LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD
REGULAR MEETING
MINUTES
November 23, 2021 – 9:00 a.m.
Video Conference (Zoom meeting)
Attendees: Russ Olson, Valerie O’Halloran, Jim Phelan, Ed Prince, Wendy
Rittereiser, and Erika Eddins
Not in attendance: Jim Matthew, Alex Tuttle
CALL TO ORDER
Jim Phelan called the meeting to order at 09:01 a.m.
APPROVAL OF MINUTES
Ed Prince moved to approve the September 28, 2021, meeting minutes and
Valerie O’Halloran seconded. Motion carried.
Annual Election – The twenty-four (24) sealed ballots received for the Fire LEOFF
Board position were opened and tallied. Jim Matthew was re-elected to
represent the Fire and Emergency Services for the term 1/1/2022 – 12/31/2024.

NEW BUSINESS
Member #0545 – Staff seeking clarification on Board Secretary’s authority to
authorize payment up to $500: Wendy Rittereiser explained that a $75.00
charge was denied by HMA insurance for exceeding a benefit maximum
coverage limit and staff is seeking the Board’s direction, to ensure consistency
within Board rules, of allowing the Board Secretary to authorize payment for out
of plan exceptions on necessary medical services up to $500.00. The Board
confirmed this is their intention and this is the type of charge the Board
Secretary can approve within the parameters of medical necessity without Board
review and approval.
Wendy stated the Board will be kept informed whenever out of plan exceptions
under $500.00 occur and what action was taken.

COMMENTS & ANNOUNCEMENTS
Confirm date for December LEOFF Board Zoom meeting, scheduled for Tuesday,
December 21, 2021, at 09:00 a.m.: This date was confirmed.
Erika Eddins stated that at the January meeting the Board will elect the Member
at Large and Chairperson positions. Wendy Rittereiser proposed that at the same
meeting the Board appoint Erika Eddins as the Board Secretary. Wendy is
currently the Board Secretary however Erika has the knowledge and experience
for this appointment.
