Lopez,Dynatrol(Olympic Pipe Line) MINUTES 1. CALL TO ORDER: Chair Hanson called the meeting to order at 8:30 a.m. 2. APPROVAL OF MINUTES: Moved by Gerber, seconded by Meckling to approve meeting minutes of November 11 and 17, 1999. MOTION CARRIED. 3. REQUESTED ACTION: • UNDERGROUND VARIANCE, SIGNAL WIRE CONNECTION TO DYNAMTROL, (Olympic Pipe Line, applicant) Intersection of Lind Ave. S.W. - applicant requests an Underground Variance to the Underground Ordinance to allow Olympic Pipe Line Company to make a permanent repair to the underground cable/conduit. Action: Moved by Christensen, seconded by Meckling to grant a variance for a 12-month period of time which would allow Olympic Pipe Line time to make a permanent repair or fix to the underground cable/conduit at the intersection of Lind Ave. S.W. and S.W. 23rd Street, Renton, Washington. MOTION CARRIED. • ON-SITE DEFERRAL,WOODCREEK PLAT, N.E. 8`h St. and Bremerton Ave.N.E. - applicant requests a deferral for final lift of asphalt, sidewalks and street lights. Action: Following a brief discussion, it was moved by Christensen,seconded by Meckling to grant the deferral for a 12-month period of time, subject to the following conditions: 1) That a security device in the amount of#159,186.00 (150%of cost estimate) be put in place to cover the cost of the final lift of asphalt, sidewalks and street lights; and 2)that sidewalks be installed prior to occupancy of the first home. Budget: 1999 Year-end Finance Committee Chair Edwards presented a report recommended approval Adjustments of an ordinance authorizing adjustments to the 1999 Budget to cover unanticipated costs and to establish a new fund, Fund 306,for City Leased Properties. The Committee further recommended that the ordinance regarding this matter be presented for first and second reading and adoption. MOVED BY EDWARDS, SECONDED BY NELSON, COUNCIL CONCUR IN THE REPORT AS READ. CARRIED. (See page 421 for ordinance.) Transportation Committee Transportation Committee Chair Corman presented a report regarding an Transportation: Commute Trip agreement providing State Commute Trip Reduction(CTR)assistance funds, to Reduction Act Funds, King be administered through King County, for Renton's city-wide Commute Trip County(1999-2001) Reduction program. The basic program requirements for the receipt of these funds remains the same as in previous years. The Committee recommended that Council approve the resolution authorizing an agreement with King County for the acceptance of CTR funds for the period of July 1999 through June 2001. Weekly reports shall be submitted on the status and condition of the erosion control plan with any recommendations of change or revision to maintenance schedules or installation submitted by the Project Engineer of record to the Public Works Inspector. Certification of the installation, maintenance and proper removal of the erosion control facilities shall be required prior to recording of the plat. 2. The stormwater release rate for the developed site shall be limited to 50% of the predeveloped 2 year 24 hour storm event through the 2-year storm event, with a safety factor of 10% in the detention volume. The release rates for the developed site shall be limited for the 5 year, 10 year and 100 year storm event to the predeveloped rates for those events, with a 30% safety factor for the 100- year storm event. 3. The applicant shall stake the outer edge of the wetland areas to be retained and the outer edge of the buffer areas prior to initiating any grading or construction activities on the project site. 4. The applicant shall pay the appropriate Fire Mitigation Fee equal to $488 per new single family residence, for an estimated total of $9,272 (19 single family residences X $488 = $9,272). The Fire Mitigation Fee is payable prior to recording the subdivision. 5. The applicant shall be required to pay a Traffic Mitigation Fee of $75 for each average daily trip associated with the project. The traffic mitigation fee is estimated to be $13,608.75. This fee is payable prior to recording the subdivision. 6. The applicant shall pay a Park's Department mitigation fee of $530.76 per new single family residential lot. The mitigation fee for the 19 new single family residential lots is estimated at $10,084.44. This mitigation fee is payable prior to recording the subdivision. 11. There were four main conditions imposed on the approval of the Preliminary Plat. 1. The applicant shall comply with all ERC conditions. 2. The applicant shall revise the preliminary plat so that Lot 9 meets the minimum lot width and minimum lot area requirements. The revised plan shall be subject to the approval of the Development Services Division prior to issuance of construction permits. 3. If Lot 9 and 10 remain adjacent pipestem lots, the applicant shall record a restrictive covenant on the subdivision to require a shared driveway between the two lots and providing for a common maintenance agreement for the driveway. The covenant shall be subject to approval of the Development Services Division prior to recording. 4. The applicant shall execute restrictive covenants specifying the front yard setback required for each lot, particularly those which are pipestem lots. CONDITIONS: 1. The Final Plat generally appears to satisfy the conditions imposed by the preliminary plat process. Any remaining improvements seem certain and are appropriately secured through the Board of Public Works. A separate deed of dedication for the northerly entrance will be executed and recorded with the plat. 2.
