The existing wooden bulkhead has decayed allowing erosion. The applicant proposes to replace it with 75 linear feet of vinyl sheet piling. The,sheet piling would penetrate approximately 4 feet into the lake bottom and protrude approximately 2 to 2.5 feet above the water level. The applicant has selected vinyl sheet piling material because of its durability, light weight, and ease and minimal impact for installation. The pieces may be manually carried into place and driven without the use of heavy equipment. The applicant also proposes installation of a new bulkhead, 50 feet of rock "riprap" along the shoreline. This bulkhead would be approximately 5 feet in total height, with 2.5 feet below the water surface and 2.5 feet of riprap above the water level. The applicant is proposing to construct the bulkheads landward of the ordinary high water mark (OHWM). The existing wooden bulkhead has decayed allowing erosion. The applicant proposes to replace it with 75 linear feet of vinyl sheet piling. The sheet piling would penetrate approximately 4 feet into the lake bottom and protrude approximately 2 to 2.5 feet above the water level. The applicant has selected vinyl sheet piling material because of its durability, light weight, and ease and minimal impact for installation. Earth Impacts: The applicant would grade back some of the existing shoreline in order to install the proper slope of the riprap bulkhead. The quantity of grading was not provided by the applicant. Water Impacts: The proposed bulkheads would be constructed along the shoreline of Lake Washington. Bulkheads common to single family residences are exempt from requirements for a Shoreline Substantial Development Permit. The proposal will require a Shoreline Exemption Permit. The applicant is proposing to construct both of the bulkheads landward of the ordinary high water mark (OHWM). The toe of the riprap bulkhead would be placed landward of the existing shoreline. The vinyl sheet piling would be constructed in place of the existing decaying bulkhead. Therefore, the proposal would not result in lakeward encroachment. Mitigation Measures: No further mitigation is recommended. Nexus: NA 3. Wildlife Impacts: The subject site is located on Lake Washington and shorelines near the site are migration routes for many fish species, most notably Puget Sound wild chinook salmon, which are proposed for listing as a threatened species. Sockeye and coho salmon and steelhead, rainbow, and cutthroat trout also migrate along the shorelines, and sockeye salmon spawn along shorelines near the site. Construction activity could have a temporary impact on areas used for feeding and/or spawning. The Department of Fish and Wildlife will likely restrict the construction times to non-critical periods, as a condition of a Hydraulic Permit Approval (HPA). The proposed bulkheads would not result in direct adverse impacts to the fish migration routes or spawning. The Renton Shoreline Master Program includes under general design requirements that rock riprap design is preferred for bulkheads because the cracks and openings afford more suitable habitats for aquatic life. The applicant proposes to replace the existing decaying bulkhead with vinyl sheet piling which may not provide as good habitat opportunities as rock riprap bulkheads. The applicant will be required to receive a Hydraulic Permit Approval (HPA) issued by the Washington State Department of Fish and Wildlife. Construction materials and details will be evaluated required under the HPA permit and conditions may be issued to minimize impacts and optimize opportunities for fish habitat and fishery resources with the HPA. Other comments may be offered if the project progresses. Although not appropriately noted in the proponent's environmental checklist, a Hydraulic Project Approval(RCW 75.20, WAC 220-110)to be issued by WDFW, will be required for the project. Also absent from the checklist was any information about fish life on or near the site. These omissions indicate to WDFW that a high risk of poor project performance, including the lack of proper protection of fish life, exists. The site is a migration route for many fish species, most notably Puget Sound wild chinook salmon,which are proposed for listing as a threatened species. Sockeye and coho salmon and steelhead,rainbow, and cutthroat trout also migrate along the shoreline here, and sockeye salmon spawn along the shorelines near the site. The plans and specifications should be developed relative to the ordinary high water line (OHWL). The drawings should accurately depict existing conditions including all prominent natural features and manmade improvements in the water and on the bank in the immediate vicinity of the project area. Although the OHWL was not referenced in the plans,the cross sections for the proposed rock bulkhead showed lakeward encroachment. WAC 220-110-223 requires that the toe of the bulkhead shall be placed landward of the OHWL. There was not sufficient detail for the proposed sheetpile bulkhead to evaluate possible lakeward encroachment. The proponent has not taken the time to properly fill out the checklist with even the most basic information required to evaluate the impacts of the proposed project. Based upon the above, WDFW requests that the proposed determination be withdrawn and resubmitted after the appropriate information has been obtained by the proponent and included in the review packet. Otherwise, WDFW believes that more than a moderate probability of significant environmental impacts exists for this proposal, and an environmental impact statement should be prepared for it. Renton. This property abuts to Lake Washington and the current 2 ft. high wooden bulkhead has decayed,allowing erosion of the neighbor's yard. I propose to remove the existing decayed bulkhead material and replace it with 75 ft. of shore guard vinyl sheet piling series 300 with 3 to 4 ft. penetration and protrude approx. 2 -2.5 ft above the water level. This type of bulkhead was chosen because of its superior qualities of durability, lightweightness and minimizing the environmental impact upon installation. (The pieces can be manually carried into place and driven without the use of heavy equipment.) The corrosive nature of the soil,consisting mostly of brown silt and peat, deterred the use of steel. North-South Area: To provide suitable habitats for aquatic wildlife and not detract from the aesthetic qualities of the shoreline,I propose a bulkhead of "rock riprap"design adjacent and perpendicular to the above mentioned bulkhead. This bulkhead would be approx. 50 ft. long and also 2 -2.5 ft. high. Assuming water depth to be 2.5 ft. +2.5 ft. high riprap above water level, resulting in 5 ft. high X 50 ft. long X 1.5 ft thick= 14 cu. yds. of rock. The site property consists of 16820 sq. ft.,is virtually flat,and is zoned R-8. The property to the north is occupied by a.Single Family Residence and the lot to the south is currently vacant. The proposed use of the property is SFR with no off site improvements. The total construction cost of the bulkhead is estimated to be$8,100 and should begin Nov. 1998 and be completed in 3 weeks.
