The following briefly describes the application and the necessary Public Approvals. See also https://cutt.ly/zIol8ay PROJECT DESCRIPTION: The applicant is requesting master site plan, Hearing Examiner site plan, shoreline substantial development, SEPA environmental review, and a street modification for a proposed mixed use development located at the former Pan Abode site at 4350 Lake Washington Blvd N (APN 3224059049). The subject property is approximately 7.76 gross acres and is located within the Commercial-Office-Residential (COR) zoning designation, Urban Design District C, and regulated shoreline jurisdiction. The site is mostly impervious surfaces and was initially developed with five (5) light industrial buildings along with several smaller structures. Three (3) of the industrial buildings have since been demolished. A stormwater pond exists in the southwestern corner of the site to collect and treat stormwater runoff. The applicant is proposing to construct three (3) four-story apartment buildings providing 385 residential units of studio, one, and two bedroom configurations where each of the proposed buildings would wrap around at-grade courtyard(s). The residential density of the proposal would result in approximately 50 dwelling units per net acre. In addition, the redevelopment would include approximately 1,550 square feet of retail space and a combination of 186 surface parking stalls and 218 ground level parking within the buildings. The proposal would be constructed in three (3) phases. Each phase would include the construction of one of the three proposed buildings – Phase 1 would include the construction of Building 2 (located in the southwest corner), Phase 2 would include the construction of Building 1 (located in the northern portion), and Phase 3 would include the construction of Building 3 (located in the southeastern corner). Primary access to the mixed use development would be provided by a new roundabout constructed off Lake Washington Blvd N at N 43rd St. The site generally slopes from north and east to the southwest. Grading would include 2,880 cubic yards of cut and 4,335 cubic yards of fill from an approved source. A permanent sidewalk and slope easement would be provided over a fifteen-foot (15’) portion of the property’s frontage along the northwest side for future WSDOT improvements. A portion of the Residential Development would occur within the 200-foot shoreline zone of May Creek. Six (6) significant trees are proposed to be retained onsite. The City’s mapping system has identified the subject property is within the Shoreline High-Intensity May Creek Reach B designation, Flood Hazard Area, and Seismic Hazard Area. Studies submitted with the master application include transportation impact analysis, arborist report, geotechnical report, preliminary technical information report, critical areas report, stream study, wetland assessment, flood hazard data, and habitat data report. DATE OF APPLICATION: January 11, 2022 NOTICE OF COMPLETE APPLICATION: January 13, 2022 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance- Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14- day appeal period will follow the issuance of the DNS-M. NOTICE PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review, Master Site Plan Review, Hearing Examiner Site Plan Review, Shoreline Substantial Development Review, and a Street Modification Review OTHER PERMITS WHICH MAY BE REQUIRED: Building Permit, Construction Permit, Fire Permit, and Sign Permit REQUESTED STUDIES: Arborist's Report, Critical Areas Report, Drainage Report, Flood Hazard Data, Geotechnical Report, Habitat Data Report, Stream Study, Traffic Impact Analysis, and Wetland Assesment PUBLIC HEARING: Per the Governor's Emergency Proclamation 20-28, the City of Renton is prohibited from holding an in-person meeting at this time. Therefore, a virtual/telephonic public hearing is tentatively scheduled for March 15, 2022 at 11:00 am before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Office Residential (COR) on the City of Renton Comprehensive Land Use Map and Commercial Office Residential (COR) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC Title IV - Chapters 2, 3, 4, 6, 8, and 9 and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. The project construction shall comply with the recommendations found in the submitted Geotechnical Engineering Design Study, prepared by Hart Crowser, a division of Haley & Aldrich, dated May 20, 2021, and future addenda. 2. The applicant shall create a public outreach plan in coordination with City of Renton to communicate with road users, the general public, area residences, local businesses, and appropriate public entities about project information; road conditions in the work zone area; and the safety and mobility effects of the work zone. The public outreach plan shall be submitted to, and approved by, the Current Planning Project Manager prior to engineering permit approval. Comments on the above application must be submitted in writing by 5:00 PM on February 11, 2022.
