Morris Form M1 Mayor's Office RENTON PLANNING COMMISSION MEETING MAY GI , 1960 Members present: John Austin, Mike Lotto, Charles McGarrigle„ Louis Peretti , Wes Busch, James Denzer, Gerald Cordel I , Don Gouge, Stan Wilson, Alden See, Dick Poff and William Trimm. Also present was Don Humble, Planning Director. The Council Chambers was filled with visitors. I . Secretary Cordell read the minutes of the previous meeting which were approved as read. 2. The hearing reopened on the proposed rezoning of Block 36, Corrected Plat of Ren- ton Highlands No. 2. Secretary Cordell read a letter from the Highlands Community Church' protesting the rezoning to business of this area. Also read was a letter from Mr. Akers submitting a revised plot plan which showed an R-2 buffer strip on Lots II through 17 and Lots I through 10 and Lot 18 as B-I zoning. Mr. Denzer asked ' if there were any oral protests. Mr. Glen Carlson was in the audience and repeated his objections to the B-I rezoning, also stating that he had reconsidered the tentative approval of the proposed R-2 buffer strip and now prefers that the area proposed for the R-2 buffer remain SR-I . Other residents of the area who were in the audience shared his opinion. After considerable discussion it was moved by Perettii , seconded by Wilson, that we strike out the R--2 zoning and leave the area so proposed at its present zoning. Mr. Akers was asked if this is acceptable to him as] the petitioner. Mr. Akers replied that it was not acceptable to him. The motion', with consent of second, was then withdrawn. It was moved by Gouge, secon- ded by] Busch, that Block 36 be rezoned to B-I and R-2 as per the revised plot plan. The Roll Call Vote was as follows: "Ayes" - Lotto, McGarrigle, Busch, Denzer, Cordel I , Gouge and Trimm. "Nays" - Austin, Peretti , Wilson,See and Poff. The motion carried. During further discussion, Mr. Akers reversed his previous decision and stated that he would accept the B-I zoning on the lots so designated on the revised plot plan and consented to leave the proposed R-2 buffer strip at its original SR-I zoning. It was subsequently moved by See, seconded by Peretti , that the previous action be reconsidered. Rol Call Vote fol lowed: "Ayes" - See, Peretti , Austin, Cordell , Wilson, Poff, McGarrigle, Denzer. "Nays" - Gouge, Busch, Trimm and Lotto. Motion carried. It was then moved by Peretti , seconded by Poff, that we strike out the proposed R-2 zoning and that the area so proposed remain SR-I and that we recommend to the City Council the rezoning of Lots G through 10 and Lot 18 and those portions of Lots 15, 16 and 17 Iying westerly of a line parallel to and 100 feet west of the westerly margin of K. Street, all in Block 36, Corrected Plat of Renton Highlands No. 2, more recently platted Fred Akers Real Estate No. I , from R-1 to B-I . Motion carried. •• • • , ' ; 3. Secretary Cordell read the following report of The Commission as a whole meeting of May L l960. The Committee met Wednesday, May ) P)60, to consider land use in the May Creek area. After studying the maps and topography the Committee recommends ' that the area east of P.S.H. No. (Alternate) be considered. for business use under the following conditionss ( I ) Only those parcels the majority of which He at or below elevation 50 be considered for business use. 1 (2) in recognition of the relatively small area involved and the adjacent highly residential land that any. business zoning granted in this area be required to comply with residential set-backs. ' • (3) That business allowed in this area should be only that type normally found in a neighborhood business center. 1 1 (4) Because of the location of this area adjacent to a future inter- change on the Limited Access Highway no business dispensing alcoholic bever- ages should be allowed. • I It is the desire of the Committee by the use of the above listed restric- i. lons to create in this area a business park type of development which will be complimentary to the adjacent residential area. • It was moved by See, seconded by, Busch, that we concur in the Committees reporijo - Motion carried. The hearing opened on the rezoning request of Vernon Schel and others for the re- zoning of three parcels of land described as follows Parcel i0 That portion of Government Lot 4I , lying east of P.S.H. No. 0 -RE, • I • also known as Tax Lot No. I-0, from R9.6 to B-1 and B-P. Parcel 2. That portion of Government Lot 4l , lying east of P.S.H. No p I-RE, also known as Tax Lot No. 43, from R9.6 to B-I and B-P. Parcel 3. Lots 2, 3, 6 and '? in Block 2 of C. D . Hi / Iman2s Lake Washington I Garden of Eden Division 47, frem R-2 to B-1 I in Section 52, Township 24 N. Range 5 E. W. M. The Secretary read the Committee report and a letter of protest from Mrs. Nyblom. After discussion it was moved by Busch, seconded by Cordell , that we accept the report of the Committee and recommend to the City Council the rezoning of the above described, property subject to the conditions adopted by the Commission for application to al.l B-I wning in this area. Motion carried. • OW BUSINESs • 5. The matter of the Vacation of the iol lowing described property was again consider- ed by the Commissions That portion of Rainier Avenue (Primary State Highway No. 5) west of the centerline of the existing impro3ed roadway apd lying between the north line of Tract 53, N. After discussion it was moved by Peretti , seconded by Trimm, that we recommend to �-- the City Council that the vacation be denied and that a letter rof explanation accompany the recommendation of denial . Motion carried.-- , NEW BUSINESS: • 6. Mr. Cordell , Secretary, read the request of Service Laundry to permit over the --sidewalk deliveries in the new laundry plant now being designed by Architects Johnston & Campanella. The matter was discussed by the members and it was then moved' hv Poff, seconded by See, that a revokable permit be granted. It was then moved. by See, seconded by Poff, to amend the motion to read that we recommend to the City Council that the revokable permit be granted with the condition that trucks do not extend over the property Iine. ,Motion as amended was carried. 7. Four Preliminary Plats together with a letter from King County Planning Commission requesting Renton Planning Commission recommendations on the plats was consider- ed by; the members. After inspection of the plats, it was moved by See, seconded by Cordell , that we write a letter to King County Planning Commission stating that we have no objection to these Plats at this time. Motion carried. 8. The Preliminary Plats of Crawford Addition and Edendale were presented to the Commission. It was moved by Gouge, seconded by Poff, that a Committee be appoin- ted to study the pl ats and report back and that a hearing date be set for May 25, 1960. Motion carried. The Committee appointed was Gouge, Trimm, Poff and See, to work on both p I ats. 9. It was moved by See, seconded by Poff, that we concur in the annexation petitions as submitted to the Council May 10, 1960. Motion carried. 10. Mr. Denzer stated that three members of the Planning Commission have been asked to meet with three members of the City Council and the Library Board to discuss the matter of the new Renton Library. It was moved by See, seconded by Trimm that the same Committee be appointed who acted at the last meeting. The Committee: Peretti , Denzer and Cordell . Motion carried. II . Meyers, Pope, Matthewson and Welch for a vacation of a portion of the west side of Rainier Avenue from Renton Avenue north for a distance of approximately 480 feet,as the property in question has not been used for road purposes for a great many years and has been used and occupied by the adjacent land- owners and because the land in question is of no use to the City of Renton, and the City is retaining 40 feet from the existing right of way which could be used for widening the highway and on the representation of the planning director that there is on file a letter from the Washington.State Highway Department to the effect that the Highway Department has no interest in this land and has no objection to the vacation as requested, the committee recommends: That the Planning Commission recommend the vacation of a por- tion of the west side of Rainier Avenue from Renton Avenue north for a distance of approximately 480 feet, as .more particularly described in .the petition for vacation of Mesrs. Myers, Pope, Matthewson and Welch.
