Gentlemen:
The Planning Commission in the regular meeting Wednes-
day, September 27, 1961, requested a report on the conditions
incidental to approval for the vacation of llth Place North,
Renton Highlands.
In response to this request, please be informed that
Ordinance No. 1830 granting the street vacation, has in Section I,
a condition requiring the improvement of 12th Place. The
Ordinance does not stipulate however, that the street improvement
shall be constructed prior to the building construction.
Attached are the Planning Commission minutes of
March 23, 1960; City Council minutes and a letter from the Planning
Director correcting the Planning Commission minutes.

Gentlemen:
At their last regular meeting of March 23, 1960, the Renton
Planning Commission took the following actions as numbered in their
minutes:
(2) Recommended to the City Council the vaction of llth
Place North from llth Avenue North to K Street with the condition
that 12th Place North between llth Avenue North and 12th Avenue
North be improved.
Planning Commission Secretary Gerald Cordell advises:me
that while the improvement of K Street between 12th Avenue
North and Sunset Boulevard is considered desirable by the
Commission it was not intended to be a condition of the above
vacation and the Planning Commission minutes are erroneous in
listing it as a condition of said vacation.
(6) Recommended to the City Council the granting of a vari-
ance to Mr. Theodore Hill to allow him to build a 6-foot
fence to within 50 feet of the front property line on the
south side lot line of his property at 1227 0 Street.

This being the date set, the hearing was opened. The Clerk read the
route sheet and communication from the Planning Commission recommending said
Vacation. Discussion followed regarding relation of said vacation to future
development of the area and street conditions in general.
Moved by Pinkerton, seconded by Vietzke., to concur in the recommendation
<J' of the Planning Commission, granting. the Vacation with condition that 12th Place
between 11th Avenue North and 12th Avenue North be improved by the developers
requesting the Vacation. Carried.
Moved by Garrett, seconded by Poli, that the matter be referred to the
Ordinance' Committee. Carried.

This being the date set, the hearing was opened and the Clerk read, for
information, the letter from Merle Shaw, Secretary of the Building Committee,
appealing. the recommendation for rejection of the Variance, made due to the lack of
sufficient parking facilities.. Discussion. foilowed. regarding requirements under
the present Ordinance in regard to parking, after which Mayor Baxter called' for
• further comments from 'the floor and a_s there were none inquired as to the will of
Council.

• :A Memo from the office of the City Attorneys was read along with a communi-
cation from Mr. Walter Winters, County Road Engineer, directed to the.Board of County
Commissioners,- Seattle, which advised that the legal description of the Bellevue
Ordinance No, 372 had been checked and found to be unsatisfactory, said Ordinance
being involved in regard to purported annexation.by the City of Bellevue which area
appeared to overlap 'on territory heretofore annexed by. the City of Renton. City •
attorney Shellanes memo again informed Council it was -the belief of counsel that
procedures and-methods employed by the City of Bellevue do not meet with the statu.
tory requirements. .
APPOINTMENTS: . ,
Mayor Baxter recommended appointment of a three-man Council Committee to
attend a meeting with members 'of the Library Board, the Park Department and three
• members of the Planning Commission regarding disposition of the site for proposed
library facilities, as follows: Avery Garrett, `harles Delaurenti , and Richard .
Johnson.(Councilman-elect) .

A communication was read from the office of the City Attorneys accompanied
by. a copy of a letter from Pacific Car and Foundry., regarding reinforced paving .
of Third Avenue North extension, whereby the arrangements- to' date were acknowledged
and ratification assured on forthdoming agreements.

A letter was read from the Honorable Henry M. Jackson, United States
Senator, acknowledging Council 's letter expressing support of H.R. 9983, extension
of payments in lieu of taxes and assuring active personal support of the measure.
Like letters were received from the Honorable Warren G. Magnuson and Honorable
Don Magnuson,
Due to the large number of persons in attendance, Mayor Baxter inquired
as to whether anyone might wish to take the floor at this time. Residents of Talbot
Hill made inquiry as to.certain procedures on installation of Talbot Sanitary Side
Sewers whereby the principal contractor was concerned and outlining position of the
property owners in regard to same and also questioned certain expenditure of FuriLs
in regard to a 422,000.00 sum over the contract bid. Jack Wilson, Assistant City
••ngi neer, explained the alternate 'bid awarded on the main trunk line and the 10%
contingent factor allowable under such L. I.D. Discussion followed at which time
Contractor Romano stated that he had proposed a fixed price for the entire districi
which he felt to be reasonable and fair in regard for those deep lines, some of
which would need to go down as far as 11Oo 22 feet, and if, as a community project
he had been allowed to proceed would have permitted early completion of the sewer
installation and likewise early restoration to the streets. However, due to the
existing circumstances he would adjust those shallow sewer charges already completed
and henceforth affix individual rates applicable to the depth of each sewer on any
future installations inasmuch as he would not feel Justified in going back and
installing those he had by-passed, at the previously quoted price, after being
requested by the City to secure permits and to submit signed agreements with the
property owners for any further side sewer construction. After considerable further
discussion, Councilman Reid suggested the residents of the district arrange to meet
with the contractor to negotiate the side sewer installations.
Mayor Baxter stated that if the people felt they should have a meeting
with the City, Mr. Romano or others to resolve this problem they should feel free
to request same at any time.
The Mayor called a recess at this titre. After the recess, the meeting
was called to order by Mayor Baxter with. Rol I Call as follows : Garrett, Duilahant,
Maigarini, Reid, Pinkerton, Vietzke, Clymer, Trimm, Aliment, Delaurenti, and Polio
Mayor Baxter inquired as to whether anyone in the audience had further
business to bring before Council and inquiry followed in regard to disposition of
the matter of street improvement on K Street from L to M. It was reported that the
matter was presently in committee. Mr. Smiley was questioned in regard to agreement
between himself and the City in regard to street improvements at time of development
in the area, and he outlined the agreements made with the Street and Alley Committee
and subsequent improvements which he had made In compliance during his development
of the area. After considerable discussion regarding future development of the area
and resulting need for street improvements, the matter of 10th Avenue North, which
is now barricaded, was brought up. Councilman Dui lahant,reported that the Street
and Alley Committee recommendation on this matter is that 10th Avenue North remain
barricaded until weather permits oiling and that a four-way stop sign be placed at
L Street to eliminate the speeding problem.
Moved by Delaurenti, seconded by Poll, that Council concur in the reco-
mmendation unti l such time as funds are made avai lable for paving. Carried.
• Councilman Delaurenti, Chairman of the Fire and Water Committee, reported
in regard to bid award on submersible Pumps, Wells No, 6 and No. 7, and it was the
recommendation of the Committee that the contract be awarded to United Construction
Company as the low bidder,aeumof r22,5)414214., and further that item (I ), Schedule A
and item (6) Schedule B, be eliminated in the total sum Of 0608,00, making the total
bid award in the sum of 421,940.24; reason for elimination of items and 6 being
that some of 'this work has already been completed.
Moved by Vietzke, seconded by Maigarini, to concur in the recommendation
of the Fire and Water Committee. Carried.
Councilman Garrett requested the date of May 31, 1960 at 8:00 p.m. for the
meeting on disposition of the proposed library site property, and also inquired as
to Installation meeting of June 6, requesting Mrs. Gossett to take charge of the
refreshments which she consented to do. Moved by Del aurenti, seconded by Pinkerton,
that cost of saidrefreshments be taken from Legislative Expense Fund. Carried.
Councilman Reid requested a meeting of the Street and Alley Committee on
Monday, May 16, 1960.
Due to the lateness of the hour, a motion was made by Maigarini, seconded
by Delaurenti, that the meeting be adjourned and further business continued for one
week. Carried.
The meeting was adjourned at 11 :00 p.m.

MINUTES
Members present: James Denzer, Gerald Cordell , Richard Poff, Wes Busch, John Austin,
William Trimm, Alden See, Charles McGarrigle, Donald Gouge, Louis
Peretti , Mike Lotto and Stan Wilson.
Also present was Don Humble, Planning Director.
OLD BUSINESS:
I . The Secretary read a copy of a letter sent to Bellevue City Council and Planning
Commission from Renton Planning Commission relative to annexations of areas be-
tween the two cities. Also read was a letter of reply from Mayor Cole of Belle-
vue.
Mr. Humble stated that a meeting between the two cities has been set for Tuesday,
March 29, at 8:00 P.M. at the Renton City Hall to discuss the problems of annex-
ations common to both cities.
2}, After discussion by the group of the proposed Vacation of a portion of 11th Place
North, Renton Highlands No. 2, Mr. Peretti , Committee Chairman, stated that it.
was the recommendation of his committee that Ilth Place North be vacated from
Ilth Avenue North to K Street, but that 12th Place North from Ilth Avenue North
to 12th Avenue North and K. Street from 12th Avenue North to Sunset Boulevard
should be improved prior to such vacation. It was then moved by See, seconded by
McGarrigle, that we• concur in the report of the Committee and recommend to the
City Council the vacation of Ilth Place North from Ilth Avenue North to. K Street
with the condition that both 12th Place North between Ilth Avenue North and 12th
Avenue North and Street between 12th Avenue North and Sunset Boulevard be im-
proved prior to such vacation. Motion carried,
NEW 'BUSINESS:
3. : Secretary Cordell read the route sheet on the petition for rezoning by Edna
M.'°'Ristesund and others of Tax Lots 113, 3)4, ?3, 135, '& lj.7, together with Lots
18 & 19, Weed's View Tracts less the westerly 75feet thereof, all in Section 8,
Township 23 N., Range 5, E. W._M., from R-I to R-3. . It was, moved by Cordell ,
seconded by Gouge, that a hearing be set for April 13, 1960, and a committee be
appointed to report back at the same time. Motion carried. Committee: Peretti ,
Chairman, Wilson and Cordell . '
4. The route sheet was read on the petition for rezoning by the' Calvary Baptist
Church of' a 'parcel of land at the southerly side of the church property known

as 1014 E Street, from R-I to P-I . After discussion it was moved by Cordell ,
seconded by Gouge, that a hearing be set for April 13, 1960. Motion carried.
Committee: Peretti , Wilson and Cordell .
5. The Secretary read the route sheet on the petition for rezoning by Mrs. George
E. Lewis of Lots 3, 4, 5, 6 and 7, Block 19, C. D . Hillman' s Earlington Gardens
No•. I , from R-2 and A-I to L-1 . After discussion it was moved by Peretti , secon-
ded by Poff, to put the matter in the hands of a committee and that a hearing be
set for April 13, 1960. Motion carried. Committee: McGarrigle, Chairman, See,
Busch and Cordell .
6. Secretary Cordell read the route sheet on the request by Theodore Hill for a
Variance to allow him to build a 6-foot fence to within 50 feet of the ,front prop-
erty line on the south side lot line of his property at 1227 0 Street. Mr.
Cordell stated that Mr. Hill should be granted the Variance for the fence since
the owner of property adjoining Mr. Hill 's lot on the north had been granted per-
mission for a. similar six-foot fence. It was moved by See, seconded by Austin,
to recommend to the City Council the granting of the Variance. The result of
the Roll Call vote was as follows:
"Ayes"' - Denzer, Gouge, Austin, Busch, Poff, McGarrigle and See.
"Nays"' - Wilson, Trimm, Peretti , and Cordell .
Motion carried.
7. A motion was made by Austin, seconded by Cordell , to hold up the hearing of the
Proposed Plat of Sandee Terrace until the next meeting April 13, 1960. Motion
carried.
8. There was discussion relative to the conversion of the King County zoning in •
the newly annexed areas of Renton to coincide with the City of Renton zoning
Mr. Denzer suggested that a meeting be held by the Planning Commission as a
Whole to work on this problem.
9. There being no further business, the meeting adjourned at 10:00 P.M.

RENTON PLANNING COMMISSION
MINUTES April 13, 1960
Members present: William Trimm, Gerald Cordell ,, Wes Busch, Don Gouge, Mike Lotto,
Stan Wilson, James Denzer, Louis Peretti , Dick Poff, John Austin
and Alden See.
Also present was Don Humble, Planning Director.
I . The minutes of the meeting of March 23, 1960 were read by the Secretary, Mr. Cor-
dell , also a copy of a letter from Don Humble to the City Council . It was moved
by Peretti , seconded by Busch, that the minutes be appproved as corrected in the
letter to the City Council . Motion carried.
2. The hearing opened on the Edna M. Ristesund rezoning of Tracts 18 & 19, Weed's
View Tracts, according to plat thereof recorded in Vol . 38, Page )I)I, Records of
King County, Washington, from R-1 to R-3. The Secretary read the route sheet and
Mr._ Denzer asked if there were any written or oral protests. There were none.
Mr. Peretti , Chairman of the Committee, stated that his committee was not prepared
to make a report at this time and asked for an extension of time before making a
recommendation. During the discussion that followed Mr. Humble stated that one
owner of property in this area, namely the Calvary Church, had not signed the
petition but that he would sign for the church upon getting sanction from the
Church Board. It was then moved by Peretti , seconded by Lotto, that the hearing
'be closed, but that final action be deferred until the next meeting, pending the
report of the Committee. Motion carried.
3. The hearing opened on the petition for rezoning submitted by the Calvary Baptist
Church of property at 1014 E Street, as described in the petition, from R-1 to P-I .
The route sheet was read by the Secretary. The Committee composed of Mr. Peretti ,
Chairman, Mr. Cordell , and Mr. Wilson, expressed unanimous approval of the rezoning
of the subject property from R-I to P-i . it was then moved by Trimm, seconded
by Gouge, that we accept the Committee's report and recommend to the City Council
the rezoning and that a Variance for parking be granted. Motion carried.
LI.. The hearing opened on the rezoning petition of Mrs. George Lewis, Lots 3, La, 5, 6
and 7, Block 19 of the C. D. Hillman's Earlington Gardens No. 1 , from R-2 and A-I
to L-I . The route sheet and the Committee report were read by the Secretary.
After discussion it was moved by Gouge, seconded by Busch, to concur in the Com-
mittee report and recommend to the City Council the rezoning of this property.
Motion carried. Mr. Cordell , a member of the Committee, voted no on the rezoning.
5. The hearing on the Proposed Plat of Sandee Terrace, continued from last meeting,
reopened. The members of the Commission inspected the map of the plat showing
the corrections and recommendations of the City Engineer's office and the Super-
intendent of Utilities in regard to streets and utility lines. After discussion
it was moved by Peretti , seconded by Trimm, that the hearing be continued for two
weeks and that the portion of Southeast 99th Street shown on the Plat be widened
to 60 feet. Motion carried.
NEW BUSINESS:
6. Secretary Cordell read a letter, referred to Planning Commission by the City
Council , from the Assembly of God Church requesting a Variance to extend the
third floor of their new church building another 2,806 square feet in order to
get a grourd level entrance on 90th Avenue South. The route sheet was read with

the comments of Building Superintendent, Walt Will and Planning Director, Don
Humble. Discussion followed and it was then moved by Peretti , seconded by Gouge,
that the matter be placed in the hands of a committee to report back. Motion
carried. Committees Austin, See and Lotto.
7. The rezoning petition of Fred Akers & Roy Goodwin was sumbitted. The Secretary
read the route sheet and members inspected the map of the area. It was then moved
by See, seconded by Gouge, that this matter be placed in the hands of a committee
to report back, and a hearing be,set for April 2'7, 1960. Committees Gouge, Chair-
man, Lotto, Busch and Wilson.
8. A petition for Special Permit, submitted by Wi ! 6iam Reeves Construction Company,
was presented and read by the Secretary. It was then moved by Per•etti , seconded
by Cordell , to place it in the hands of a committee and that a hearing be set
for April 27, 1960. Motion carried. Committee: Busch, See, Poff and Trimm.
9. The Vacation of the West side of Rainier Avenue from Renton Avenue North for ap-
proximately 480 feet, referred to the Planning Commission by the City Council ,
was discussed by the members. It was then moved by Gouge, seconded by See, that
a committee look into the matter and report back at the next meeting. Motion
carried. Committee: Gouge, See, Austin and Conde' .
10. The Secretary read a letter from Mr. Gene Coulon, Park Superintendent for the Park
Board and a letter from Mr. Coulon to the Library Board dated July 23, 1959. Com-
missioner Peretti presented the following resolution which was read in full and

WHEREAS, the Renton Library Board last year proposed construction of a new
Library at the site of the old Library in Liberty Park and,
WHEREAS, the area controlled by the Library Board was considered inadequate
and as a result thereof the site was enlarged by the addition of that parcel of
property now occupied by a furniture store and certain Park Department property
and,
WHEREAS, the enlarged site was still inadequate and this resulted in the de-
signed building being excessive in cost and the proposed bond issue for construc-
tion of said building being rejected by the voters and,
WHEREAS, it is apparent that good planning dictates that another site be
chosen for a new Library,
NOW, THEREFORE BE IT RESOLVED:
( ! ) That Park Department property included in the proposed Library
development be returned to the Park Department for development and,
(2) That the parcel occupied by the furniture store be assigned to the
Park Department for eventual development.
After discussion it was regularly moved by Peretti , seconded by See, that the fore-
going resolution be adopted as read. Motion carried.

OLD BUSINESS:
11 . Mr. Humble displayed a copy of a topographical model which was inspected and
discussed by the members of the Commission. It was then moved by Peretti ,
seconded by Cordell , that Mr. Humble obtain information on prices and that he
arrange a meeting with representatives of the firm who makes the models to meet
with Planning Commission as a Whole at 9:00 P.M. April 27, 1960. Motion carried.
12. There being no further business, the meeting adjourned at GO: 15 P.M.

Gentlemen:
At their last regular meeting of March 23, 1960, the Renton
Planning Commission took the following actions as numbered in their
minutes:
(2) Recommended to the City Council the vacation of Ilthb
Place North Jfro Il Avenue North to K Street with the condition
that 12th Place Northth between Ilth Avenue North and 12th Avenue

Plannin, Commission Secretary Gerald Cordell advises me
that while t e improvement of K Street between I2th Avenue
North and Sunset Boulevard is considered desirable by the
Commission it was not intended to be a condition of the above
vacation and the Planning Commission minutes are erroneous in
listing it as '\a condition of said vacation.
(6) Recommended to the City Council the granting of a Vari -
ance to Mr. Theodore Hill to allow him to build a 6-foot
fence to within 50 feet of the front property line on the
south side lot line of his property at 1227 0 Street .

MEETING March 23, 1960
MINUTES
Members present; James Denier, Gerald Cordell , Richard Poff, Wes Busch, John Austin,
William Trim, Alden See, Charles McGarrigle, Donald Gouge, Louis
Peretti , Mike Lotto and Stan Wilson.
Also present was Don Humble, Planning Director.
OLD BUSINESS: .
1 . The Secretary read a copy of a letter sent to Bellevue City Council and Planning
Commission from Renton Planning Commission relative to annexations of areas be-
tween the two cities. Also read was a letter of reply from Mayor Cole of Belle-
vue.

March 29, at 8:00 P.M. at the Renton City Hall to discuss the problems of annex-
ations common to both cities. •
, 2. After discussion by the group of the proposed Vacation of a portion of 11th Place
North, Renton Highlands No. 2, Mr. Peretti , Committee Chairman, stated that it
was the recommendation of his committee that Ilth Place North be vacated from
11th Avenue North to K Street, but that 12th Place North from 11th Avenue North
to 12th Avenue North and K Street from 12th Avenue North to Sunset Boulevard
should be improved prior to such vacation. it was then moved by See, seconded by
McGarrigle, that we. concur in the report of the Committee and recommend to the
City Council the vacation of Ilth Place North from Ilth Avenue North to K Street
with the condition that both 12th Place North between Ilth Avenue North and 12th
Avenue North and K Street between 12th Avenue North and Sunset Boulevard be im-
proved prior to such vacation. Motion carried.
NEW BUSINESS:
3. Secretary Cordell read the route sheet on the petition for rezoning by Edna .
M. Ristesund and others of Tax Lots 113, 34, 73, 135, & 47, together with Lots
18 & 19, Weed's View Tracts less the westerly 75feet thereof, all in Section 8,
Township 23 N., Range 5, E. W. M., from R-I to R-3. It was moved by Cordell ,
seconded by Gouge, that a hearing be set for April 13, 1960, and a committee be
appointed to report back at the same time. Motion carried. Committee: Peretti ,
Chairman, Wilson and Cordell .
4, The route sheet was read on the petition for rezoning by the Calvary Baptist
Church of a parcel of land at the southerly side of the church property known

as 1014 E Street, from R-I to P-I . After discussion it was moved by Cordell ,
seconded by Gouge, that a hearing be set for April 13, 1960. Motion carried.
Committee: Peretti , Wilson and Cordell .
5. The Secretary read the route sheet on the petition for rezoning by Mrs. George
E. Lewis of Lots 3, 4, 5, 6 and 7, Block 19, C. D . Hillman' s Earlington Gardens
No. I , from R-2 and A-I to L-I . After discussion it was moved by Peretti , secon-
ded by Poff, to put the matter in the hands of a committee and that a hearing be
set for April 13, 1960. Motion carried. Committee: McGarrigle, Chairman, See,
Busch and Cordell .
6. Secretary Cordell read the route sheet on the request by Theodore Hill for a
Variance to allow him to build a 6-foot fence to within 50 feet of the front prop-
erty line on the soath side lot line of his property at 1227 0 Street. Mr.
Cordell stated that Mr. Hill should be granted the Variance for the fence since
the owner of property adjoining Mr. Hill 's lot on the north had been granted per-
mission for a similar six-foot fence. It was moved by See, seconded by Austin,
to recommend to the City Council the granting of the Variance. The result of
the Roll Call vote was as follows:
"Ayes' - Denzer, Gouge, Austin, Busch, Poff, McGarrigle and See.
"Nays"' - Wilson, Trimm, Peretti , and Cordell .
Motion carried.
7. A motion was made by Austin, seconded by Cordell , to hold up the hearing of the
Proposed Plat of Sandee Terrace until the next meeting April 13, 1960. Motion
carried.
8. There was discussion relative to the conversion of the King County zoning in
the newly annexed areas of Renton to coincide with the City of Renton zoning,
Mr. Denzer suggested that a meeting be held by the Planning Commission as a
Whole to work on this problem.
9. There being no further business, the meeting adjourned at 10:00 P.M.
