PROJECT DESCRIPTION: On July 14, 2020, the Seattle Seahawks received approval for a Tier 1 Temporary Use
Permit (TUP) for the Seattle Seahawks Covid Testing Site under LUA20-000164, TP located at 12 Seahawks Way
(Exhibit 2). On January 19, 2021, the City issued a permit extension beyond the one year with a final expiration
date of February 28, 2022 (Exhibit 3). Now the applicant is requesting approval to continue the use of the
Seattle Seahawks Covid Testing Site at the Virginia Mason Athletic Center (VMAC) - Seahawks Headquarters
(Seahawks Training Facility) by requesting approval of a new Tier 1 TUP for a Covid-19 testing site. The project
site would be located to the west of the existing Seahawks Training Facility in the existing gravel parking lot
(Exhibit 4). The temporary use would include a healthcare structure or mobile office healthcare trailer with
supporting equipment (Exhibits 5-11). The mobile trailer dimensions are 60-foot long (including the hitch) by
12-foot wide with an eight-foot (8’) ceiling height. The mobile trailer would be supported by a foundation,
fresh water tank, grey water tank, mobile generator, and a 520 gallon double-walled fuel tank to provide fuel
for the generator. The supporting equipment would be placed on the sides or ends of the trailer. The trailer
includes stairs and an ADA ramp at the front of the trailer that would be used by players, coaches, and
employees. No ground disturbances or other major site work is proposed with the temporary use.

The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions:

The site occupied by the temporary use shall be left free of debris, litter, or other evidence of the temporary
use upon completion of removal of the use, or when the operation of the use ceases to exist.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable
prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the
Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there
will be no further extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on March 8, 2022. Due
to the ongoing state of emergency enacted by Governor’s Proclamation 20 -05, the City Clerk’s Office is
working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays.
The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your
appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.
EXPIRATION: A Temporary Use Permit is valid for up to one (1) year from the effective date of the permit,
unless the Community & Economic Development Administrator or designee establishes a shorter time frame
or an applicant can request that a permit be valid beyond the one-year expiration, for up to five (5) years at
the time of application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to
permit expiration to the Department of Community & Economic Development Administrator.
