Gentlemen:
At the regular meeting of Planning Commission on September 25, 1957, the report of
the special committee studying the rezoning and street vacation petition of the
Western Bowlers, Inc. was read. The report was as follows:
"The special committee during the past three weeks have investigated this
site and the petition and hereby reports as follows:
First of all, relative to street vacation, it is the opinion of all members
of the committee that both streets should be vacated, 91st Avenue South run-
ning north and south and 127th Street running east & west. It would not be
feasible to develop either of these two streets due to the topography of the
ground. 127th Street follows part of a deep canyon and would come to a dead
end on 91st South (or 90th South) . 91st Avenue South also runs into a canyon
and would not serve any real purpose. In checking with theEngineering Dept.
we also find that they concur inour findings.
Regarding the application on extended zoning, we want to point out that
Rainier Avenue has been zoned (Business) for a considerable length of time
and the applicant is asking that the depth be increased approximately 100 ft.
Our Committee has checked the building site in relation to the overall plat
and find the nearest housing is approximately 200 ft. away. It appears to us
that the building would hardly be seen from the residential area as it would
be low, almost level with the highway with trees on the back of the property
to remain there as a background.
The Committee has checked on present alleys now operated by the applicant
and others and find no objections as far as noise is concerned as the buildings
are sound proofed.
The plan as presented we believe represents good sound planning. It calls for
ingress and egress not only from Rainier Avenue, but from the rear on 90th South.
Therefore it is the recommendation of this committee that we recommend to the
City Council the vacation of 127th Street and also 91st Avenue South. It is
also the recommendation of this committee that the B-1 zoning on this tract
of ground be extended back approximately 100 ft. beyond 91st Ave. South."

A resolution was made and unanimously passed that we concur in the recommendations
of the committee and so inform the City Council.
The hearing on the petition was held at this meeting and there were people in the
audience opposing and supporting the rezoning. A petition was presented signed
by approximately 50 people in opposition to the petition.

To the Honorable Mayor and
Members of the Renton City Council.
Gentlemen:
The migration of population and industry Northwestward
is stimulating a great deal of interest in King County of which
we are a part , and we of the chamber, are constantly on the
alert seeking new business and industry for our area.
In these abnormal times it takes real confidence in a
community to merit building new commercial structures and we
believe the administration should do everything in its power
to assist prospective business ventures to establish themselves
in our city.
Tonight you have before you for consideration, an appli-
cation for the vacation of a certain street requested by Fasso
and Cole ; and the Presbyterian Church as fee owners , which if not
approved by this council means the loss of a business that would
add to the employment and payrolls of our city.
Certainly we cannot afford to lose this business of
approximately $4002000. which is a considerable increase to
our assessed property tax value ; the tax on the alleys them-
selves and increase the revenue from our present B & 0 tax.
All this when we are faced with the biggest budget in our
history due to increasing costs of the citys operations.
So2 after careful consideration by our board of Directors
at their regular meeting held today, it was their unanimous decision
that we go on record as supporting the conclusions reached and
the recommendations made by your planning commission in support of
the applicants above mentioned , and that you be so advised.

MINUTES Sept. 25, 1957
Mombors Present: Chairman Jim Donzor, John Swanson, Ed. Swanson, Lewis Perettt,
John Austin, Chas. McGarriglc, Alden See, Irks, Busch, Mike Lotto,
Jerry Cordell, and Pete Myers.
Planning Director -Don Huciblc, and -V alt Will of the Engineering
Dept. were also present.
1. Minutes of the previous meeting wore read and approved.
2. The hearing was opened on the rezoning and street vacation petition of the
Western Bowlers Inc. A petition was presented and read- opposing the rezoning
of this area. It was signed by 50 persons. Chairman Denzcr called for the
the report of Mike Lotto 's committee which had boon studying this rezoning
petition. Ho submitted the following report in behalf of his committee.
" The Report on the Application of Western Bowlers for vacation of streets
and extension of business, zoning."
"The special Committee during the past three weeks have investigated this site
and the petition and hereby reports as follows:

the committee that both streets should be vacated, 91st Avenue South running
north & south and 127th Street running east & west. It would not be feasible

Minutes -2- Sept. 25, 1957
The chairman opened the meeting for comments from the audience. The preident
of the Western Bowlers, Inc. made some comments on the proposed building and
answered some of the points of objections to the rezoning. There were approx-
imately 18 other persons from the audience who spoke against the rezoning. There
chief objections were:
a. Increase in traffic on the streets near there homes which would
endanger the children of the area.
b. The increase 14 noise which would results from cars starting, honking,
and squealing all hours of the night.
c. The decrease in property values of property in the residential area
which would result from the proposed bowling alley.
d. It will spoil the value of the residential area as a preferential
housing w residential development.
There were about 8 to 10 in the audience who spoke in favor of the rezoning.
After further discussion and answering of questions, a motion was made by
Alden See, seconded by Jerry Cordell; that we concur in the recommendations
of tho Committee. A roll call vote was taken as follows: J. Swanson-yes,
E.S-;ranson-yes, L.Perotti-yes, Austin-yes, HcGarrigle-yos, Soo-yes, Lotto-yes,
Busch-yes, Cordell-yes, Myers-yes. The motion unanimously carried.
2. John Austin asked and 'Was granted more time for his committee to study the
variance petition of the Renton Clinic. Don Humble explained that since there
petition was filed they now have arranged for a lease of the land along the
railroad for parking, and that it had boon signed by the local railroad
representative and had been sent to there Chicago offices for confirmation.
Ho further stated that Df. Evoy would lease the lot he acquired for use as
parking area.

3. Don Humble explained the problems involved in the street development on
Mr. Shares project in Earlington. He further stated that the rezoning ordinance
which rezoned this property to R-3 did not carry any restrictions covering
the street development.
Mr. Peretti submitted the following report from his committee, which had been
appointed to study this problem with power to act.
" REPORT OF TBE C0 T/IITTEE ON SHANE R-3 DEVELOPMENT."
"Ordinance ?t 1611 passed by the City Council May 21, 1957 • t.hich rezoned
certain properties owned by Charles Shane from R-1 to R-3 provided that said
rezoning was '.... limited and restricted to multiple unit dwellings as per
plans submitted, unless otherwise authorized by the Planning Commission and
the City Council,..... ' The plans submitted with the request for rezoning
show only one building. The undersigned committee was appointed to investigate
a second building proposed in the R-3 zoning with power to act. The
Committee did investigate and had questions relative to the proposed building
because (1) no adequate plot plan had boon submitted to the Planning
Commission, (2) the set-back of the proposed building from the highway seemed
inadequate, and (3) the provision for parking space -seemed inadequate.
Because of these questions the Committee did not exercise its perogative to
recommend approval of the construction of the second building.
The Committee is now informed that a permit for the construction of the
second building on the R-3 zoned area has boon issued without approval of
the Committee." Signed Peretti, Busch.

A motion was made by Lewis Perotti, that wo recommend that the City Attorney
that a "stop-work" bo issued to Mr. Shane !s building until it is approved
by the planning commission. Motion was lost for want of a second. John Swanson
suggested that a committee moot with the City Attorney to work out propor
procedures of handling the planning commission matters with roferonco oo the
City Engineering,Dopt., City Building Dept, and City Council. The Chairman
will act as Chairman of this Committee and asked that members volunteer to servo
with him on this committee.
4e Don Humble presented a petition for rezoning from P-1 to H-1 tho property north
of the Renton High School Stadium. The petition was prosented by tho Boeing
Airplane Co. This the property they are now using for parking. A motion was
made by John Swanson, seconded by Alden See; That a Hearing be called for the
mooting of Oct. 3, 1957
Motion Carried.
5. A petition for the annoxation of property between 84th & 87th, South of So. 124th
was read. It had been submitted by Wallin & Edwards. After discussion, a
motion was made by Lewis Porotti, seconded by Alden See; that they should seek
to square off tho lines of the property for annexation by obtaining the additional
property nemessary in the annexation petition.
Motion carried.
