The bulkhead is over 40 years old and currently has several gaps, which allows backfill to be washed away during heavy wave action. As a result, several sinkholes have been created on the property. The repair of the bulkhead would prevent further erosion of the shoreline. The site contains an existing residence and is primarily vegetated with grass lawn. The shoreline of the property runs north approximately 65 feet, then east for 45 feet before extending north into the adjacent parcel along a sandy beach shoreline. A City sewer main is currently located in Lake Washington approximately 18 feet west of the site's western shoreline. The total height of the bulkhead is 7 feet. The project would replace the top layer of rocks only above water level (approximately 3 feet)for the majority of the bulkhead. The larger rocks would be backfilled with smaller sized rocks along with soil retention clothes. Along the shoreline area on the north side of the site, the project would replace an existing wood wall with 2-foot high rock wall and cement steps. The bulkhead is over 40 years old and currently has several gaps, which allows backfill to be washed away during heavy wave action. As a result, several sinkholes have been created on the property. The repair of the bulkhead would prevent further erosion Of the shoreline. The site contains an existing residence and is primarily vegetated with grass lawn. The shoreline of the property runs north approximately 65 feet,then east for 45 feet before extending north into the adjacent parcel along a sandy beach shoreline. A City sewer main is currently located in Lake Washington approximately 18 feet west of the site's western shoreline. The total height of the bulkhead is 7 feet. The project would replace the top layer of rocks only above water level (approximately 3 feet)for the majority of the bulkhead. The larger rocks would be backfilled with smaller sized rocks along with soil retention clothes. Along the shoreline area on the north side of the site,the project would replace an existing wood wall with a 2-foot high rock wall and cement steps. All work is proposed land ward of the ordinary high water mark. The project is exempt from the Shoreline Master Program permit requirements, but requires Environmental (SEPA) Review. MITIGATION MEASURES No mitigation measures are recommended. Advisory Notes to Applicant: The following notes are supplemental information provided in conjunction with the environmental determination. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. 1. A building permit is required. 2. A Temporary Erosion and Sedimentation Control Plan (TESCP) will be required prior to the issuance of "building permits. 3. The City has a public sewer main in Lake Washington adjacent to this site, which must be protected during all phases of the project. The main must be properly located and protected prior to the start of construction. The contractor is to notify Ron Shaffer(425-235-2585) with the Renton Maintenance Division prior to starting work in the lake to schedule an on-site pre-construction meeting. 4. 3. Hydraulic Project Approval (HPA) permit from the Washington State Department of Fish and Wildlife will be required. Approval may also be required from the Army Corp of Engineers. Please contact those agencies for more information. D. ENVIRONMENTAL IMPACTS In compliance with RCW43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Water/Shoreline Impacts: The existing bulkhead would be constructed along the shoreline of Lake Washington, which is classified under the "Urban" designation of the City's Shoreline Master Program. Pursuant to RMC section 4-9-190C4, the construction of normal protective bulkheads common to single family residences is exempt from the Shoreline Substantial Development permit requirements. A Shoreline Exemption Certificate is required for the project subsequent to the completion of the Environmental (SEPA) Review process. The subject site is relatively flat with a maximum slope of 2% and is vegetated with grass lawn. The shoreline currently consists of sandy gravel. The purpose of the proposed bulkhead repair and replacement is to eliminate existing and potential sinkholes, which have resulted from the erosion of the shoreline land ward of the existing bulkhead. The project would require approximately 90 cubic yards of material to be delivered by barge. Materials would also be hauled away from the site by barge or by vehicle via the applicant's driveway. Temporary erosion controls will be required to prevent erosion and sedimentation into the juke during construction. The proposed repair and replacement of the existing bulkhead would take place land ward of the ordinary high water mark. No encroachment into the lake would occur as a result of the project. Mitigation Measures: No further mitigation is recommended. Wildlife Impacts: The subject site is located on the shoreline of Lake Washington. Shorelines near the site are used for migration routes for many fish species, most notably Puget Sound Wild Chinook salmon, which are listed as endangered species. Sockeye and Coho salmon as well as Steelhead, Rainbow, and Cutthroat trout also migrate along the shoreline. In addition, sockeye salmon are known to spawn along shorelines near the site. Construction activity could have a temporary impact on areas used for feeding and/or spawning. The project is required to obtain a Hydraulic Project Approval (HPA) permit from the Washington State.;. Department of Fish and Wildlife. The Department of Fish and Wildlife will likely restrict construction times to non-critical periods as a condition of the HPA permit. The proposed bulkhead repair/replacement would not result in direct adverse impacts to fish migration routes or spawning, provided appropriate code required erosion control measures are installed. The repair of the bulkhead would reduce current erosion and sedimentation into the lake and would prevent future erosion of the shoreline. Construction materials and details will be evaluated as required by the HPA permit and conditions may be issued in order to minimize impacts and optimize opportunities for fish habitat and fishery resources. The current Bulkhead has gaps in the rock which allow the backfill to be washed away during high water&high Summer wave action. The washout releases Silt to the Lake and creates sink holes in the yard. Repair would replace the top layer of rocks down to the water level&back fill the larger rocks with smaller rocks then soil retention cloth. Repair of the Bulkhead would be done during the low water level season and work would not be performed below water level. A side yard, above water level beach area would have cement steps&a 2 foot high retaining wall replaced with rock.
