BUDGET' COMMITTEE
MINORITY REPORT
December 5 , 1977
The following areas should be reviewed in terms of their
long-term consequences as budgetary policies :
1. $641,724 in revenue is expected as Federal Shared Re-
venue. All but approximately $15,000 of this has been
earmarked for salaries . Guidelines for use of these
funds caution against using these monies in such a way.
"Highest priority should be given to tax reductions fol-
lowed by capital construction and other nonrecurring
costs . Use of revenue sharing for continuing operation
projects should be discouraged. . . " (1977 Citizens ' Guide
to City Budgeting, Washington Research Council, pg. 9 ) .
What will be used to meet these salary expenses when
revenue sharing expires in 1980?
2. $710 ,404 of General Revenue is allocated to the Street
Fund. This figure is double that of the 1976 budget.
Many projects in this department could utilize l/2 gas
tax monies. But gas tax monies are used primarily for
new construction instead. This will increase the strain
on future budgets to pay even more for street maintenance,
presumably drawing more and more from general revenues ,
or worse, resulting in even less ability to adequately
maintain streets , particularly in residential areas .
Both of these areas require closer scrutiny by the Adminis-
tration and Council. They are questionable policies at best
and could force a future Council to make a choice between
drastic reduction in services or severe tax increases .
