Box 97034 Bellevue, WA 98009-9734 PSE.com February 17, 2022 City of Renton Planning Division RE: Fence Height Variance Request for PSE Talbot Hill Substation Security Upgrades To Clark Close: PSE is requesting variance approval under RMC 4-9-250.B to replace the existing fence around Talbot Hill Substation with a taller fence of varying height as part of a security upgrade project. PSE’s Talbot Hill Substation project will be replacing existing obsolete, non-functional, security equipment with new physical security countermeasures to correct security deficiencies and assure the station is compliant with national physical security standards, including replacing the existing perimeter fence around the substation. The code limitation for fences located within residential zoning districts is 72” in height (RMC 4-4-040.D). To meet security standards PSE is requesting a fence variance to replace the existing 8’ fence by installing 10’ high fencing along the north and west side of the substation; 10’ to 12’ high fencing on the south side; and a 10 to 20’ high fence along the east side of the substation. The substation property is located at 2400 S Puget Dr (APNs 2023059003 and 2023059066) and is within the Residential-8 (R-8) zoning district. The subject site is approximately 2,195,584 square feet (50.4 acres) in size. The Talbot Hill Substation is located approximately 0.1 miles northwest of Puget Dr SE. Access is provided via a gravel roadway from Puget Dr SE. The proposed work will be coordinated with other planned outages on PSE’s electric system and civil work and fencing plans are anticipated to begin in 2022. There will be no tree removal associated with the fence replacement. According to City of Renton (COR) Maps, the site contains moderate coalmine hazards and moderate landslide hazards.
