The following briefly describes the application and the necessary Public Approvals. A Notice of Application was issued for the proposal on June 3, 2021 and included review of an Administrative Conditional Use Permit and a Modification, in addition to Environmental (SEPA) Review. Per RMC 4-9-200, Site Plan review is required for this proposal and was not included on the previous notice due to an administrative error. In addition, per RMC 4-9-200.D, a public hearing before the Hearing Examiner is required for projects involving a structure over four (4) stories or 60-feet tall. The applicant has chosen to withdraw the modification request associated with the initial application submittal. See also https://cutt.ly/enxtebg PROJECT DESCRIPTION: The applicant, Crown Castle (on behalf of AT&T), is requesting a Hearing Examiner Conditional Use Permit and Site Plan Review in order to construct a stealth Wireless Communication Facility (WCF) at 2902 NE 12th St (7227802040). The subject site is 61,133 sq. ft. (1.4 acres) in size and is located in the Residential 14 du/ac (R-14) zoning district and Residential High Density (RHD) Comprehensive Plan Land Use Designation. The property is owned by the Renton Housing Authority. A Conditional Use Permit was approved in April 2018 to allow RHA to operate the Sunset Multi-Service and Career Development Center on the site (LUA18-000127). The applicant is proposing a 99.1-foot tall ‘faux tree” WCF. The WCF, classified as a ‘stealth’ tower, would be designed to visually mimic an coniferous tree. The purpose of the new facility is to replace a monopole WCF previously located on an adjacent site. The total lease area, approximately 2500 sq. ft., would be located to the north of the existing building. Maintenance access to the site is proposed via an existing public alley that connects the site to Harrington Ave NE. A gated entrance on the north side of the site provides access to the alley. No critical areas are mapped on the project site according to COR Maps. The applicant has proposed the removal of six (6) out of 48 total trees on the site. The proposal includes 1,996 sq. ft. of new or replaced impervious surface. The applicant submitted a geotechnical report, drainage report, and environmental checklist with the application. The Environmental Review Committee issued a Determination of Non- Significant – Mitigated on July 12, 2021 with one (1) mitigation measure. Check box to receive via US Mail Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2-110; RMC 4- 4-140; RMC 4-9-070 and other applicable codes and regulations as appropriate. Mitigation Measures: 1. The applicant shall improve the portion of the public alley (APN 7227802041) extending north from the project site with a length of approximately 250 feet per the City of Renton street standards contained in RMC 4-6-060. The final design and extent of the alley improvements shall be reviewed and approved by the Public Works Plan Reviewer at the time for Civil Construction Permit review. PUBLIC HEARING: City Facilities are currently closed due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05 therefore, a virtual/telephonic public hearing is tentatively scheduled for February 22, 2022 at 11:00am before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option.
