LODGING TAX/TOURISM PROMOTION GRANT PROGRAM
APPLICATION CRITERIA
City of Renton
2022 Lodging Tax Grant Guidelines
The City of Renton is soliciting project proposals that support and encourage tourism, cultural
activities and tourism facilities in Renton, Washington. The funding source for projects awarded grant
funds is the City’s share of taxes collected on overnight stays (hotel/motel/lodging) within the
City of Renton.
State law limits the use of lodging tax funds. All applications must be for one of the following uses:
•Tourism marketing
•Marketing and operations of special events and festivals
•Operations of tourism-related facilities owned or operated by non-profit organizations
•Operations and capital expenditures of tourism-related facilities owned by municipalities or public
facilities districts only
For grant funding year 2021, the Renton City Council approved $314,000 in grants funded by lodging
taxes. As Lodging Tax funds vary from year to year, there is no guarantee of the total amount
awarded or if any grant awards will be made.
Grant Applications:
We now only accept an online application that is available on the VisitRentonWA.com/LTAC. No paper
forms will be accepted, and you must submit a separate application for each project/grant request. All
Applications must include:
•Estimates of how funding the activity will result in increases to people staying overnight,
traveling 50 miles or more, or coming from another state or country.
•How your project will
o generate economic benefit through overnight lodging, sale of meals and goods, and/or
construction of tourism-related facilities
o increase recognition of Renton throughout the region as a destination for tourism
o increase opportunities for tourism by developing new visitor activities
If you request it from them, local hoteliers will work with your organization to track information for your
event or project. If you need assistance, be sure to contact them prior to submission, as priority will be
given to those projects which encourage and track overnight stays.
Applications must be submitted no later than 4:30 p.m. (Pacific time) on Friday, October 22, 2021. No
applications will be accepted after this deadline. Any questions concerning the application process may be

~ Application Requirements & Instructions ~
General Information:
•All applications will be reviewed by the City’s Lodging Tax Advisory Committee for potential funding
recommendations.
•It is highly recommended that you present your proposal to the Lodging Tax Advisory Committee. We
will have new LTAC members who may not be familiar with your event. Presentations will be
November 10, 2021, beginning at 9am via Zoom. Staff will reach out to schedule time slots.
•Recommendations from the Committee will be presented for approval at the December 6, 2021
regularly scheduled City Council meeting (pending scheduling availability); grant recipients will be
notified within 30 days. A Funding Agreement will be sent to you by the end of December.
•You can upload any supporting materials online. Please limit your uploads to what is most relevant.
•Funds will be paid on a reimbursement basis only. Organizations must first incur the expenses and
then request reimbursement from the City on a specific reimbursement form that will be provided to
you.
If you received a grant in 2021 and your 2022 application is for the same event, you do not need to resubmit
these items:
o Your project summary
o your IRS or State of Washington non-profit certification letters
ALL Applicants must provide:
•Proof of liability insurance including $1,000,000/occurrence and $2,000,000/general aggregate.
The City reserves the right to waive this insurance requirement under certain circumstances. If
your organization is awarded a grant, your insurance certificate must name the City of Renton as
an “additional insured.” There are NO exceptions to this requirement. We expect organizations to
renew their insurance prior to their project.
•Active, non-expired City of Renton Business License. Information regarding acquiring a city
business license can be found at rentonwa.gov/business. Email: licensing@rentonwa.gov or by

COVID-19 CONSIDERATIONS:
(1) The total amount of funds to be allocated to this grant program have not yet been
determined. (2) Distribution of grant awards could be delayed or suspended if tourism
promotion and/or events are restricted due to state or local COVID-19 mandates.
SELECTION PROCESS
When the application solicitation period opens, City will employ every opportunity to inform potentially
eligible applicants of the funding process and its eligibility criteria. When the solicitation period closes, the
Lodging Tax Advisory Committee Chair or his/her designee will review applications for completeness and
eligibility. Applications will then be evaluated by the City’s Lodging Tax Advisory Committee, which will make
funding recommendations to the City Council. The Council will make the final decision on project approval
and funding levels. Staff will then consult with sponsors of approved projects to develop contracts and
scopes of work. When the sponsors and Mayor sign the contracts, staff will notify sponsors to proceed. It is
very important that applicants are aware of the following.
•All contracts are reimbursement-based, i.e. the sponsor must expend funds on approved items and then
seek reimbursement under terms of the governing contract.
•Costs incurred for an approved project, cannot be reimbursed until all contracts have been signed by all
interested parties including the city.
•The project approval process requires two key steps:
a) The Council’s approval of a spending plan, and
b)The execution of the contract by signature of the City.
Only after both steps are completed is a project sponsor authorized to begin incurring reimbursable costs.
Because of the limited amount of funding available to support assistance requests, proposals will be
evaluated on a competitive basis using the following criteria.
COMPETITIVE CRITERIA
Applications that meet the threshold criteria will be presented to the review panel for evaluation and scoring
based on the following criteria. The Lodging Tax Advisory Committee may recommend full, partial or no
funding for each project. The review panel will independently determine the level of funding for each
project based on each project’s individual merit and components. A maximum of 100 points can be awarded
in this area.
1.Project Impact. How will the City of Renton and/or the citizens be impacted by this project? 25 points
2.Clarity. Does the proposal clearly and concisely present a definite, well-described product for which the
City’s assistance is being sought? If appropriate to do so, does the proposal describe how the City -
supported product will be integrated into a larger effort (e.g., a brochure which promotes a cultural
event: does the proposal describe the brochure as well as summarizing the purpose and scope of the
event and the role the brochure will play in its success)? 20 points
3.Cost-effectiveness. Does the project propose an efficient, economical use of the City’s funds? 20 points
4.Degree of match. What is the proponent's percentage of matching resource? A match of at least 25% of
the total project value (City funds plus sponsor’s share) is required; a higher rate will improve a project's
stature accordingly. 10 points
5.Marketing. How will the proposed project be marketed and how will that marketing recognize the City’s
participation? 10 points
6.Innovation. Does the project represent an unusual approach, or does it move the City’s Hotel/Motel
program in a useful new direction? 10 points
7.Cooperative nature. What kind and degree of inter-organizational or inter-jurisdictional partnership
does the project exhibit? 5 points
BONUS POINTS
The City has an interest in spreading the impacts of tourism more evenly over the entire year, expanding
overnight stays, and in acting as a partner with other jurisdictions that collect their own Hotel/Motel funds.
Bonus points will be accorded to proposals that can convince the Lodging Tax Advisory Committee that, if
funded, the projects will advance these goals. A maximum of 20 additional points can be awarded in this area.
1. Off-season development. Will the project promote tourism development during the off-season
(September 1 through June 30)? 10 points
2. Overnight visitorship. Has the project convincingly established that it will attract overnight visitorship? If
so, does it quantify the anticipated stays and offer a credible method for corroborating the projections?

Project scope of work
IN ADDITION TO OUR STANDARD VISITORS CENTER APPROACH:
This past year we did a lot of transition from a heavily focusing on outside marketing approach to also incorporating an in-city
marketing approach (due to the pandemic and social safety. Focusing on encouraging our local residents to get out, support the
City, participate in small safe events, visit parks/businesses/hotels, utilizing hotels for "other" nontraditional purposes with markets,
day use for networking, events at the hotel for additional awareness and marketing, etc.) We will continue to utilize that in-city
marketing emphasis that we captured, but also capitalize on relationships we have in other states that have a demonstrated
propensity to travel to the Renton/Seattle area (ie California, Colorado, Texas, New Mexico).
One thing we have added to our approach is the allowance of the use of the Visitors Center for events, functions, markets and
activities. We have had a variety of organizations use the Visitors Center for their functions - drawing in visitors from all around
(birthday parties, book premieres, meetings, social gatherings, forums, markets, cultural activities, holiday events like Juneteenth
and more).

We have 6 ticketed events (maybe more) planned that will be putting a heavy emphasis on marketing outside of the immediate
area (outside of 50 miles) and will partner with the hotels to offer packages available to overnight with codes to capture data for
awareness. We will be working with partnering Chambers to promote each others events in our locales in order to drive additional
business into those cities for events and functions.
We are partnering with one of our members to bring in a national NBA supported event on workforce development, sports,
recruitment and hiring. This event will be HQ in Kent at the Showare Center and we hope to promote local Renton hotels in this
endeavor as Kent does not have the same variety of options Renton has.
We will also be implementing "Experience Renton" package that combines businesses, experiences in Renton and hotel stays
which promote our local goods and services (ie incentivizing those who stay in the hotel to disclose they are part of the package in
order to receive their "Local Makers" baskets of food, drinks, candy, swag, and other "Renton" materials).
We have a different "experience" package designed quarterly for visitors to experience what Renton has to offer during those
seasons (ie the changing of the colors in fall, the cherry blossoms in spring, the beautiful water & outdoor adventures in summer
and proximity to sports & activities in winter). We are working with our local businesses to help support this process and our
realtors as well - with realtors believing out of area visitors equate to potential new customers. :)
(Direct Count, Codes, Reservations, etc will be used for quantifying the same).
We are supporting the Urban Market and Rain City Catering to put on the Renton Night Market on Tuesday nights. The first event
is 12.14.21 and in 2022, they will be held every 2nd and 4th Tuesday. A night market draws a different crowd and we will be
marketing and promoting to other cities that have night markets (ie Portland, Vancouver, San Francisco, Kentucky) and partnering
with their market hosts to promote each others market events. In addition to the market we have beer garden, food trucks,
vendors and community involvement. We anticipate between 500 - 4000 guests at various markets and 25 markets from 21-22.
PLEASE NOTE - WE PLAN TO WORK WITH ALL OF THE HOTELS (so have checked all boxes) BUT THE LIST PROVIDED IS
NOT ACCURATE. SONESTA SELECT AND SONESTA SIMPLY SUITES HAVE REPLACED SPRINGHILL AND TOWNPLACE.
AS WELL, THERE IS DISCUSSION ECONO LODGE MIGHT BE ON THE MARKET.

2021 Renton Visitor Center Scope of Work and Budget

In moving forward this year, our emphasis is on “re-activating Renton.” This past year
we included in our “tourist marketing”, additional marketing within our local community
to get our residents out to safely experience Renton – with emphasis on our hospitality
industry for the sake of business, traffic, continued marketing, etc. This was in response
to an overall feeling of “local tourism” is critical to avoid community blight and continue
to support the industries in operations.
We will continue to work on reactivating through:
~ Web Presence ~ Our updated website continues to get hits and promotes Renton. It
has a RFP section and groups, as well as individuals, continue to utilize the same. We
have brought all posting in-house in real time and make constant improvements and
upgrades to the same - linking to our YouTube Channel and innovative ideas to catch
attention. Face Book, Instagram, Twitter will all be linked to our site with daily posting.
We plan on pushing this website out in different capacities as it is developed –
promoting not just our City of Renton but the tourism and business as well.

~ Visitor’s Guide ~ 30,000 guides are produced annually and distributed throughout
Renton (hotels, restaurants, medical centers, workplaces) and the Pacific Northwest and
mailed upon request in the USA and Internationally. The guide features Businesses,
Attractions, Activities, Events and general information about Renton to attract visitors.
The Guide is also on our website digitally. Every business is linked to their website or a
fact page. In 2021 we are going to work with our local marketing partners (RTC, RSD,
UW/Valley Medical, City of Renton) to put an emphasis on a branding and messaging
consistent and/or complimentary with their messaging and outreach. Promoting
Renton as a safe and welcoming space to experience and do business. This Visitors
Guide is being designed to have a pull-out map for the entire city of Renton as well.
~ Branding – we are excited to work with local vendors to “brand” Renton.
Merchandise, promotions, goods, activities, events, etc. We will be having a Chamber
presence at events and activities and bring that branding with us with opportunity for
purchase. This will not only promote “Renton” but our attractions and our businesses
as well.
~ Media Advertising/ Print Advertising/Editorial - We will continue to deepen our
relationship with the Puget Sound Business Journal and have established a new
approach with the News Tribune. With the absence of a local newspaper, we have
capitalized on promotions through Facebook and other Social Media sites. We will
continue our outreach to 425 Magazine, USA Today Travel Section, Seattle Times,
Northwest News, Washington Tourism.
We will utilize funds in creating printed materials to promote various events and
activities within the community including brochures printed with community event
calendars, promotional materials for the new “Renton Night Market” and other related
promotional support for events that will be held bimonthly, quarterly and annually
(dependent upon each event).
We will continue to work with our Marketing Group and Hospitality Group to promote
the same.
Total anticipated costs toward promotional advertising and branding: $25,000
~ Visitor’s center and Chamber Fulfillment - The Chamber facility serves as a Visitor’s
Center. We continue to meet with hotelliers to discuss ideas and how to better serve
them. We continue our work with other regional and national connections with other
visitors centers and chamber of commerces in effort to expand our outreach and
broadcast. We have travel agents who we are working with and will be participating
with travel shows in order to have a “Renton” presence for groups that are looking for
spots to bring their groups and travels. In addition to the various outreach, we have the
projected expenses as outlined in the LTAC application, for Operation of the Visitors
Center, to include (but not be limited to):
• Operation of the building/maintenance/staffing.
• Referring inquiries to businesses.
• Greeting and serving walk-in visitors.
• Maintaining and answering phones, online requests.
• Printing promotional material.
• Mailing information in response to requests.
• Responding to publicity and media leads.
• Distribution of advertising and promotional material.
• Participating in regional and state tourism activities.
• Maintenance of printed material on display to visitors.

City of Renton accepting applications for 2022 Tourism Promotion Grants
Deadline for applications is 4:30 p.m. on Friday, Oct. 22, 2021
RENTON, WA – Organizations with programs or activities that promote tourism in Renton can now
apply for Lodging Tax Grants for 2022.
Eligible events are not limited to within the Renton city limits. However, events must show measurable
drive-in tourism within the city limits. Organizations may apply for multiple events.
The grant application is online. Applications are due by 4:30 p.m. on Friday, Oct. 22, 2021.
Finalists will present their requests to the Lodging Tax Advisory Committee on Nov. 10 via Zoom. The
committee will make its final recommendations to Renton City Council in December.
The grants are funded by Washington state’s Hotel -Motel Tax, which is collected on all in-city lodging
stays of less than 30 days.

DEFINITION OF METHODOLOGY FOR QUESTIONS BELOW:
This methodology is defined by the Joint Legislative Audit and Review Committee and is used for reporting to
the Legislature about the use of lodging tax for each jurisdiction.
•Direct Count: Actual count of visitors using methods such as paid admissions or registrations, clicker
counts at entry points, vehicle counts or number of chairs filled. A direct count may also include
information collected directly from businesses, such as hotels, restaurants or tour guides likely to be
affected by an event.
•Indirect Count: Estimate based on information related to the number of visitors such as raffle tickets sold,
redeemed discount certificates, brochures handed out, police requirements for crowd control or visual
estimates.
•Representative Survey: Information collected directly from individual visitors / participants. A
representative survey is a highly structured data collection tool, based on a defined random sample of
participants, and the results can be reliably projected to the entire population attending an event and
includes margin of error and confidence level.
•Informal Survey: Information collected directly from individual visitors or participants in a non-random
manner that is not representative of all visitors or participants. Informal survey results cannot be projected
to the entire visitor population and provide a limited indicator of attendance because not all participants had
an equal chance of being included in the survey.
•Structured Estimate: Estimate produced by computing known information related to the event or location.
For example, one jurisdiction estimated attendance by dividing the square footage of the event area by the
international building code allowance for persons (3 sq. ft.).
