PROJECT NAME: Talbot Crest Lift Station Replacement DESCRIPTION OF PROPOSAL: The City of Renton proposes replacement of the Talbot Crest Lift Station. A new lift station would be built in large underground vaults on the West side of Talbot Crest Drive South. The former lift station would be abandoned in place with portions removed and portions to remain. The road and sidewalk will be restored. Work is scheduled to commence in January 2000 with completion planned for June 2000. The City has requested a Temporary Use Permit for construction staging outside of the City R.O.W. LOCATION OF PROPOSAL: The project is located in South Renton, in the City of Renton right-of-way near 2515 Talbot Crest Drive South Advisory Notes to Applicant: The following notes are supplemental information provided in conjunction with the environmental determination. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. 1. The applicant shall perform all work in conformance with the approved plans and specifications that will be or have been reviewed and approved by the Planning/Building/Public Works Department. 2. The applicant shall maintain traffic in conformance with the Traffic Control Plan as approved the City Traffic Engineer. 3. The applicant shall ensure that access for emergency vehicles is maintained at all times. In the event of a road closure, the applicant shall notify the Renton Fire and Police Departments at least 24 hours in advance of closure. 4. Some residents in the vicinity of the proposed project have shift-work schedules and may experience inconvenience due to daytime construction in the proximity of their residence(s). In the event the City of Renton receives complaints in this situation, the contractor should be notified and either construction noise attenuation or off-site accommodations should be made, on a temporary basis and by mutual agreement, until such time that the inconvenience ceases. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth/Geology Impacts: The areas in which the proposed work would be done are primarily paved rights-of-way. The developed area where the existing lift station is located is generally hilly and sites adjacent to steep slopes that descend to the valley floor. No slopes exceed 0.6 percent in the near vicinity of the project site. A recent subsurface investigation by Golder Associates, Inc. indicate that soils in the area generally consist of dense, silty, fine sand and till over siltstone (Tukwila Formation). No grading or filling will be required. When backfilling trenches, native material removed during excavation will be used, if it meets City standards. If native material is not of an appropriate quality, backfill will be imported from an approved source. There will not be any new impervious surfaces resulting from this project. All paved areas will be restored in asphalt or concrete. Where unpaved areas are disturbed, they will be restored to their preconstruction condition. Mitigation Measures: None required. Nexus: Not applicable 2. Air Impacts: It is anticipated that some adverse air quality impacts would be associated with the construction phase of the project. On-site emissions will consist of fugitive dust and emissions from construction equipment. These are anticipated to be minor and largely confined near the site. Exhaust from vehicle and construction equipment is controlled by state and federal regulations. No further site specific mitigation for the identified impacts from exhaust are required. Water Impacts: The Panther Creek Wetlands are approximately 300 feet west of the project site, with developed single- family parcels between the two. This will entail the construction of a new lift station in Talbot Crest Drive South. The new station will be built in large vaults under the west side of the roadway. The existing station, located behind the sidewalk west of the road,will be abandoned in place. The top of the station will be removed,the equipment will be removed,and the old manhole filled in. The existing antenna will remain. The telemetry;control panel for the new station will be mounted on the existing antenna and replace the existing panel. The road and sidewalk will be restored in the construction zone. Construction of the new station will entail excavation of the roadway. While the road will be closed for through traffic,the contractor will maintain access to all driveways,except for short periods of time. Property owners with driveways to the south of the construction project will have to enter Talbot Crest Drive from the south,while Property owners with driveways to the north of the construction project will have to enter from the north. The developed area where the lift station is located is generally hilly and sits adjacent to steep slopes (west of the houses on the west side of Talbot Crest Drive)that descends to the valley floor b. The proposed project is in a flat area with the centerline of the rights-of-way having - a maximum slope of approximately 0.6% The easement area where the existing station will be abandoned and the new telemetry panel and antenna will reside has a slope of around 0.6%. c. MASTERAP.DOC- REVISED 8/97 - - - • ' Talbot Crest Lift Station Replacement The City of Renton is planning to replace the Talbot Crest Lift Station. This will entail the construction of a new lift station in Talbot Crest Drive South. The new station will be built in large vaults under the west side of the roadway. The existing station, located behind the sidewalk west of the road,will be abandoned in place. The top of the station will be removed,the equipment will be removed,and the old manhole filled in. The existing antenna will remain. The telemetry control panel for the new station will be mounted on the existing antenna and replace the existing panel. The road and sidewalk will be restored in the construction zone. Construction of the new station will entail excavation of the roadway. While the road will be closed for through traffic,the contractor will maintain access to all driveways, except for short periods of time. Property owners with driveways to the south of the construction project will have to enter Talbot Crest Drive from the south,while Property owners with driveways to the north of the construction project will have to enter from the north. The developed area where the lift station is located is generally hilly and sits adjacent to steep slopes (west of the houses on the west side of Talbot Crest Drive)that descends to the valley floor b. The proposed project is in a flat area with the centerline of the rights-of-way having - a maximum slope of approximately 0.6% The easement area where the existing station will be abandoned and the new telemetry panel and antenna will reside has a slope of around 0.6%. c. The existing telemetry panel will be replaced with the new telemetry panel. e. What is the current zoning classification of the site? The Construction zone is public rights-of-way. The adjacent properties are zoned Residential Single-Family—8 units per acre. f. What is the current comprehensive plan designation of the site?
