City Hall V Renton, Washington Gentlemen: ' Our Committee, appointed by Chairman Denzer, examined the petitions to vacate the follo+iving streets: A. That portion of South I23rd street from the east line of 87th Avenue South to 88th Avenue South and that portion of 88th Avenue South from South 123rd to the north line o'f Lot 10, Block I and the north line of Lot 10, Block 14, Latimer's Lake Park Addition to Renton. B. That portion of South I23rd Street from the east line of 88th Ave- 'nue South to the east line of Block Ill., Latimer' s Lake Park Addi - tion to Renton. In examining Petition A we found that over half of South I23rd Avenue is in a deep canyon and that at one time there had been a bad wash-out which took sidewalk and portion of Mr. Saffellts property. He has back-filled a portion of his front yard and also a portion of said street. The County has placed two drain tile outlets into this canyon. So, we as the Committee, Gerald Cordell , Chairman, Charles McGarrigle and John Austin, do recommend the vacation of the street as described in Petition A above, with the pro- vision that 10 feet be reserved for a perpetual easement in the center of the street by the City of Renton for future protection. In examining Petition B we found that si`d canyon follows very deeply, in fact surrounds Lot 10, Block I , up to 88th Avenue South. This lot was purchased by Mr. Saffell from Mr. Edwards and connects with his Lots 13 & 14 where 88th Avenue South runs into the canyon. Since all the property owners in the area, Barnes family Lots 10, Il & 12, Mr. Edwards - Lots 8 & 9, are signers of the petition "B", weof the appointed Committee, Chairman ,Gerald VCordell , Charles McGarrigl and John Austin, do recommend that the 'portion of street as described in Petition B be vacated. We also recommend that 10 feet be reserved for a perpetual easement in the center of the street known as 88th Ave. South by the City of Renton for future protection. THE CITY OF .REN.TON...WASHINGTON, VACATING CERTAIN PORTIONS OF STREETS IN THE CITY OF RENTON, KING COUNTY, WASHINGTON. I . Mr. Jay Holmes, newly appointed member on the Commission, was introduced and welcomed by Chairman Denzer. 2. The minutes of the previous meeting were read and approved. 3. The hearing opened on the rezoning petition of Fred C. Callen and others of prop- erty on the east side of Sunset Boulevard in the vicinity of 10th Avenue North. Chairman Denzer asked if there were any written or oral protests. Secretary Cor- dell read one letter of protest from a property owner who owns a parcel of land in the area to be rezoned. He stated that he had not signed the petition for rezoning and was not in favor of the rezoning of his property. There were no oral protests. The Committee report was read stating that it was the recommendation of the Com- mittee to rezone the subject property from R-I to B-I . After discussion by the members and Mr. Humble it was moved by Poff, seconded by Wilson, to accept the Committee' s report . Further discussion followed after which it was moved by Gouge, seconded by McGarrigle, to table until the next meeting. Motion carried. ' OLD BUSINESS: 4. Secretary Cordell read the route sheet on the petition for variance by Harold P . Job .a who asked to be allowed to divide his lot into two parcels' - one 57 feet by 135 feet and the other 60 feet by 135 feet. It was brought out that this is an S-I zone and the lots so divided would not meet S-I zoning requirements. The Committee asked for more time on this matter. Mr. Humble stated that if this property is rezoned to R-I it would meet area requirerents for the R-1 zoning and could then be so divided. Chairman Denzer stated that the matter would be con- tinued for two weeks and the owner be notified by Mr. Humble. Secretary Cordell read the report of the Committee on the Vacations of two streets l� described as follows: A. That portion of South 123rd Street from the east line of 87th Avenue South to 88th Avenue South and that portion of 88th Avenue South from South 123rd to the north line of Lot 10, Block I and the north line of Lot 10, Block 14, Latimer's Lake Park Addition to Renton. B. That portion of South 123rd street from' the east line of 88th Avenue South , to the east line of Block 14., Latimer's Lake Park Addition to Renton. in examining Petition A we found that over half of South 123rd Avenue is in a deep canyon and that at one time there had been a bad wash-out which took " sidewalk and portion of Mr. Saffell (s property. He has back-filled a portion of his front vev-d and also a portion of said street. The County has placed two drain v- . a. r • • tile outlets into the canyon. So, we as the Committee, Gerald Cordell , Chair- man, Charles McGarrigle and John Austin, do recommend the vacation of the street as described in Petition A above, with the provision that IQ feet be reserved for a 'perpetual easement in the center of the, street by the City of Renton for future protection, in examining Petition B we found that said canyon follows very deeply, in fact surrounds Lot 10, Block I , up to 88th Avenue South. This lot was purchased by Mr. $affel l from Mr. Edwards and connects with his Lots 13 & 114_ where 8$th Avenue South runs into the canyon. Since all the property owners in the area, the Barnes family - Lots 10, Il & 12, Mr. Edwards - Lots 8 & 9, are signers of Petition B, we of the appointed Committee, Chairman Gerald Cordell , Charles Mc- Garrigle, and John Austin, do recommend that the portion of street as described in Petition B be vacated. We also recommend that 10 feet be reserved for a per- petual easement in the center of the street known as 88th Avenue South by the City of Renton for future .protection. The members inspected the map of the area involved and it was. then moved by Trim-, seconded by Holmes, to concur in the Committee's report and recommend to the City Council. the vacation of the streets as described in Petitions A and B. Motion carried. • 6. The Final Plat of J . R. Gatten Addition was again brought before the Commission for consideration. Secretary read the report of the Committee composed of Don Gouge, Chairman, Dick Poff andJchn Austin. The Committee recommended that the Planning Commission not recommend the acceptance of the said Final plat by the City Council , for the ffoll'owing reasons: 1 . Lots 1)4 and I4-A should not be separated, but should be all one lot. 2. A cross-section of the improved road showing blacktop in conformance with City of Renton requirements should be shown. '3. Roadway gutters should be provided. The Committee further recommended that the Planning Commission as a whole study the question of whether or not sidewalks and curbs should be provided as required by the City of Renton Platting Ordinance. 'The Preliminary Plat of J . R. Gatten Addition had been accepted by the County prior to annexation by Renton of this area and improvements to County standards have been met . After lengthy discussion it was moved by Holmes, seconded by McGarrigle, to accept the Committee's 'report aed reject the plat, and that the Plattor be so advised of the rejection and reasons therefor. Motion carried. During further discussion Mr. Busch stated it might be well to study the possibil - ity of amending the Platting Ordinance with a view to making it less restrictive for developers in the newly annexed areas, Mr. Busch then moved, .seconded by Poff, that a committee of the whole meet with the Building Department and Greater Renton Builders and other interested developers to talk over this problem. Motion carried. NEW BUSINESS 7. The Secretary read a letter from James R. Fawcett requesting permission to assemble small plastic parts in his home on S. E. 100th Street. • • • 7. (Continued) It was moved by Gouge, seconded by Poff, that a Committee be appointed to look into the matter and report back at the next meeting. Motion carried. Committee; Trimm, Poff, and Wilson. 8. A rezoning petition was submitted by Julius Caracc i o l i for rezoning from A-I to H-I of property described as Lots 11 to 48 inclusive in Block 19, all of Blocks 20, 23, 24, 31 , 32, 33 and 3L. including vacated streets in C. D, Hillman's Eariington Garden Division No. I After the route sheet was read it was moved by Gouge, seconded by Poff to set the hearing for August 10, and appoint a Committee as a Whole to study the pElition. Motion carried. 9. The Chairman members looker over the King County agenda of proposed rez,onings and decided there were no objecticns to same as far as the Renton Planning Commis- sion is concerned, 10• Chairman Denzer reported that a stop-work-order by the City Building Department has been placed on the building being constructed on property recently rezoned for Vernon Schei because the building does not comply with the plot plan as submitted to the Planning Commission and accepted by thr City Council at the time the rezoning was granted, In the general discussion that followed it was stated that the matter is now in the hands of the Engineering Department. Mrs. Fred Hennas and Mrs. Jack Fleming, representing League of Women Voters, were in the audience. I . The minutes of the previous meeting were approved as read. 2. The hearing continued on the Preliminary Plat of Reeves Addition. Mr. Wooden, owner of property in the vicinity 'of the Flat, was in the audience and voiced some objections to water which would drain onto his property from the plat, The , Commission members inspected the pllat and discussed the problem of drainage with Mr. 'Wooden. It was then moved by Gouge, seconded by Peretti , that the Plat.tor provide necessary easements for a storm drain along the westerly side of the Plat and that the Preliminary Plat be so recommended .for approval to the the City Coun- cil . Motion carried. _. • OLD BUSINESS • 3. The Secretary read the route sheet and Committee' s report on. the Variance peti- tion of Robert 'Speer. After discussion by the members it was moved by Gouge, seconded by McGarrigie, that we accept the Committee's report and recommend to the City Council the granting of the Variance.toMr: Speer to extend his garage at 9O4D Street to within 3 . -feet of the north property line. Motion carried with Mr. Peretti and Mr. Cordell voting no. L . Secretary Cordell read the route sheet and Committee report on the. petition of John Grubisich for variance on setback requirements on Lots 23, 25 and 26, Black 7, Car Works Addition. The Committee reported that upon examination of the proper- ty it found than because this is on a corner and has sufficient space on the in- side area a Variance .may be granted to allow the petitioner to build to the prop- erty line on' the alley, provided that setbacks are maintained on Factory Street and Second Avenueand on the north property line. After discussion it was moved by Gouge, seconded by .Trimm, that we concur in the Committee's report and recommend ' to the City Council the granting of the Variance as stated in the report of the Committee. Motion carried. It was moved by Poff, seconded by Peretti , that the motion be amended to read that the Planning Director „hold up the recommendation to the Council until the revised plot plan showing Planning Commission' s recommen- dations is submitted to the Planning Director. The amendment carried unanimously. 5. The Committee on the Final Plat of the J . R. Gatten Addition requested more time for study. It was moved by Peretti , seconded by McGarrigle, that the Committee composed of Gouge, Austin and Poff be granted more time. Motion carried. NEW BUSINESS: • 6. The Secretary read the route sheet on the request for Special Permit by William -1- • Reeves for four 2-bedroom and three 2-bedroom apartments on Lots 2 and 3, Block 10; Renton Highlands No, 2. It was moved by Gouge, seconded by Poff; that the hearing be set for July 13 and a committee be appointed to report back at the same time . Motion carried. Committee: Poff, Chairman, Peretti . and McGarrigle. 7. Election of officers was the next order of business. The Chairman declared nomina- tions in order for the office of Chairman. The results of the balloting were: Denier - five, Poff - four. Mr•. Denzer was declared Chairman for the ensuing year. Nominations were open for Vice-Chairman. Mr. Austin was nominated by Mr. Denzer. Secretary Cordell read a letter from Johnston & Campanella, architects for St. Luke's Episcopal Church, who are requesting that a variance be granted on parking in conjunction with a proposed 20-foot addition, -to the church building. Mr. Johnston was in the audience and explained to the Commission that one wall of the church is in danger of collapsing and the church is desirous of adding 20 feet to the' end where the repair work would have to be done. The church now has no off- street parking, hut would acquire on site parking for 25 cars with the possibility 2-• of leasing space from the She`; 1 Station for an additional 26 cars. Some of the members felt that the parking was still insufficient to meet ordinance require- ments and the Variance petition should be rejected. it was so moved by Peretti , seconded by Poff, that thQ petition for Variance be rejected. The Roll Call Vote was follows: "Ayes" Denzer, Cordel I , Peretti , Austin, and Poff. "Nays" - McGarrigle, Trim and Wilson. The petition for Variance was rejected by majority vote. 13. Mr. Denzer reported on the meeting of the Committee composed of himself, Cordell and Peretti with similar committees from the City Counci 1 and the Park Board. He read two proposals concerning sites being studied for location of the new Library. One site proposed is the present site and the other proposal IS for con- struction of the Library in Cedar Rived Park. He asked the Commission members which of th e two proposals is favored by them so that he may report back to the Committee. it was moved by Austin, seconded by Trim, that the Commission recom- mends Proposal No. 2, location of the Library in Cedar River Park. Motion carried. • 15. Mr. Humble presented the Comprehensive Arterial and Land Use maps he has been pre- paring. The members inspected and discussed the maps.
