet minimum set back from the
intersection.
PLAN REVIEW
1. All plans shall conform to the Renton Drafting Standards which are attached for reference.
Also attached for general information are a fee reference sheet and the King County Storm
Water standards as adopted by the City of Renton.
2. A construction permit is required for the sidewalk and driveway construction. This may be
issued over the counter, or concurrently with the building permit. When plans are complete
two copies of the drawings, two copies of the drainage letter, a construction estimate and
application fee shall be submitted at the sixth floor counter at city hall. A fee worksheet is
attached for your use, but prior to preparing a check it is recommended to call 425-430;-7266
for,a fee estimate as generated by the permit system.

SUBJECT: Pre-Application Comments for Jack and Jo's Beach Bar and Grill
General. We have completed a preliminary review of the pre-application materials for the above-
referenced development proposal. The following comments on development and permitting issues are
based on the pre-application submittals made to the City of Renton by the applicant. The applicant is
cautioned that information contained in this summary may be subject to modification and/or
concurrence by official decision makers (e.g.,Hearing Examiner,Zoning Administrator,Board of
Adjustment,Board of Public Works, and City Council). Review comments may also need to be
revised based on site planning and other design changes required by City staff or made by the
applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal
Code.
As we understand your proposal,you intend to convert an existing fast food restaurant into a dine-in
restaurant. The project would primarily be a tenant-improvement,but would add a 96 square foot
vestibule and canopy. An existing canopy and drive-up window would be eliminated. Some of the
existing parking would be reconfigured, and additional landscaping would be installed.
Zoning. The project site is zoned Commercial Arterial (CA). Eating and drinking establishments are
permitted in the CA Zone.
Development Standards. In the CA Zone,for new development,minimum setbacks of 10 feet are
required,no rear and sideyard setbacks are required. Heights are limited to 50 feet. Lot coverage is
limited to 65%. Lots abutting public streets shall have a minimum landscaping strip of 10 feet, unless
reduced through the site plan review process. All landscaping must be irrigated with underground
sprinklers. The proposal is essentially a tenant improvement, and meets setback and height standards.
A pedestrian connection is required from a public entrance to the street unless the reviewing official
determines that the requirement would unduly endanger the pedestrian. Garbage, refuse and recycling
areas or dumpsters must be screened on three sides (except access points). Any roof or surface
mounted equipment must be screened from view. A lighting plan should be provided with the site plan
approval application package, if enough is known about the exterior lighting. A sign plan should also
be provided for review. Separate sign permits are required.

Environmental Review (SEPA). The proposal would be subject to environmental review since the
total area of the proposal,that is, existing development plus the addition,would be greater than 41,000
square feet.: Environmental review could also be triggered through a change of use or addition/paving
of area for 20 or more parking stalls. Expected mitigation measures would be payment of a fire
mitigation fee for the new construction($0.52/square foot), and payment of a transportation mitigation
fee($75 for each new average weekday trip) if applicable.
Site Plan Approval. The proposal would be subject to Administrative Site Plan Approval. Issues
addressed during Site Plan Approval include the arrangement of project elements including buildings,
provision of adequate parking and pedestrian 1access,landscaping, lighting and signs.
Parking and Loading. For the restaurant, one parking space for each 100 square feet of gross floor
area is required. For the purpose of calculating required parking,gross floor area shall be defined as
the main areas of the building that are occupied. It does not include accessory areas ordinarily used
by the occupant such as rest rooms, stairs, shafts,wall thickness, corridors, lobbies and mechanical
rooms.
For an approximate 4,600 s.f. restaurant the required parking would be 46 spaces (before accessory
areas are deducted). If the parking lot is greater than 10,000 s.f. in size,then a minimum of 5%of the
interior of the parking lot would need to be landscaped in a manner that diminishes the barren
appearance;of the parking lot. Minimum width for landscaping planting beds in parking areas is;5
feet.
Timing. The combined administrative site plan approval process and environmental review take$
approximately 6 to 8 weeks to complete,provided no additional information is requested and no j
appeals are filed.
