Box 48343 Olympia, Washington 98504 Transmitted via email to: 106@dahp.wa.gov and rob.whitlam@dahp.wa.gov SUBJECT: Section 106 National Historic Preservation Act Consultation – Part 58 NEPA Review Renton Sunset Gardens Affordable Housing Project 2900 Northeast 10th Street King County Parcel ID 7227900075 City of Renton, Washington Section 8 HUD Program Assistance Dear Mr. Whitlam: In accordance with Section 106 of the National Historic Preservation Act and its implementing regulations, 36 CFR Part 800, we are providing information for your review and concurrence regarding the above-referenced project. The Renton Housing Authority will be receiving federal funds for the project listed above from the U.S. Department of Housing and Urban Development (HUD). Under HUD regulation 24 CFR 58.4, the City of Renton (City) has assumed HUD’s environmental review responsibilities for the project, including SHPO consultation related to historic properties. The proposed project consists of a 20,838-square-foot mixed-use building with 76 residential units over commercial space and separate solid waste unit; a 55-stall parking lot; pedestrian walkways and amenity areas; and landscaping. Off-site improvements in the public right-of-way include street widening, concrete curbs, landscaping strips, concrete sidewalks, concrete driveway, ADA curb ramps, and additional property dedicated to the City. The property is currently developed with a 13,416-square-foot office building constructed in 1982 occupied by the Renton Housing Authority, which will be removed. We have defined the Area of Potential Effect (APE) as the boundary of the project property and associated roadway improvements. We have made a Finding of “No Historic Properties Affected” pursuant to 36 CFR 800.4(d)(1) based on the following: • There are no buildings currently on the property older than 45 years, and is not located within a district listed on or determined eligible for the National Register of Historic Places. • The site is currently developed and has been previously disturbed. February 1, 2022 Page 2 of 2 Attached for your review are copies of relevant documents supporting our finding, along with photographs and a map showing the location of the property. This documentation satisfies requirements set forth at §800.11(d). In accordance with §800.4(d)(1)(i), your office has thirty days to object to this finding. Please respond within this timeframe, otherwise we will assume that you concur with our finding. If you have questions regarding this finding, please contact me at (425) 430-6593 or mherrera@rentonwa.gov Thank you for your attention to this matter.
