SUBJECT: Operating Agreements with Renton School District and
HealthPoint for the Family First Community Center
Costs for programing, short‐ and long‐term maintenance, and upkeep of the Family First
Community Center (FFCC) will be the responsibility of the building tenants as overseen
by the City of Renton.
An operating agreement with the Renton School District and sub‐operating agreement
with HealthPoint have been created to define responsibilities of the parties related to
programming and operation of the Family First Community Center as required by the
previously executed site control leases with each party.
The operating agreements define the respective responsibilities and related uses for the
operation of the FFCC to include, but not limited to, site maintenance, short‐ and long‐
term repairs, utilities, use of parking, shared and dedicated use of space, programming
coordination, allocation of responsibilities associated with shared uses, and
coordination of construction, financing, and development of the property.
The agreements define the permitted uses within the facility as the establishment of a
community center for the benefit of the youth and families in the area; the provision of
a MakerSpace for the exploration of issues related to science, technology, education,
and math education; recreational facilities; and the delivery of primary health services
by HealthPoint in the clinic space.
Council’s approval of these agreements is time sensitive so the construction agreement
can be executed prior to expiration of the 60‐day construction bid proposal on
February 6, 2022.
