The Contractor shall designate a person to be a TSEC Supervisor per Chapter 5 of the King County Surface Water Design Manual (11/94). The TSEC Supervisor shall be responsible for maintenance and review of TSEC measures and for compliance with all permit conditions relating to TSEC. The TSEC Supervisor must be available for rapid response to TSEC problems. The Contractor will provide the Public Works Inspector the name and phone number(s) to reach the TSEC Supervisor at all times. 11. Should TSEC measures not be property installed and maintained, the Owner may stop all work not pertaining to the correction of TSEC problems until TSEC is returned to the proper operation. The implementation of the TSEC Plan and the construction, maintenance, replacement, and upgrading of the TSEC facilities is the responsibility of the Contractor until all construction is completed and approved. 2. The boundaries of the construction limits shall be clearly flagged in the field prior to construction. No disturbance beyond the flagged limits are permitted but for installation of the check valves at pipe outfalls. 3. The TSEC facilities shown on this plan must be constructed in conjunction with all clearing and grading facilities and in such a manner as to ensure that sediment laden water does not enter the drainage system or violate applicable water standards. The TSEC facilities sho�,,Nn on this plan are the minimum requirements for anticipated site conditions. During the construction pariod, these facilities shall be upgraded as needed for unoxpected storm events. 4. The TSEC facilities shall be inspected daily by the Contractor and maintained as necessary to ensure their continued functioning. 5. The Contractor will adhere to applicable conditions in the Hydraulic Prujact Approval. 6. Any area stripped of vegetation where no further work is anticipated for a period of 15 days, shall be immediately stabilized using the approved TSEC methods (e.g. seeding, mulching, netting, erosion blankets, etc.) 7. Any area reeding TSEC measure not requiring immediate attention shall be addressed within 15 days. 8. All catch basins and conveyance lines shall be cleaned prior to paving. The cleaning operation shall not flush sediment laden water into the downstream system. 9. Where straw mulch for temporary erosion control is required, it shall be applied at a minimum thickness of two inches. I. ALL MATERIALS, WORKMANSHIP, AND CONSTRUCTION SHALL CONFORM TO TIIE PLANS AND THE 1998 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE, AND MUNICIPAL CONSTRUCTION. 2.
