Based on review of the checklist associated with this project, the Department of Ecology (Ecology) has the following comments: Section B, Environmental Elements; Subsection 1, Earth. It was indicated in this subsection that no filling or excavation of the subgrade soils are proposed. Appendix D stated that a lumber canopy, a lumber staging pad, and a garden center will be constructed along the northwest, northeast, and southwest sides of the building. Also Section A indicated that demolition work will be conducted before construction. Please clarify what demolition and construction work will be conducted, and if any subsurface soil interference (including installing foundation, utility trench, or removing pavement, etc.) is anticipated. If yes, please provide the area where subsurface work will be conducted. Section B, Environmental Elements; Subsection 3, Water; b, Ground Water. Groundwater is reported at the proposed project site as shallow as 1 foot below ground surface (bgs). If any subsurface work will be conducted, please provide mitigation measures in case groundwater is encountered. Section B, Environmental Elements; Subsection 7, Environmental Health. The proposed project is located on two sites listed on the Model Toxics Control Act (MTCA) Confirmed and Suspected Contaminated Sites List – PSE Grady Way Renton Complex Parcel 2 (Facility ID 21349929) and Parcel 3 (Facility ID 86541135). Groundwater samples were collected at these two sites on and prior to 2002. A groundwater sample collected from well GMW- 14 contained concentration of diesel- and heavy oil-range petroleum hydrocarbons (TPHd and TPHo) above the MTCA Method A cleanup level. This well was located in the proposed “Outlot 1” area. Historic groundwater samples from well GMW-4 contained polychlorinated biphenyls (PCBs) concentrations above the MTCA Method A cleanup level. This well was located in the proposed “Outlot 2” area. Please add the contamination information in the checklist. If any subsurface work will be conducted, please describe mitigation measures to address the following: • Hazardous waste operations worker training, health/safety plan, and site control requirements, per WAC 296-843. • Management of potential contaminated groundwater encountered during construction, including sampling, treatment, and disposal. • Potential impacts of the construction project on contaminant remediation and monitoring at the cleanup sites, including procedures to prevent damage to site monitoring wells (if they still exist).
